WA soccer is at the centre of a discrimination row after governing body Football West insisted that a disciplinary hearing involving a female Muslim player be held at a Perth pub last night.
Noranda Wolves player Hanan Anwan, 22, was given a red card and sent off during a Division 1 State Women's League match against Cockburn City on July 17 after an incident she and coach Gordon Doutre claim was sparked when the opposition goalkeeper attempted to pull off her religious headdress.
Ms Anwan, an Australian-born Muslim and former Wolves' best and fairest player, wears a head scarf during matches in accordance with her Islamic faith.
Ms Anwan, a teacher at a Perth Christian school, was sent off by the referee for "violent conduct", defined under soccer's laws as "excessive force or brutality against an opponent when not challenging for
the ball".
The referee's report, which Ms Anwan does not dispute, says she shoved the Cockburn goalkeeper to the ground.
In addition to an automatic one-match ban for a red card, Football West imposed an extra match ban for "violent conduct", a decision Noranda sought to appeal against.
No penalty was enforced against the Cockburn goalkeeper.
But Football West's insistence the appeal be heard at the Inglewood Hotel has touched off claims of insensitivity towards the religious belief of Ms Anwan, who has never been to a hotel or consumed
alcohol.
"It's turned from a red card into a completely different issue," Ms Anwan said. "Something as simple as me just wanting to appeal against my red card so I don't have to miss games has turned into, I don't
know what you would call it … racist issue? A discrimination issue? I don't know."
Mr Doutre said the decision flew in the face of international body FIFA's programs to promote tolerance and diversity.
"I think FIFA, the (international) governing body, would be absolutely ropable about this, to find that a governing body that is representing them in WA is behaving like this."
On Monday, Noranda club secretary Erika Blake tried to have the hearing shifted to another venue on the grounds of cultural insensitivity.
The reply from Football West general manager of competitions and operations Keith Wood said in part: "(W)e understand your point but we live in a country and society in which the consumption of alcohol
is permitted and part of Australian culture."
Ms Anwan said she was considering taking the matter to the Equal Opportunity Commission.
Mr Doutre said the club would "back her 100 per cent".
Last night, Football West chief executive Peter Hugg stood by the decision, saying the hearing was in a function room and Ms Anwan could enter the room without walking through the hotel's bar.
"It's not as if we're making her drink, or making her walk through the bar - she doesn't need to go anywhere near it," he said.
"If someone wants to make a discrimination case of this it's a shame, but we don't believe it to be and we don't think we're acting insensitively."
Labor MP Ljiljanna Ravlich, who was contacted by Mr Doutre, said Football West was being "bloody minded". "There should be no racism in sport and this has a touch of discrimination, about it," she said.

Young love has landed two teenagers in trouble, with the girl's uncle visiting her in jail to promise that her family will kill her.
Set in Afghanistan, it is a love story that could result in a tragic ending for teenagers Halima Mohammedi and her boyfriend Rafi Mohammed.
"The two teenagers met inside an ice-cream factory through darting glances before roll call, murmured hellos as supervisors looked away and, finally, a phone number folded up and tossed discreetly onto
the workroom floor," The New York Times reported.

"(Last) month, a group of men spotted the couple riding together in a car, yanked them into the road and began to interrogate the boy and girl.
"An angry crowd of 300 surged around them, calling them adulterers and demanding that they be stoned to death or hanged.
"When security forces swooped in and rescued the couple, the mob's anger exploded. They overwhelmed the local police, set fire to cars and stormed a police station six miles from the centre of Herat,

The Times said the riot last hours and resulted in the death of one man, a burnt police station, and juvenile detention for the two young lovers.
"Officially, their fates lie in the hands of an unsteady legal system. But they face harsher judgments of family and community," The Times said.
"Ms Mohammedi's uncle visited her in jail to say she had shamed the family, and promised that they would kill her once she was released.
"Her father, an illiterate labourer who works in Iran, sorrowfully concurred. He cried during two visits to the jail, saying almost nothing to his daughter.
"Blood, he said, was perhaps the only way out."
Her father, Kher, urged the government to kill both of the 17-year-olds.
"The teenagers, embarrassed to talk about love, said plainly that they were ready for death. But they were baffled by why they should have to be killed," The Times said.
A stoning ordered by the Taliban last year resulted in the death of two lovers who had eloped.
"The stoning marked a brutal application of Shariah law, captured on a video recording released online months later," The Times reported.
A provincial council has decided that Halima and Rafi deserve the government's protection "because neither was engaged, and because each said they wanted to get married".

A MAN who claims to have been paid for sex by a Saudi prince has escaped immediate deportation because he fears he will be persecuted for being homosexual.
The Refugee Review Tribunal has been ordered to reconsider giving a visa to the man, who cannot be named, after first rejecting his tale of huge payments and months of secret royal liaisons.
Homosexuality is banned in Saudi Arabia and men have been jailed, lashed and reportedly executed.
The man has applied for a protection visa, claiming that because of his sexuality he fears his family's wrath and persecution from his community in Lebanon.
Court documents say that the man said he left his boyfriend in 2008 and travelled to Saudi Arabia because "the Saudi prince liked him very much". He said the prince arranged a visa and paid for his travel
and they had sex "in return for financial and material support".
But the deal went sour when the man was booted from the country after he was sprung having an affair with a friend of the prince.
The man fled to Melbourne where he frequented gay nightclubs.
Evidence tendered on his behalf included a reference from the prince, which his lawyers said showed that "he loved (the man) so much".
But the Immigration Department found the man's claims to fear persecution in Lebanon were undermined by "multiple inconsistencies" in his evidence about his employment, his first homosexual
relationship and his circumstances just before his travel to Saudi Arabia.
The tribunal also doubted the man's allegations, refusing to accept that he "was in a homosexual relationship with the prince or one of his friends". It even doubted the man was gay.
But the Federal Magistrates' Court ruled the tribunal erred in its decision to deny the man a visa because it failed to raise its doubts about his sexuality and affair with the prince during its questioning.

LATELY the Gillard government has been clothing itself in GetUp! attire, but last week it flirted with adding some ShutUp accessories.
The problems started when the political agenda of this government started to sound remarkably like the agenda of the far left special interest group GetUp!
It's a world view that allows you to believe democracy is a sufficiently malleable principle that you can barefacedly lie to the voters and not pay a big price. (How many billboards have you seen GetUp!, that self-styled protector of democratic values, pay for condemning Julia Gillard for lying to the voters? That would be zero, right?)
I suspect I'm not revealing any state secret when I say the political policy positions of GetUp! -- reeking of po-faced pieties and "We are the World" platitudes -- are distinctly minority ones. If this becomes your core support group as a government then you are in big, big trouble. Which is when Gillard moved from GetUp! to ShutUp. Apparently the thinking is that we have too much free speech here in Australia. Maybe we ought to pick up on the great democrat Bob Brown's musings and go back a few centuries so we can regulate what the press says.
You really can't be against ensuring that only proper, acceptable views get disseminated, can you? I mean, it works in Cuba and Iran and Venezuela, doesn't it? Or if you decide to display your independence from Brown, to show voters who really is boss, you may just opt to bring in new privacy laws that allow new ways to sue other people.
But putting all the siren song supporters of privacy laws to one side (and we can all await with eager anticipation the next GetUp! billboard in support of this latest thought-bubble policy creation), here is what is at stake.
Any new privacy law regime will make inroads on what people can say. It will take some speech off the table.
There is an inevitable trade-off between free speech concerns and privacy concerns. If you shift the goalposts in favour of more privacy, then by definition you place more limits on free speech.
And I think that's a terrible idea. First off, our laws are already easily sufficient to handle phone hacking situations of the sort engulfing Britain at present. So that's a red herring, plain and simple.
Second, more aggressive privacy laws work not simply by allowing people actually to sue. They work also by creating an atmosphere where people censor themselves because they are afraid of being sued, precisely in the same way that our terrible hate speech laws at present over-reach.
Just look at France, which has strong privacy laws. You had an atmosphere there, no doubt also culturally influenced, where the past exploits of Dominique Strauss-Kahn came as a surprise to most people, save reporters. Do you think those exploits, and I explicitly assume that the New York City charges against him will collapse, but do you think his behaviour might influence whether some people voted for him?
Tony Abbott should have no part in this ShutUp agenda. In any contest between free speech and privacy I think long-term best consequences favour the former much more often. Certainly our present status quo needs no rebalancing in favour of more speech restrictions, and that's true even if it's sold under the banner of some human right to privacy, with a few perfunctory references to international treaties.
Amazingly, however, our present GetUp!/Gillard government seems to think a new ShutUp agenda may help it out with the voters. You have to wonder what planet it inhabits.
We can all only watch this train wreck of incompetence with incredulity. From GetUp to ShutUp, the whole thing has been one giant F . . kUp.

BASSAM Hamzy was on the phone getting updates on a kidnapping - and ordering a slap in the face for his victim - all from his jail cell.
A court yesterday heard Hamzy used a phone smuggled into jail to tell one of the kidnappers "can you slap him once in the face" and was told: "I've already done it cuz, I've already chopped him ... I've got blood everywhere, man."
Hamzy yesterday pleaded guilty to orchestrating the kidnapping and also operating a sophisticated drug ring from his Lithgow jail cell in mid-2008.
Hamzy also admitted to 15 other offences that will be taken into account in sentencing, including another kidnapping in which he threatened: "Next time I'll take his ears and make them into a necklace."
The court heard police intercepted Hamzy's phone calls from his jail cell.
"Bassam Hamzy obtained a mobile phone (and) made a number of phone calls organising the sourcing of various prohibited drugs in Sydney and their direction to Melbourne where they were supplied to associates for on supply," a document tendered to court said.
The court was told that Hamzy directed the supply of 2.34kg of methamphetamine on five occasions, with close to 20,000 calls made between May 5 and June 11.
Hamzy also orchestrated the kidnapping of John Baroutas in Adelaide on June 5, 2008 after "an associate" told him the man owed him money.
Court documents reveal that Hamzy was on the phone as two men stormed into Baroutas's house and asked the victim: "Where's my money."
"The victim replies: 'I gave them some, just some now as well'," the documents said.
In another incident which will be taken into consideration on sentence, Hamzy was part of a plot to detain another man and said: "He's lucky I don't put a bullet in his head ... If I ever have to come up there again, I'm gunna cut all his fingers off ... "
Judge Peter Zahra will hear sentencing submissions on September 9.

WHEN Australian Muslim Frida Dakiz's marriage dissolved she was granted a divorce by her local imam.
The 33-year-old dress shop manager said it was only after she was officially separated by religious law that she considered secular options.
Ms Dakiz is among thousands of Australian Muslims living by a shadow civil code known as sharia law.And despite the arrests this week of three men who police allege carried out a sharia law punishment,
Ms Dakiz and 28-year-old friend Rebecca Kay yesterday said their traditions have a place in Australian society.
The sharia is the code of conduct in Islam and its applications cover marriage, divorce, inheritance and custody of children.
In May, the Australian Federation of Islamic Councils suggested in a submission to the federal government that small changes could be introduced giving Muslims "legal pluralism". They asked the
government to fund halal and kosher meat outlets and for state schools to have special sports uniforms for female Muslim students. Attorney-General Robert McClelland said at the time "there is no place
for sharia law in Australian society", and this week NSW Police Commissioner Andrew Scipione repeated the sentiment.
Sharia law's more controversial elements - including polygamous marriages, relationships where one person is legally underage, and its penal code - ensure ample opportunity for clashes with the traditional
legal system.
Yet Muslims like Ms Dakiz and Ms Kay say if the police allegations are true, the attack is not consistent with their view of sharia law.
"Everyone in our community is shaking their heads, it is unbelievable," Ms Kay said.
"For moderate Muslims we take one step forward when something good happens and then 100 steps back when these sorts of things happen."
Ms Kay said sharia law covered only private issues that go to the heart of their religious beliefs, and is only used when all parties agreed to its application.
Religious courts should not replace the existing system, she added.
"It's not that the Australian laws are not good, it's just that we choose to live like this," Ms Kay said.
Ms Dakiz said she knew of religious marriages involving underage women in Melbourne, but not in Sydney.
Another Muslim woman, Ruba Naboush, 32, said she was aware of polygamous marriages in Sydney and that the women seemed happy.
However, she said she would not personally enjoy the arrangement.
Ms Kay said: "I'll quote from my husband. He said: Why would I want two headaches?"
Haset Sali, author of The Quran Simply, an English translation of the Koran, said it was an "unhealthy development" that some of the more extreme elements of sharia law were creeping into society.
"There is a small number of fanatics who are introducing it and setting themselves up as the custodians of the community," he said."It's most unfortunate that some people are trying to introduce a
sub-culture into Australia under the guise of sharia law."
Keysar Trad, from the Islamic Friendship Association of Australia, says there is support for some parts of sharia law like marriage and inheritance, but the penal aspects were not accepted. "Generally
religious people don't want to offend God, so they ask an imam how they can do these things in a religious way," he said.
The penal provisions of sharia can only be carried out in an Islamic state, with a caliph as head of state, and through a properly constituted court.
"It cannot be done through vigilantes," Mr Trad said.
He said that if the current allegations of a vigilante sharia law punishment were proven, it would be a crime against Islam - and a crime against the state.
"They cannot appoint themselves as a court, they have no mandate," he added.
This week, academics Ann Black and Kerrie Sadiq said Australia was right to act with caution when dealing with sharia law.
They said not all Muslims were registering their marriages and some were relying on religious ceremonies to validate unions that were in breach of the Marriage Act. This included polygamist marriages or
where one member was under the legal age.

A MAN who claimed it was culturally acceptable for him to have a sexual relationship with a primary-school child who later bore him a son will spend up to 10 years in jail.
The 31-year-old, now classified as a pedophile, had claimed his cultural background meant age was not a relevant factor in choosing a wife or sexual partner, the County Court in Melbourne heard.
But in sentencing the man, who migrated as a refugee from a north-Asian country, Judge Lisa Hannan said his continued sexual relationship with the girl - from the age of eight until she fell pregnant - was
repulsive and defied morality.
The court heard the man, who was married to an adult at the time of the offending and already had a child, had an IQ in the bottom 5 per cent for his age group.
"Your conduct is abhorrent to anyone with even a shred of decency or moral compass,'' Judge Hannan said.
"Whether or not it may or might have been acceptable in any culture in any part of the world is irrelevant.''
The court heard the man, who pleaded guilty to charges of persistent sexual abuse of a minor and child stealing, had told authorities in his cultural background "there were no restrictions on age'' for a
relationship.
But Judge Hannan said the man knew he was breaking Australian law, that he initially lied about having sex with the child and attempted to procure an abortion before a baby was born in 2010.
"You knew what you were doing was wrong,'' the judge said.
Judge Hannan, in setting a seven-year minimum, said his "disgraceful desires'' had "robbed her of her childhood''.
Judge Hannan also disputed the extent of the man's remorse, noting he continued to try to justify his relationship with her - including saying he loved her "for real''.
"I do not think you are truly remorseful ... indeed you still seek to justify it.''

A THIRD man accused of whipping a Muslim man for drinking alcohol has been granted bail despite police claiming he threatened the victim and may have organised the alleged attack.
Zakaryah Raad, 20, faced Burwood Local Court on Friday over the incident at a unit in Silverwater in Sydney's west in the early hours of July 17.
Christian Martinez, 31, was allegedly restrained by four men who broke into his flat and lashed him 40 times with an electric cable as punishment under Islamic law, or sharia, for drinking alcohol.
The court heard Raad, from Guildford, was arrested on Thursday in the backyard of the Melton Street apartment block where Mr Martinez lived.
He was charged with breaking and entering, resisting arrest and detaining a person.
He was also charged with two counts of stealing and two counts of intending to influence a witness.
In granting bail, Magistrate Tim Keddy said he accepted Raad was at the apartment block to visit his boss, who also lived there, and not to "threaten, influence or intimidate" Mr Martinez.
Police prosecutor George Lolis told the court it would be alleged Raad had also attended Mr Martinez's unit block in the hours before the alleged attack on July 17.
Raad was "in a position to see the beer bottles strewn throughout the premises", Mr Lolis said.
Police would allege Raad played a key role in the "organisation and coordination of the males" involved in the incident and that he contacted Mr Martinez by text message and phone in the days following, Mr
Lolis said.
Mr Lolis said police allege this was "an attempt ... to have Martinez withdraw his complaint".
Raad's lawyer George Ikners told the court his client made the calls because he was concerned Mr Martinez had mistaken him as one of the alleged attackers.
Mr Ikners said Raad had visited Mr Martinez prior to the alleged attack and that Mr Martinez was "somewhat out of control" from the effects of drugs and alcohol.
"He may have thought Mr Raad was still there (when the attack occurred) when in fact he may not have been," Mr Ikners told the court.
Mr Keddy imposed a nightly curfew on Raad and ordered he lodge $10,000 for bail.
He was also told stay away from the Melton Street apartment complex and Mr Martinez.
Two other men charged over the incident were also granted conditional bail at Burwood Local Court earlier this week.
Tolga Cifci, 20, was bailed on Tuesday, while 43-year-old Wassim Fayad left custody on Thursday afternoon after posting bail.
But Fayad returned to the Burwood court on Friday to have his bail conditions changed after his parents refused to let him stay at their residence.
"He was informed by his parents they were not happy with him staying there," the court heard.
Fayad's lawyer requested that he be allowed to stay instead at a close friend's house in nearby Lidcombe.
Mr Keddy approved the change of address but upheld the other bail conditions, including that he not approach Mr Martinez.
The matters for all three men will return to the same court on September 14.

THE Greens want Government powers to force the break-up of newspaper groups as well as the licensing of newspapers to be considered at a federal inquiry into the media.
Greens deputy leader Christine Milne today said the media convulsions in Britain around unacceptable privacy breaches meant it was "opportune" for an inquiry here.
"The important thing here is that out of the scandal in the UK there is an opportunity now for Australia to look at a number of issues," Senator Milne said.
"One is concentration of the media ownership for the print media in Australia.
Prime Minister Julia Gillard is considering the Greens demands for a full inquiry, but far that might be limited to discussion of privacy recommendations made by the Law Reform Commission in 2008.
Senator Milne confirmed the Greens policy is for the Australian Competition and Consumer Commission to be given the power to order the divestment of media groups "where those mergers fail a media-specific public interest test".
"Let's see what an inquiry has to say about what the broader community think about the divesting of assets and the breaking up of some of these companies and controls of separate parts of the media," she said.
"I think the time is opportune for a broad ranging inquiry and I for one don't have preconceived ideas about what that might look like.
"But I do think the Australian community is asking questions as a result of this scandal in the UK and they have a right to now think about what that media environment might look like into the future."
The Greens have already said an inquiry should look at why there is "no licensing or independent oversight of major newspapers" - a bid for newspaper licensing by the Government.
The Prime Minister today was asked by Opposition Leader Tony Abbott to "put up or shut up" after she yesterday said News Ltd Australia had "hard questions" to answer.
News Ltd, the publisher of news.com.au, is related to News International, which is at the centre of the British upheaval.
"There is no evidence whatsoever to any of the practices, the reprehensible practices, that we saw at one newspaper in England have any currency here in Australia," Mr Abbott said today.
"The Prime Minister must specify exactly what those questions are and if she can't specify exactly what those questions are, what she's doing is just smearing a perfectly good organisation.
"Frankly, it demeans our polity for this kind of thing to go on. I call on the Prime Minister to put up or shut up when it comes to those sorts of issues."
Today the Prime Minister said the questions were "very simple" following the British events.
"And consequently it's common sense that having seen the kind of reports we've seen from the United Kingdom Australians would be asking themselves, 'Could that happen here? What does this mean for us in Australia?'
"Very simple questions like that."
