TRADITIONS based on heritage, sporting culture and common language are threatened by mass immigration, a leading demographer has warned.
Monash University population expert Dr Bob Birrell has said the huge influx of people with few or no English skills had created social problems in Melbourne suburbs such as Dandenong, Sunshine and Broadmeadows and most major cities were feeling the population strain, the Herald Sun reported.
"This is not a pretty picture," he said. "Social divisions are becoming more obvious and geographically concentrated and certain areas are being overlain by an ethnic identification."
Dr Birrell made the explosive comments in an article for Policy,a magazine published by the Centre for Independent Studies,a right-wing think tank.
In a plea to the Rudd Government to slash the current immigrant intake of 180,000 a year, Dr Birrell warned that the predicted population of 35 million by 2050 would be a disaster for urban living and the environment.
"One would have to wander deaf, dumb and blind through Australian capital cities to not notice how urban congestion has already reduced the quality of life," he said.
The intake dominated by people from non-English speaking backgrounds was transforming Australia, Dr Birrell said.
"We are losing core elements of what was once shared. Almost all could once aspire to a house and land ... and sharing a common language, sporting culture and heritage," he said.
But mass migration was creating ethnic enclaves in suburbs with cheap housing, and planning rules were forcing Australian-born "losers" and non-English speaking background migrants to live in congested neighbourhoods, "cheek by jowl".
Population target
Kevin Rudd has made it clear that he believes in a big Australia. In a recent speech he declared that migration was "good for our national security, good for our long-term prosperity, good in enhancing our role in the region and the world".
But the Federal Opposition and the Greens said questions needed to be asked about Australia's immigration plans.
Opposition immigration spokesman, Scott Morrison, told the ABC there should be an inquiry into how many people the nation can support.
"It's about what the carrying capacity is," he said. "We need to get that perspective from regional areas as well as metropolitan areas, where issues of congestion and housing affordability are major problems as well as public transport.
"What's more important, is the process for planning. For example, the states and territories have no input into questions of immigration and migration intakes but they're the ones at the end of the day that have to service the needs that are created by it."
Greens Leader Bob Brown said there should be an independent national inquiry into Australia's population target.
"So that politicians do have an idea of the carrying capacity of this country, its infrastructure, its ability to deal with those quite worrying projections of 35 million people by 2050," he said. "We've got to do better than just say well let it happen."
Other leading academics have also questioned the challenge that mass intake of migrants will pose.
In their book Australia's Immigration Revolution, Andrew Markus, James Jupp and Peter McDonald agrue that while immigration "offers ‘the most immediate and simplest short term measure to deal with labour and skills shortages" it also comes with serious questions about social cohesion.
Prior to the 1950s 80 per cent of immigrants came from the United Kingdom. Between the 50s and the 1960s migrants from continental Europe became the majority.
After the abolition of the White Australia policy in the early 1970s the mixture of migration changed again. Today, the largest proportion of immigrants come from Asia and Oceania. China and India rival New Zealand and Britian as the biggest source of immigrants.
Many of the catastrophic outcomes alluded to by Bob Birrell are already facts of life in Australia's “Occupied Territories”, Multicultural ghettos, no go zones for anyone who is, or identifies as Australian.

The Muslim inbreeding problem comes to Australia
Within Sydney's Middle Eastern community inter family marriage seems to be on the rise and it is leading to a high incidence of children born with defects: Erin O' Dwyer explores the devastating cost of a tradition that many in the West regard as taboo.
A smile twists across Kaled Assoum's face. Lying in his cot, he gurgles happily as his mother, Randa, tickles his belly and kisses him on the face. The eight-year-old, pictured above with his grandmother, was born with severe intellectual and physical disabilities. He cannot walk or talk, and feeds through a tube in his stomach. He has the mental capacity of a one-year-old. "I still love him day after day" his father Mohammed says. "From the beginning I was a bit sad and she was a bit sad. She started crying but I said in the end we can't do anything. That’s how God created him. Even if we cry from now on until 100 years, you can't do anything."
It is almost two decades since doctors at Sydney's Auburn Hospital began to research a devastating pattern of birth defects among babies born to Lebanese families. Led by pioneering obstetrician Dr Caroline de Costa, the study showed significant increases in birth defects, stillbirths and miscarriages among women who were married to blood relatives, particularly first and second cousins from families who came largely but not exclusively, from the Middle East. The study found that one in three Lebanese women were married to a cousin and, across the hospital's maternity ward, one in 10 women had married a cousin. Even more alarming was the finding that babies born to these women were four times more likely to be stillborn and eight times more likely to suffer serious birth defects.
Ten years later, maternity ward staff reported these marriages were on the rise. De Costa followed up her landmark study, interviewing every pregnant women who booked into the hospital's maternity ward in one year. In 2001 she published her results,revealing that almost 20 per cent of women were consanguineously married. Of those,more than half were married to first cousins and almost 60 per cent were born in Australia.
Fifteen babies born to consanguineous couples - related by birth - at Auburn Hospital had severe defects, including heart, kidney and liver function problems. Among non-cousin couples there were five disabled babies - one with a cleft lip and two with club feet. Of those babies that died - six in total - all were born to consanguineous couples. "What was interesting," de Costa wrote at the time, "was that the proportion of pregnant women who were consanguineously married had risen from 11 per cent in the 1980s to 19.6 per cent in 1999. "In other words.. .consanguineous marriage is continuing to be commonly practised by the next generation. Accurate information about risks and non-judgemental genetic counselling need to be available."
When loving your family breeds tragic consequences.
For most in the West, consanguinity is abhorrent but across the world it is a respected cultural practice. Globally at least, 20 per cent of people live in places where cousin-to-cousin marriage is preferred, and nearly 10 per cent of people have consanguineous parents. It is accepted in South-East Asia, Japan, Brazil and Africa, and is particularly common in the Middle East among Muslims and Christians. In Kuwait, Saudi Arabia and Pakistan, about half of all marriages are consanguineous while in Lebanon it is about 25 per cent. At Westmead's Children's hospital, people from 14 Middle
Eastern and African nationalities attended genetic counselling. There are no figures on how widespread inter-family marriage is in Australia, but among immigrant communities in Britain and Canada the practice is even more common than in their country of origin.
Researchers say the trend is the same here. Families want to continue cultural traditions, and the small pool of potential spouses makes intermarriage more likely. Traditionally,the practice has been driven by economics. Dowries were reduced, and landholdings were preserved. Spouses had similar social status, and were thus considered more compatible. In modem times, family support has remained a key factor, as well as a practical way of bringing new family members into the country
So it was for second cousins Randa and Mohammed Assoum. But when Kaled, their fourth son, was born, his severe disabilities shocked them. His birth should have brought joy Instead there was sadness. And questions. "The doctors didn't say it was because we were related, but they did say stop... no more kids," Mohammed says. "We didn't feel angry we just accepted it. It's our faith that makes us accept it."
Their intense love has also seen them through the dark days. The couple remember being sweet on each other as children and when Mohammed emigrated from Lebanon to Australia as a teenager, he knew Randa would one day join him. In Sydney, he worked long hours on construction sites to win her hand in marriage. "Since we were little, our families said, 'She belongs to him and he belongs to her'," Mohammed says.
It was the same story for the couple's siblings. Randa's three brothers married Mohammed's three sisters, and their homes are clustered around the
Auburn area. They are successful, self-sufficient and extremely supportive. But Kaled's disabilities have forced them to reconsider their cultural practices. "What we're hearing from doctors and what happened to us, it's very hard now to let our daughters and sons marry from their family".
Mohammed says. "I wish my sons and daughters would not marry from their family" It is a viewpoint rippling across the Lebanese community
Nonetheless the subject is extremely sensitive, and families fear recrimination for a practice that has long been completely the nor in the East, yet taboo in the West.
The Assoum family was alone in agreeing to tell their story openly to The Sun-Herald but those who spoke on the condition of anonymity admitted they too did not want their children to marry within the family. Lebanese-born mother-of-nine Patima says it is a view supported by the Koran, which states that marriage outside the family helps create new friendships and bonds.
But cousin marriage was common in Fatima's family, and she felt that she and her cousin were well-suited. "But back then I wouldn't have thought about children," Fatima says. "I didn't think of him as a cousin. I was just thinking, is this a partner I can live with?" Fatima says that although her children are all healthy they are ashamed of their parents' marriage. Their grandparents would like the tradition to continue, but Fatima remains opposed. "My children are rejecting it," she says. "They feel ashamed about it so they hide it and they don't talk about it."
Australian-born mother-of-two Salima says she does not explain her family situation to anyone. "For us, it's a very normal situation," she says. "But it's a very difficult topic, because in this society it is unacceptable." Salima was still at university when she first met her older cousin - an engineer from Lebanon who moved to Australia to find work. The pair fell in love and later married. Their youngest son, now 14, is autistic."No one has ever said it is because you are married to your cousin," says Salima, who works in the finance industry "but I've thought about it myself over the years and
I've started to question it. I've learnt to live with the situation, but it's not something I would want my children to do."
It is the wind of change that the medical fraternity has been praying for. The risk of defect or death in babies born to cousin couples is double that of the general population - about 6 per cent compared to 3 percent. Butde Costa's year-long project showed significantly higher risks, perhaps due to the the smaller gene pool in Australian immigrant communities.
Auburn Hospital obstetrician Greg Jenkins who worked with de Costa on the study before she relocated to Queensland - says it is vital that families are educated about the risks, particularly those who face higher risks due to known genetic conditions or a history of intermarriage. In cases where women access high quality ultrasounds early in their pregnancy abnormalities can be identified and couples referred to genetic counselling. They can then decide to terminate - an option allowed in the Muslim faith in the first trimester - or proceed with the pregnancy under expert medical care. But
Jenkins says poor levels of awareness mean that many women book into antenatal clinics too late, and never see trained genetic counsellors or paediatric specialists.
Yet even women with the best medical care have stories that are heartbreaking. Jenkins tells of one woman who learnt at 19 weeks that her baby had a lethal brain abnormality She decided to carry the child. "From her perspective, it was the will of God," Jenkins says. "It broke her heart, but the way she approached it was that she would do the best she could because it was something over which she had no control. "It was a very painful experience.. .a very challenging and confronting situation. My staff kept wanting to send her away for more tests and I said, 'No, that's not -what she wants'." In the end, the woman's baby died an hour after birth. "[But] she got to meet her baby and she got to comfort it," Jenkins says. "She didn't have to make the decision to terminate the life of her child. Her next baby was fine and it brought great joy to everyone involved."
At the children’s hospital at Westmead geneticist Professor David Sillence believes consanguinity may have outlived its usefulness. "When you make the transition from Lebanon to Australia, the bank is on George Street in Parramatta - it's no longer money which the family holds in it own pocket,"
Sillence says. "Consanguinity doesn't necessarily preserve marriages anymore and it doesn't necessarily protect women from abuse within the family
It puts women in a relationship within their household where they not only have a husband but a father-in-law who is related to them because he is the uncle and there is increased pressure on them.
"There is a dysgenic [relating to or causing degeneration in the type of offspring produced] effect that's been shown in repeated studies." One of those is reproductive loss, Sillence says. He has devoted his career to untangling the complicated family tree of Sydney's Middle Eastern community
He tells the story of a Pakistani woman who had five pregnancies, all ending in miscarriage at 16 to 18 weeks. But he was surprised by the depth of grief in the community, particularly among men."I was not prepared for Mediterranean males who sit and cry for one hour about their sadness," he says. Dozens of men spoke to Sillence during a study at Westmead in the late 1990s. He hoped his research would lead to a funding grant to help establish a data bank of rare disorders, and improve screening and testing options.
But September 11 put paid to that. The research funding dried up and the community closed up. Politicians became uninterested in health. Sillence hopes his research will gain momentum again. In the meantime, he mops up the tears and discourages interfamily marriage, except in cases where love is Involved. This is because only love can overcome the vast grief. "You cannot know how much grief there is until you do a study like this," he says. "Your only research cost is Kleenex tissues. Grief can be like a well and that well is very deep for these families."It's grief heaped upon grief.. .the personal grief of a miscarriage, heaped upon the grief of a community, heaped upon grief in an international context."
For Randa and Mohammed Assoum, love has kept them together. And as they sit side by side in the lounge room of their Lidcombe home, their connection is obvious. They giggle, and smile at each other, recounting their courtship. "I loved him," Randa says shyly. "We're still in love and we'll never stop loving each other," Mohammed says. "Not everyone has that we're just lucky,thank God. And we love our children very much."
The risks are far greater when blood relatives marry
* Consanguinity describes the relationship between blood relatives.Most common is marriage between first cousins.
* Birth defects occur because blood relatives share a greater number of genes, so there is a greater chance of both parents sharing the same faulty gene.
* Children risk inheriting two copies of the same faulty gene, and so being born with a genetic disability.
* Parents who are not related face a 3 per cent risk of having a disabled child. For first cousins, the risk is twice as high.
But, says Dr Kristine Barlow-Stewart, from the centre for Genetics Education, this means the vast majority of children are born healthy. "People think they will automatically have a child with genetic problems and of course that's not so,"she says. "The risk of having a [disabled] child when the parents are first cousins is around 5-6 per cent. "The problem is that where there is a tradition for relatives to marry, you'll get the grandparents who are first cousins,the parents who are first cousins and the children who are first cousins. Then the chance of them sharing the same faulty gene is compounded and there risk is much greater than the 5to 6 per cent risk."

A Nigerian Islamic Sharia court has banned Twitter and Facebook debates on the country's first wrist amputation for theft, according to court papers seen by AFP on Tuesday.
The Magajin Gari Sharia court in the northern city of Kaduna on Monday ordered the Civil Rights Congress (CRC), one of the country's leading rights groups, to suspend its Twitter and Facebook online debates on the amputation, which was carried out in 2000.
Now before you start making bigoted intolerant judgements, remember that Islam means Peace and according to the President of the United States of America, Hussein Obama,you must RESPECT it,Islam is one of the great civilizing influences on mankind.
The court granted an interim injunction "restraining the respondents either by themselves or their agents... from opening a chat forum on Facebook, Twitter, or any blog for the purpose of the debate on the amputation of Malam Buba Bello Jangebe," said the order.
Jangebe was the first person to have had his right wrist amputated on the orders of a Sharia court in Zamfara State, a year after 12 northern Nigerian states adopted the strict Islamic penal code.
The order followed a suit filed Friday by the Association of Muslim Brotherhood of Nigeria, a pro-Sharia group based in the northern political capital of Kaduna, which argued that internet forums would be used as "a mockery of the Sharia system as negative issues will be discussed".
In the wake of the interim injunction, the case is set for hearing on Monday.
The head of the CRC, Shehu Sani, confirmed to AFP that he was served with the court papers Monday.
"We opened the blog, the Facebook and Twitter chats 10 days ago to serve as a platform for which Nigerians could air their opinions on Sharia law as a whole and the justification or otherwise of the amputation of the hand of Malam Buba Bello Jangebe," Sani said on the phone from Kaduna.
Out of Nigeria's 36 states, 12 re-adopted a strict version of Sharia in 1999 nearly a century after it had been abandoned.
Zamfara state in the predominantly Muslim north of Nigeria pioneered the move after the country returned to civilian rule following 15 years of military dictatorship.
Kevin Rudd rescues small-town medicine

PRIME Minister Kevin Rudd has performed the first backflip of his $50 billion national health reform, conceding he may have to change it to save small and rural hospitals.
The decision means that Mr Rudd has guaranteed the future of 118 NSW hospitals that The Daily Telegraph revealed last month would struggle to survive under his reforms.
It is also an admission by Mr Rudd that his casemix formula, which funds hospitals for the services they perform, may not work for everyone.
During yesterday's televised debate with Opposition Leader Tony Abbott, the Prime Minister conceded, under pressure from the states, that the activity-based funding model would not be suitable for smaller, mostly rural, hospitals.
Instead, Mr Rudd revealed for the first time that he would now consider block-funded grants for smaller hospitals - the way they are already funded by most States.
The Daily Telegraph has learned that in NSW alone the Federal Government could face a potential bill of $800 million to $1 billion to fund the gap between an activity-based funding and the real cost of maintaining smaller hospitals with fewer than 50 beds.
"What we would propose under our activity-based funding formula, which I thought was actually a formula backed by the Opposition - I might have got that wrong - is that it would take into account all the local costs in rural areas and the rest to make sure it works," he said in the debate.
"But if that doesn't (work) then of course we'd look at a form of national block funding, which was able to underpin the continuation of smaller rural hospitals in the future. They have a vital part in the future delivery of health services to Australians." Australian Medical Association president Dr Andrew Pesce confirmed it was the first he had heard of the change of policy.
But he said the AMA had been warning the Prime Minister of concerns about activity-based funding, also known as casemix funding, since the policy's release.
"Even with the weightings and extra loadings to allow for casemix funding . . . they tried it in Victoria and South Australia and it didn't work," Dr Pesce said.
"I don't know what they have been saying behind the scenes but I don't believe they didn't know about this.
"It was clear that they had to announce alternative funding to regional hospitals. It is of great reassurance to us."
Opposition leader Tony Abbott said that Mr Rudd's health reform policy was being made up as he went along.
"He has performed a complete somersault. He now concedes that casemix funding won't work without massive adjustments for smaller country hospitals. If he had thought it through in the first place he would not have fallen into this trap," he said.

FRESH from halting censorship of search results in China, internet giant Google says Australia's mandatory ISP filter is both unworkable and unwanted by parents.
The federal government plan will force ISPs to filter web pages that contain refused classification-rated content based on a government blacklist.

Labor senator Kate Lundy, Greens communications spokesman Scott Ludlam and a host of privacy advocates and child groups say they prefer an opt-in version of the filter.
Google was one of 174 submissions received by the Department of Broadband, Communications and the Digital Economy, which had called for public feedback on transparency and accountability measures for the refused-classification list.
Google took the opportunity to comment on the broader proposal for mandatory filtering, saying parents would rather see more effort into cyber safety education than censorship.
"In considering the government's plans for mandatory ISP level filtering we have listened to many views, but most importantly those of our users," its 24-page submission says.
"We have talked directly with parents around Australia about their views on ISP level filtering. The strong view from parents was that the government's proposal goes too far and would take away their freedom of choice around what information they and their children can access.
"The importance of a better effort to educate parents and children about online safety was repeatedly highlighted as the area where most effort should be focused."
The filtering scheme, championed by Communications Minister Stephen Conroy, is mainly aimed at blocking child pornography web pages but Google argues that the RC category is too wide.
"RC is a broad category of content that includes not just child sexual abuse material but also socially and politically controversial material - for example, educational content on safer drug use - as well as the grey realms of material instructing in any crime, including politically controversial crimes such as euthanasia.
"Decisions in relation to instructional, educational, scientific or current affairs video material will often be much more complex than in relation to entertainment 'films'," Google said.
"Scenes of war or terrorist activity may 'offensively depict real violence' and rate RC when the video is not in any way 'gratuitous violence' or posted for entertainment."
The net behemoth says website operators should be offered a proper explanation before their web pages gets filtered.
Google believes the filter would slow user access speeds as it would have to be implemented by hundreds of ISPs and millions of internet users who access billions of web pages.
The live trial last year of a handful of ISPs didn't follow the department's own testing technical framework, Google said, and omitted key aspects such as testing a blacklist of up to 10,000 URLs and piloting new technologies like IPv6.
There wasn't a representative cross-section of ISPs that took part in the pilot and no costs of filtering were gathered.
"There is a risk that these factors (not covered in the trials) limit the usefulness of the trials," it said.
Popular video-sharing website YouTube, which Google owns, has had its fair share of bad press with footage of violence or bullying aired for all and sundry. But Google says all videos must comply with its guidelines and YouTube abides by local laws.
Any suggestion that owners of high-traffic websites would voluntarily agree to remove or block content deemed RC-rated was a folly.
When Google receives a legal request, such as a court order to remove material, it would investigate the legitimacy of the request but not automatically comply.

It believes that under the filtering regime, the likelihood of material on high volume sites being assessed as RC and appearing on the blacklist would be higher.

CHINESE access to websites covering sensitive topics such as Tibet have remained blocked despite an announcement from Google that it had stopped censoring its Chinese-language search engine.
The web giant announced yesterday that it had stopped filtering results on China-based Google.cn and was redirecting mainland Chinese users to an uncensored site in Hong Kong - effectively closing down the mainland site.
Searches conducted today of subjects like "Falun Gong" and "June 4" - referring to the Tiananmen pro-democracy protests in 1989 - from mainland computers ended with the message: "Internet Explorer cannot display the web page".
Even when a list of results came up for other sensitive key words such as "Tibet riot" and "Amnesty International" not all of the sites could be opened and the response "cannot display the website" again was seen.
Websites of organisations deemed by China's ruling Communist Party to be hostile to the nation - such as the Epoch Times, Peacehall and groups supporting the Tiananmen Democracy Movement - were all still blocked.
And popular websites such as Google's video-sharing service YouTube also continued to be inaccessible from Beijing despite the re-routing through Google.com.hk.
The same searches on Google.com.hk from computers in Hong Kong displayed full results - suggesting that China was itself using its "Great Firewall" of web censorship to keep users from having unfettered internet access.
Google's action came a little more than two months after the internet giant said it had been the victim of cyberattacks originating from China.
"Earlier today we stopped censoring our search services - Google Search, Google News, and Google Images - on Google.cn," Google chief legal officer David Drummond said in a post on the company's official blog.
"Users visiting Google.cn are now being redirected to Google.com.hk, where we are offering uncensored search in simplified Chinese, specifically designed for users in mainland China and delivered via our servers in Hong Kong."
China quickly denounced the move, saying Google had "violated its written promise" and was "totally wrong" to stop censoring its Chinese language search engine and to blame Beijing for alleged hacker attacks.

The Sunday Times said that although the cartoons were published by Danish newspapers, Mr Yamani plans to pursue his legal action in England, where libel laws are weighted towards the plaintiff.
English lawyers expect that he will agrue that the cartoons were published in Britain via the internet and are a direct slur on his clients, who live in the Middle East, north Africa and even Australia.

Mr Yamani has already won an apology from the Danish newspaper Politiken for printing the cartoons.
The cartoons first appeared in Jyllands-Posten as part of its campaign to promote freedom of expression.
However, the paper's offices have been evacuated several times after security threats and the artist behind the bomb cartoon, Kurt Westergaard, was forced to go into hiding. In January this year a man was shot trying to get into his home.

Two Emirates Airline cabin crew members in Dubai were given three-month jail terms for exchanging sexy text messages.
The then-married flight attendant, 42, and her male supervisor, 47, were convicted of "coercion to commit sin", the National daily reported court documents as saying on Wednesday.
It said the pair - both Indian - were earlier sentenced to six months in prison to be followed by deportation, but an appeals court last week reduced the jail time and dropped the expulsion penalty.
The court concluded there was not enough evidence to prove that the unidentified pair had actually been sexually involved, the paper added.
The messages were exposed during a bitter divorce battle between the attendant and her husband that began in 2007, the daily said.
It said the divorce court had ordered Dubai's telecommunications company, Etisalat, to produce the text messages after the husband accused his wife of an affair.
Etisalat provided copies of SMS messages in October 2008, allowing the husband to file a "criminal complaint" against his wife, the paper said.
The court also handed a three-month jail term to the attendant's sister for perjury, after she claimed she had been having the affair and had been using her sister's telephone.
The attendant's husband has since gained custody of the couple's four-year-old son after the divorce was finalised, the paper reported.

KEVIN Rudd's personal approval is at its worst since he became opposition leader in December 2006, and the Coalition is in its best position on primary votes since John Howard was prime minister and Kim Beazley was Labor leader.
Despite the unveiling of the Rudd government's $50 billion plan to fix public hospitals, and the Prime Minister's frenetic media appearances and meetings with premiers over his health plan in the past two weeks, satisfaction with Mr Rudd has hit a new low of 48 per cent and dissatisfaction is at a new high of 41 per cent.
This is his worst approval rating since he replaced Mr Beazley as Labor leader.
Mr Rudd declared a little over two weeks ago that Labor had been getting "whacked" in the polls for some time, and he thought they needed to "lift their game" or they would continue be whacked in the polls.
Although there was little real change in the primary vote in the latest Newspoll survey, conducted exclusively for The Australian last weekend, a one-point fall for the ALP from 40 to 39 per cent, within the three-point margin of error, means the Coalition's unchanged primary vote of 41 per cent to Labor's 39 per cent is its best position since November 2006.
Based on the distribution of preferences at the last election and a rise in the Greens' support, the Rudd government still has an election-winning lead on a two-party-preferred basis of 52 per cent to 48 per cent.
Mr Rudd maintained his clear 25-percentage-point lead over Tony Abbott as preferred prime minister, by 55 to 30 per cent..
In the past week, the government has mounted a critical campaign against the Opposition Leader for being "opposed to everything" and obstructing the government in the Senate, as well as advocating a "big new tax" on business to fund a six-month paid parental leave scheme for workers earning up to $150,000 a year.
At the same time, Mr Rudd has travelled to Brisbane, Sydney and Melbourne to meet the Labor premiers of Queensland, NSW and Victoria to discuss his proposal for the federal government to take over 60 per cent of the funding of public hospitals by taking back 30 per cent of the states' GST revenue.
But Mr Rudd has met resistance from the premiers and was roundly criticised for ignoring NSW Premier Kristina Keneally as she welcomed him to Sydney for the health talks.
In his campaign to lift his falling personal stocks, Mr Rudd has admitted breaking political promises, personal shortcomings and the bungling of the $2.45 billion roof insulation scheme.
According to the latest Newspoll survey, voter satisfaction with Mr Rudd fell three points, from 51 to 48 per cent, and dissatisfaction rose from 40 to 41 per cent. These are the lowest satisfaction rating and highest dissatisfaction rating for Mr Rudd since he became Prime Minister, and represent a net satisfaction rating of just seven points.
Mr Rudd has had the highest satisfaction rating of any prime minister during the 25-year Newspoll survey series of 71 per cent, reached just after the parliamentary apology to the Stolen Generations, but since the end of September last year his satisfaction rating has fallen 19 points and dissatisfaction with him has risen by 16 points.
While Mr Abbott has been accused of blundering politically and putting his colleagues offside over his unilateral announcement of a paid parental leave scheme, his personal support is virtually unchanged, as satisfaction with the Liberal leader went from 48 to 47 per cent and dissatisfaction was the same on 38 per cent.
Financial Services Minister Chris Bowen yesterday told parliament the former leader of the opposition, Malcolm Turnbull, had told the ABC he thought Mr Abbott's dramatic change of heart over the emissions trading scheme was "entirely political in Tony's case".
"I do accept that the Opposition Leader is a conviction politician," Mr Bowen said in question time. "But his only conviction is winning the next election: doing or saying whatever it takes to win the next election. He parades as opposing out of principle, but his only principle is opposition."
On the question of who would make the better prime minister, both Mr Rudd's 55 per cent and Mr Abbott's 30 per cent have been unchanged for the past month.
The Coalition's primary vote support has also remained unchanged at 41 per cent, the first time the Coalition's primary vote has remained at or above 40 per cent for a two-month stretch since late 2006.
While steady in statistical terms, Labor's primary vote shift from 40 to 39 per cent, to equal its lowest primary vote since the election, means the Coalition is now in the best relative position to the ALP since November 2006 when Mr Howard was prime minister and Mr Beazley was removed by Mr Rudd as the Labor leader of the opposition.
Since the middle of October last year, Labor's primary vote has fallen 9 percentage points, from 48 per cent to 39 per cent last weekend. Since the end of November last year, the Coalition's primary vote has risen 6 percentage points from 35 to 41 per cent.
But despite the Coalition's strongest primary vote showing for more than three years, Labor still holds an election-winning lead on a two-party preferred basis because of the flow to Labor of Greens' preferences.

Girls ordered to visit sex offender dad

THE Family Court has ordered two young girls to spend alternate weekends with their father, a registered child sex offender, provided he puts a door on their bedroom that they can lock.
Judge Robert Benjamin, in the court's Hobart branch, ruled that the girls "need some protection from (their father), particularly at night", but said the risk of sexual abuse was "diminished when they are awake and alert, and when the children are together".
He said the father must have an "adult friend" stay with him when the girls stay overnight and, until the youngest daughter is 14, the girls must "share the same room so they can have the mutual support of one another".
A Family Court counsellor said the girls, 10 and eight, "are at an age and maturity when awake, dressed and together it would be unlikely the father would act inappropriately toward them".
"However, at night, when they were asleep or partly asleep and not aware of each other's whereabouts, they would be less secure."
The case has outraged women's groups, who say it puts the girls at risk to satisfy the father's desire to see them. The oldest girl, who has just turned 10, sobbed to counsellors that she was afraid to stay overnight with her father.
The father was convicted in 2007 of three child pornography offences, including filming images of child pornography on his computer. He also created links and shortcuts to child porn sites.
In sentencing the man for the offences, a judge in Tasmania said he was "far from convinced" he posed no risk to children and put his name on the Sexual Offenders Register for five years.
His wife left him, and has since been fighting to restrict his access to their two daughters.
In a decision known as Robins and Ruddock, the Family Court found the father had invited one of the girls into his bed, and had "demonstrated affection toward her in a way that was, in all the circumstances, inappropriate for a child of that age".
The eldest girl told counsellors she "did not want to spend time alone with her father" and kept repeating: `Please don't tell dad."

Media rights group puts Australia on internet watchlist

A top media rights watchdog has listed Australia along with Iran and North Korea in a report on countries that pose a threat of internet censorship.
Paris-based media rights group Reporters Without Borders (RSF) on Thursday put Australia and South Korea on its list of countries "under surveillance" in its "Internet Enemies" report.
Australia was listed for the government's plan to block access to websites featuring material such as rape, drug use, bestiality and child sex abuse. Critics say the plan is a misguided measure that will harm civil liberties by blocking a broader range of content than just nasty material.
The Communications Minister, Stephen Conroy, has said he plans to introduce legislation by the end of next week that would require ISPs to block a blacklist of "refused classification" websites for all Australians. It is not clear if the government will meet this deadline; a spokeswoman for Senator Conroy said the legislation would be introduced "after it has been considered by caucus and cabinet".
In South Korea, the RSF report added, "draconian laws are creating too many specific restrictions on web users by challenging their anonymity and promoting self-censorship".

"These countries are worrying us because they have measures that could have repercussions for freedom of expression on the internet," RSF secretary general Jean-Francois Julliard said at an internet rights award ceremony on Thursday.
Russia and Turkey were also added to the watchlist, which is a category below RSF's top "Enemies of the internet", the countries it considers the 12 worst web freedom violators.
These include Saudi Arabia, Burma, China, North Korea, Iran and Vietnam.
"The world's largest netizen prison is in China, which is far out ahead of other countries with 72 detainees, followed by Vietnam and then by Iran, which have all launched waves of brutal attacks on websites in recent months," RSF's report said.
A senior manager of US internet giant Google, David Drummond, said there was an "alarming trend" of government interference in online freedom, not only in countries that are judged to have poor human rights records.
He cited Australia's plans as an example, saying that there "the wide scope of content prohibited could include socially and politically controversial material".
The Australian case "is an example of where these benign intentions can result in the spectre of true censorship", he added, speaking at Thursday's ceremony.
"Here in Europe, even in France, at this very moment, some are tempted by this slippery path of network filtering."

Last month, after Senator Conroy called on YouTube to censor videos in accordance with his filtering scheme, the search giant's head of policy in Australia, Iarla Flynn, said: "The scope of RC is simply too broad and can raise genuine questions about restrictions on access to information. RC includes the grey realms of material instructing in any crime from [painting] graffiti to politically controversial crimes such as euthanasia, and exposing these topics to public debate is vital for democracy."

THE Federal Government will make internet censorship compulsory for all Australians and could ban controversial websites on euthanasia and anorexia. Australia's level of net censorship will put it in the same league as China, Cuba, Iran and North Korea.
The Government will not let users opt out of the proposed national internet filter. Broadband, Communications and Digital Economy Minister Stephen Conroy said the Government's $44.2 million internet censorship plan would now include two tiers — one level of mandatory filtering for all Australians and an optional level that will provide a "clean feed", censoring adult material. Despite planning to hold "live trials" before the end of the year, Senator Conroy said it was not known what content the mandatory filter would bar, with euthanasia or proanorexia sites on the chopping block. "We are talking about mandatory blocking, where possible, of illegal material," he said.

THE Canadian family of the wheelchair-bound man allegedly bashed with a metal bar in an unprovoked attack at a Sydney railway station is stunned by its brutality.
Shellan Proden, the mother of the victim, was horrified to learn that two teens had allegedly hit her 35-year-old son with metal bars before running off with his wheelchair in the 11pm assault on Tuesday.
"I can't believe a human being would do that to someone else," Ms Proden said."It's like a savage."

Relatives later told The Daily Telegraph the family was considering a mercy dash to Australia as the man recovers from his skull fracture at Sydney's Westmead Hospital.

She has asked that her son's name not be released.
He has been confined to a wheelchair since a snowmobile accident in 2000.In a tragic twist, his father was also killed in a snowmobile crash that year.
The attack, which has made headlines worldwide, happened at the Mt Druitt railway station on Tuesday.
Two youths allegedly bashed the man in the face, striking him with parts of his wheelchair as he lay helpless on the ground in a sickening assault that lasted up to five minutes.
Two boys, aged 15 and 16, have been charged with robbery and assault offences.
The man's Australian girlfriend, Kristin Sharrock, is wracked with guilt.
"He's been through a lot in his life and he doesn't deserve what's happened," she told a Canadian TV network.
"I'm sick to my stomach. He came out here for me and he ended up in hospital. And to think that he could have died."
The victim had been waiting at the station after going out to watch a Canadian band play in Sydney's suburbs.
Some members of the group, Doc Walker, were mates with the victim.
"The band is certainly saddened by the turn of events and we're still trying to find out more details ourselves," band manager Ron Kitchener said.
"The band are aware ... and are obviously concerned about his health."

A wheelchair-bound Canadian tourist is in a serious condition after an alleged unprovoked assault by two youths at a train station in Sydney's west last night, say police.

The 35-year-old Mosman man - who is undergoing surgery for head wounds today - was on the platform at Mount Druitt train station when two teenagers approached him, police said.

They "verbally intimidated" him, so he tried to leave by a lift at the station, police said.
But one of the youths allegedly punched him in the face, knocking him out of his wheelchair.
The teenagers then allegedly stomped on the tourist, hitting him about the head and body with metal bars - one from the wheelchair, police said. They then tried to take his wheelchair and belongings.
Police allege the pair left but returned a few times to batter the man with the metal bars again before running from the station.
A NSW Ambulance spokesman said emergency services were called to the station about 11.15pm.
The victim was taken to Westmead Hospital in a serious condition about 11.45pm and was operated on for a depressed skull wound and cuts.
Mount Druitt Local Area Commmander Superintendent Wayne Cox told reporters this morning that the attack had taken between three to five minutes and had been captured on security video as well as being witnessed by a train station employee.
He described the attack as ‘‘a calculated assault’’.
‘‘It’s one of the most serious attacks I’ve seen,’’ Superintendent Cox said.
‘‘Particularly when you’re looking at a person that’s confined to a wheelchair.
‘‘It’s quite distressing to see these young people come back and assault him on a number of occasions.’’
Police said the man was a tourist, who is visiting Australia on a year-long visa, and had been living in Mosman on Sydney's lower north shore.
He was in Mount Druitt to watch friends play in a band.
A 16-year-old youth was charged with robbery and assault offences today and is due to face Parramatta’s Children Court.
Police are still looking for the second alleged attacker, who they say is aged between 12 and 15 and of Pacific Islander appearance. He was last seen wearing a white long-sleeved T-shirt, a logo on the front and black track-suit pants.
Kristin Sharrock from Mosman, said she met the victim, who does not want to be identified, at a Pearl Jam concert in Los Angeles last year.
They started dating and he came to Australia in November to visit her.
Ms Sharrock said the victim had a snowmobile accident in Canada about 10 years ago and had been confined to a wheelchair as a result.
‘‘He is a wonderful, kind, generous individual. He’s been through a lot in his life and he doesn’t deserve what’s happened.’’
Ms Sharrock said she was called at midnight by police and told what had happened.
‘‘I was disgusted. I can’t believe someone would attack anybody, let alone someone in a wheelchair.’’
Police said they were reviewing CCTV footage of the alleged assault and urged anyone who could assist to phone Mount Druitt police on 9675 0699 or Crime Stoppers on 1800 333 000.
