In an interview with the Herald, Mr Rudd rejected growing criticism that he had abandoned the climate change cause because it was no longer a vote winner after the Copenhagen conference and the defeat of his emissions trading scheme.

"It's very clear cut that whether climate change is topical or not, whether it is popular or not, the reality of it does not disappear," he said.

"This remains a fundamental economic, environmental and moral challenge. Whether it's newsworthy or not in a particular season is beside the point. We haven't changed our view of this.''

The Senate has twice blocked legislation for the emissions trading scheme. The legislation is again before the Parliament but the Senate has delayed debate until at least next month and there is next to no chance there will be a vote before the election expected in the spring.

Mr Rudd said that if he is re-elected, he will try again to have a scheme introduced but it would depend on the make-up of the Senate.

''We've got to ensure that we act on climate change and we do so always within the scope of our powers. We maintain our position that this is part of the most efficient and most effective means by which we can reduce greenhouse gas emissions with the least cost to the economy.''

Mr Rudd can use the twice-defeated emissions trading scheme as a trigger for a double dissolution election. While coy on that prospect, he said he would have no problem advocating an emissions trading scheme during a campaign.

He said Australia was playing a key role in trying to forge meaningful international action to reduce greenhouse gas emissions: ''National action in the absence of global action doesn't add up to a row of beans.''

He did not agree Copenhagen was a failure. It had produced an accord that temperature increases should not exceed 2 degrees, he said. In the past three months, Australia had been working intensively to get countries to sign up. So far, 74 countries, producing 80 per cent of the world's emissions, have pledged to reduce emissions by 2020.

Mr Rudd spoke to the Herald the day after his meeting this week with the premiers and chief ministers on health - and the day before the government broke its promises on insulation and childcare.

Mr Rudd had promised to put a health plan to the states by mid-2009; then he asked them to accept the plan or face a referendum at the 2010 election.

He said it was unfair to accuse him of breaking a promise just because the health plan was not presented until early March.

''I can never quite understand the criticism from Abbott and others at the time about why there is a six-month delay,'' he said.

''For goodness sake, 12 years of [Howard government] inertia and after two years we've decided to take a further six months to consider the implications for such a big reform, the biggest since the introduction of Medicare.'''

The West Australian Premier, Colin Barnett, has refused to sign the heath deal because he does not want to give the Commonwealth 33 per cent of his GST revenue. He will sign up if his state can contribute the money to the reforms independently.

Death of insulation scheme to result in closures, sackings

THE Federal Government's decision to end its bungled $2.45 billion home insulation scheme will force dozens of companies into bankruptcy and result in hundreds of workers being sacked, accredited Sydney insulation firms say.

The scheme was open to fraud and never about aiding the environment, but rather a chance to splurge unprecedented amounts of public cash, Tony Arundell, manager of Hoxton Park-based Eureka Insulation, said.

"Blind Freddy could have seen the scheme was open to fraud from day one," he said.

"It was a scheme to get people working but all it's done is hurt the real workers of this country and I think the Government deserves to be punished."

Doug Mill, owner of Chatswood-based The Demand Group, added: "We're all looking at the likelihood of failing and today's announcement will push us all further towards that."

Federal Energy Efficiency Minister Greg Combet confirmed today that the controversial home insulation scheme was being canned.

The Federal Government suspended it in February after evidence of shonky installation came to light, but had said it could resume in a modified form in June.

Mr Combet blamed the scheme's failure on "unscrupulous operators" and admitted a significant number of jobs would be lost.

But Mr Mill and Mr Arundell both said "cowboys" found the scheme easy to rort and that sufficient auditing was not in place until it was too late.

"Anybody with a white card, which takes five hours to obtain, and the ability to get insurance was able to get in on the game," Mr Mill told AAP.

Mr Arundell admitted the scheme initially worked well, with home insulation firms almost universally making extra cash.

But cowboys had quickly exploited loopholes, he added.

Eureka Insulation upped its staff from 16 to 40 to meet increased demand and splashed out on advertising, marketing and stock.

The Demand Group upped its headcount from six to 20 and is now back to five, with the likelihood of shedding at least one more job.

Eureka owes about $200,000 in advertising costs directly associated with the insulation scheme.

Mr Arundell says his firm will survive but says other firms will be liable for millions of dollars and are likely to cease trading now the scheme has ended.

At least two Sydney-based insulation manufacturing firms have also closed with the loss of hundreds of workers, he said.

"It was a complete joke. We became acutely aware that it was not about the long-term standing of the industry but about putting cash into the community.

"It really wasn't about the environment either but about throwing money out there," he said.

"We knew that it was fraught with danger. The murkiest crystal ball could have picked it up."

IT started like any regular auction of a Sydney house in need of an update. It ended barely 30 minutes later in chaos.
A group of Aboriginal men and women turned up in a minibus and handed out documents to startled potential bidders claiming that the property could be a sacred indigenous heritage site.

All of this over a Sans Souci property the agent admits is about as far from a palace as it gets.
At the centre of one of the most bizarre auctions in memory - 12 days ago - was former Balmain, Gold Coast and South Sydney rugby league star Wes Patten.
Patten lodged a caveat on the property a day before the auction, claiming it contains potentially priceless Aboriginal artefacts.
The sale is now in limbo after the Metropolitan Local Aboriginal Land Council sent letters backing Patten's claims. In one letter, the council's CEO Paul Morris said the site has "possible evidence of significant Aboriginal midden" at the back of the property.
The council claims it has found "a number of older shells and other possible remnants of sharpened rocks which could be spear tips".
The letter asked a "buffer zone of at least 30m" be installed around the potential artefacts. Patten's caveat claimed that he had an "equitable interest" in the property under the "Aboriginal objects" provisions of the National Parks and Wildlife Act.
Patten, a first cousin of Anthony Mundine, spoke up in front of those gathered for the auction.

"I just wanted to inform the people about the site's Aboriginal significance," he said.
His claim was lodged for the Gadigal people, who occupied much of southern Sydney.
Patten said there could be Gadigal artefacts in other backyards around Botany Bay. "It's near the waters and it's near the settlement where Captain Cook invaded our land," he said.
Auctioneer Zac Imisides, the principal of Belgrave Properties, was furious with the actions of Patten and his group.
"I believe a fair auction was obstructed. There's no way a bidder would have felt comfortable to bid on that day," he said.
Patten claimed he simply wanted to have the house's Aboriginal heritage status examined before the property was sold. He said he would have no problem with the sale of the house ultimately proceeding, "as long as they protect the artefacts".

Mr Imisides said he believed the property was worth in excess of $700,000 but it had attracted just two bids of $150,000 and $200,000, with the first from Patten's group.
The auctioneer said these bids were "ridiculous".
A group of other bidders, who he believes were willing to pay full market value, were "scared off".
Mr Imisides said the sale was now in limbo. The beneficial owner of the property, Perpetual Trustees, was keen to resume the sales process but would seek clarification on the Aboriginal heritage.
Who’s home will be next? I am going to bury my Prawn Heads as deep as I can in future.How did Wes and Co know to walk straight through the house to where the shells were to be found?

FRANCE is drawing up a law to ban the full-face Islamic veil from all public spaces, despite a warning from experts that it could face a legal challenge.

Government spokesman Luc Chatel said the bill would be presented to ministers next month and would go beyond a mere ban on women wearing the niqab and the burqa while dealing with French officials.

"We're legislating for the future. Wearing a full veil is a sign of a community closing in on itself and a rejection of our values," he said.

Last month, the State Council - France's top administrative authority - warned President Nicolas Sarkozy against a full ban on the veil, suggesting instead an order that women uncover their faces for identity checks or for state business.

But there remains broad support in parliament for a full ban and the Government is determined to press on with legislation, which it says would affect only around 2000 Muslim French women who cover their faces.

Israel Memorial Day lest we, the west, forget at our peril

I have just sat down after the fading notes of the siren have finally
disappeared.  It is another  Memorial Day for Israel's Fallen.  We have lost
22, 684 sons and daughters.  For a little country like Israel, that is an
enormous and incalculable loss.  Over the years, I have told all those ready
to listen Israel's well-kept secret: there is no Israeli army.  There is
only my son and your daughter, and the neighbor's kids.  Every loss is the
loss of not only an individual, but of  generations: the children who will
never be born, the grandchildren that will never snuggle in the laps of
grandparents.  It is the destruction of not only young lives full of
promise, but of their families: mothers and fathers whose lives are forever
shattered, grandparents who must bear the unthinkable, young girls who lost
their boyfriends, wives who lost their husbands, children who lost their
fathers.  Young women who died before they could experience anything of
life's promises.
After the words and ceremonies and sad music and films of remembrance, one
comes to the conclusion that Israel itself is bereaved, and does not know
how to comfort itself.  The ongoing and seemingly neverending price for our
freedom in the land God promised us is inhumanly high.

Only yesterday Achmadinijad spoke clearly of destroying Israel, uprooting us
like a "cancer."  The King of Jordan proclaimed there would be another war
in July.  And Syria is boldly transferring long range scud missiles once
again to Hezbollah in Lebanon. 

Only a week ago, we went through Holocaust Remembrance Day.  I remember
walking from my home to the Kotel.  And on the way back, I stepped inside
the newly rebuilt Hurva Synagogue, destroyed by the Arab Legion in 1948.  As
I stepped into the women's section, I looked with wonder at how the once
empty, destroyed shell, was filled anew with praying, chanting Jews.  It
reminded me of  Ezekiel's vision of dry bones rising from the dead full of
life once more.   They destroy, and we rebuild.  So it has been for every
generation of Jews.
That Europeans, who killed and tortured our families with unprecedented
barbarism, destroying one-third of the Jewish people, do not rejoice at what
we have done with our little country, but instead do all they can to see us
die again, shows me all their tears over our dead are fake, all their
Holocaust memorials empty shells.  That Americans, who did nothing to  stop
the trains to Auschwitz or to destroy the gas chambers, should ask us to
prove our desire for peace by appeasing our enemies, leading to more of our
beautiful sons and daughters being killed, shows me that America too has not
learned its history lessons.

There exists no comfort for the loss of our children as soldiers fighting
just wars.  But there is even less comfort for the loss of our children at
the hands of slaughterers, terrorists, and evil regimes.  Our young soldiers
have given their lives to save us from that.  May God bless their memories,
and comfort their families.  We owe them everything that makes our lives in
this world as Jews possible. Let's remember that more than one day a year.

Labour threw open Britain's borders to mass immigration to help socially engineer a "truly multicultural" country, a former Government adviser has revealed.

The huge increases in migrants over the last decade were partly due to a politically motivated attempt by ministers to radically change the country and "rub the Right's nose in diversity", according to Andrew Neather, a former adviser to Tony Blair, Jack Straw and David Blunkett.

He said Labour's relaxation of controls was a deliberate plan to "open up the UK to mass migration" but that ministers were nervous and reluctant to discuss such a move publicly for fear it would alienate its "core working class vote".
As a result, the public argument for immigration concentrated instead on the economic benefits and need for more migrants.

Critics said the revelations showed a "conspiracy" within Government to impose mass immigration for "cynical" political reasons.

Mr Neather was a speech writer who worked in Downing Street for Tony Blair and in the Home Office for Jack Straw and David Blunkett, in the early 2000s.

Writing in the Evening Standard, he revealed the "major shift" in immigration policy came after the publication of a policy paper from the Performance and Innovation Unit, a Downing Street think tank based in the Cabinet Office, in 2001.

He wrote a major speech for Barbara Roche, the then immigration minister, in 2000, which was largely based on drafts of the report.

He said the final published version of the report promoted the labour market case for immigration but unpublished versions contained additional reasons, he said.

He wrote: "Earlier drafts I saw also included a driving political purpose: that mass immigration was the way that the Government was going to make the UK truly multicultural.

"I remember coming away from some discussions with the clear sense that the policy was intended – even if this wasn't its main purpose – to rub the Right's nose in diversity and render their arguments out of date."

The "deliberate policy", from late 2000 until "at least February last year", when the new points based system was introduced, was to open up the UK to mass migration, he said.

Some 2.3 million migrants have been added to the population since then, according to Whitehall estimates quietly slipped out last month.

On Question Time on Thursday, Mr Straw was repeatedly quizzed about whether Labour's immigration policies had left the door open for the BNP.

In his column, Mr Neather said that as well as bringing in hundreds of thousands more migrants to plug labour market gaps, there was also a "driving political purpose" behind immigration policy.

He defended the policy, saying mass immigration has "enriched" Britain, and made London a more attractive and cosmopolitan place.

But he acknowledged that "nervous" ministers made no mention of the policy at the time for fear of alienating Labour voters.

"Part by accident, part by design, the Government had created its longed-for immigration boom.

"But ministers wouldn't talk about it. In part they probably realised the conservatism of their core voters: while ministers might have been passionately in favour of a more diverse society, it wasn't necessarily a debate they wanted to have in working men's clubs in Sheffield or Sunderland."

Sir Andrew Green, chairman of the Migrationwatch think tank, said: "Now at least the truth is out, and it's dynamite.

"Many have long suspected that mass immigration under Labour was not just a cock up but also a conspiracy. They were right.

"This Government has admitted three million immigrants for cynical political reasons concealed by dodgy economic camouflage."

The chairmen of the cross-party Group for Balanced Migration, MPs Frank Field and Nicholas Soames, said: "We welcome this statement by an ex-adviser, which the whole country knows to be true.

"It is the first beam of truth that has officially been shone on the immigration issue in Britain."

A Home Office spokesman said: “Our new flexible points based system gives us greater control on those coming to work or study from outside Europe, ensuring that only those that Britain need can come.

“Britain's borders are stronger than ever before and we are rolling out ID cards to foreign nationals, we have introduced civil penalties for those employing illegal workers and from the end of next year our electronic border system will monitor 95 per cent of journeys in and out of the UK.

“The British people can be confident that immigration is under control.”

THE Australian-born family will become a minority group within 15 years - outnumbered by a surging wave of migrants from Europe and Asia.

Figures from demographic consultants Macroplan Australia show record overseas migration and an ageing population mean migrant families will overtake the number of locally born residents by 2025 - far sooner than previously imagined.

The news will infuriate some Australian citizens, who claim the population is already too big and infrastucture is buckling under the strain.

According to 2006 census data, 40 per cent of the nation's population was either born overseas or had at least one parent who was born abroad.

But at present immigration levels, that proportion will jump to more than 50 per cent by 2025.

The news comes a few days after the appointment of Tony Burke as Australia's first population minister

He faces the task of managing the influx of migrants, which is expected to swell the population from 22 million today to 36 million by 2050.

As Mr Burke was sworn in, a survey of 3000 people revealed 70 per cent of Australians do not want a bigger population. Fewer than a quarter favoured immigration as the main contributor.

But experts say a migrant majority will be healthy for Australian culture and attitudes.

"While immigration needs to be managed with better infrastructure, we also need high immigration for sound economic reasons - if we don't, we'll all end up paying higher taxes."

Dr Bob Birrell, co-director of the Centre for Population and Urban Research and reader in sociology at Monash University, said the ratio of foreign-born residents was already higher in Sydney and Melbourne because they were the two most popular destinations for new arrivals.

"We're getting lots more Indian and Chinese immigrants coming to study, but many of those will end up settling here," Dr Birrell said.

The Federal Government estimates that cutting immigration from 280,000 to its target of 180,000 will result in a population of 36 million by 2050.

But it also means the number of working taxpayers will halve in relation to the number of people aged over 65.

Most migrants come from Britain (14.2 per cent), followed by New Zealand (11.4 per cent), India (11.2), China (10.5) South Africa (5.3) and the Philippines (4.1).

Mr Salt said there would be more Iraqi and Afghan migrants.

FRESH from being evicted from the Australian Open Tennis, Kevin Rudd's nephew is embroiled in fresh controversy over art works that lampoon dead Australian soldiers.

Van Thanh Rudd, who last week was ejected from the open for wearing a Ku Klux Klan costume with the logo "Australian Made", has been attacked over "disrespectful and disgraceful art".

The art work juxtaposes a picture of Shane Warne making an impassioned appeal for a wicket against a coffin of a Digger draped in an Australian flag being carried to a Hercules transport plane for the journey home.

Another montage entitled The Rape depicts real pictures of identifiable rugby league players positioned so they look as if they are engaged in sex acts.

Mr Rudd is the son of the Prime Minister's older brother, Malcolm. According to his website which displays the art works, Mr Van Thanh Rudd was born in the Queensland coastal town of Nambour - the Prime Minister's home town - and now resides in Melbourne.
In what appeared to be a veiled reference to the Prime Minister, Mr Baldwin said anyone with any influence on Mr Van Thanh Rudd or his family should get him to pull the website down.

Prime Minister Rudd has previously condemned artist Bill Henson over his erotic depictions of children describing them as "disgusting". But presented with Mr Van Thanh Rudd's images a spokesman would only say: "The Prime Minister believes all Australians should respect the service and sacrifice of our Australian servicemen and women."

Mr Van Thanh was fined $234 by police for his Klu Klux Klan protest at the Australian Tennis Open. But he could also be facing possible civil action from the Australian Made campaign if he ignores a legal warning to stop using its logo for his anti-racism protests.

Mr Rudd, 36, was fined by police for "riotous behaviour"' after he and fellow Revolutionary Socialist Party member Sam King staged a protest against the treatment of Indian students and immigration policies.

Australian Made campaign chief executive Ian Harrison said the organisation had told lawyers to write to Mr Rudd requiring a commitment from him not to "misuse" the logo.

The Prime Minister's nephew said the protest was aimed at drawing attention to racism in Melbourne and the incarceration of asylum-seekers.

"We don't see why Australia has the right to be the most racist country in the world," he told the ABC.

"Australia funds the genocidal Sri Lankan regime and then rejects the refugees who flee. In this country you could not get away with doing that against whites. So they're the basic reasons we're having the protest today," he told the ABC.

Mr King said the idea for the demonstration stemmed from a cartoon in an Indian newspaper that likened Victorian police to the Ku Klux Klan.

KEVIN Rudd has defended the right of his nephew to use controversial protest tactics, even though he disagrees with him.

Day to protest against violence directed at Indian students.

Asked about those tactics, the Prime Minister said he had a broad family.

"We all believe in free speech but I don't agree with what he said," Mr Rudd told Fairfax Radio today.

"I haven't had a chat with him for quite some months."

Mr Rudd pointed out that his 36-year-old nephew had two brothers - a policeman and a member of the Australian Defence Force.

They are the sons of the Prime Minister's brother Malcolm, a Vietnam veteran, and his wife Tuoi.

"I am not a socialist. I have never been a socialist and I never will be a socialist," Mr Rudd said.

A senior Iranian cleric has claimed that dolled-up women incite extramarital sex, causing more earthquakes in Iran, a country that straddles several fault lines, newspapers reported on Saturday.

"Many women who dress inappropriately ... cause youths to go astray, taint their chastity and incite extramarital sex in society, which increases earthquakes," Ayatollah Kazem Sedighi told worshippers at Friday prayers in Tehran.

"Calamities are the result of people's deeds," he was quoted as saying by reformist Aftab-e Yazd newspaper. "We have no way but conform to Islam to ward off dangers."

The Islamic dress code is mandatory in Iran, which has been under clerical rule for more than three decades.

Every post-pubescent woman regardless of her religion or nationality must cover her hair and bodily contours in public. Offenders face punishment and fine.

But this has not stopped urban women from appearing in the streets wearing tight coats and flimsy headscarves and layers of skilfully applied makeup.

Iran is prone to frequent quakes, many of which have been devastating.
The worst in recent times hit the southern city of Bam in December 2003, killing 31,000 people - about a quarter of the population - and destroying its ancient mud-built citadel.

THE Australian-born family will become a minority group within 15 years - outnumbered by a surging wave of migrants from Europe and Asia.

Figures from demographic consultants Macroplan Australia show record overseas migration and an ageing population mean migrant families will overtake the number of locally born residents by 2025 - far sooner than previously imagined.

 

The news will infuriate some Australian citizens, who claim the population is already too big and infrastucture is buckling under the strain.

According to 2006 census data, 40 per cent of the nation's population was either born overseas or had at least one parent who was born abroad.

But at present immigration levels, that proportion will jump to more than 50 per cent by 2025.

The news comes a few days after the appointment of Tony Burke as Australia's first population minister

He faces the task of managing the influx of migrants, which is expected to swell the population from 22 million today to 36 million by 2050.

As Mr Burke was sworn in, a survey of 3000 people revealed 70 per cent of Australians do not want a bigger population. Fewer than a quarter favoured immigration as the main contributor.

But experts say a migrant majority will be healthy for Australian culture and attitudes.

KEVIN Rudd has junked a pledge to remove the word socialism from the Labor Party's constitution just a day after denouncing it as an "arcane, 19th-century" doctrine.
Three years ago he declared himself "an old-fashioned Christian socialist", but yesterday he was busily denouncing socialism and also backflipping on a 2001 push to remove it from the ALP's constitution.
Mr Rudd has previously declared the ALP's socialist dogma of controlling "production, distribution and exchange" had nostalgia value only and was "entirely unmemorable".
When asked yesterday whether he would now take action, the Labor leader changed tack and said he had no plans to pursue the reforms at next year's ALP national conference.
"I have no plans of doing so," he said in Adelaide yesterday.
"I've already indicated where I stand philosophically in terms of the questions of my own beliefs, my own values and the priorities and objectives which I believe for a modern, progressive, democratic party.
"These are core social democratic values and I'm proud to be a committed social democrat as I have been all my life."
Mr Rudd's emphatic rejection of socialism was frontpage news in Melbourne's The Age yesterday. The newspaper's website also included video images of the Labor leader denouncing socialism but admitting he did not want workers being left to the "dung heap of the market".
"I am not a socialist. I have never been a socialist and I never will be a socialist," Mr Rudd said.
However, his bold statement of values was immediately undermined by the emergence of another declaration in 2003, when he was quoted in another Fairfax newspaper as saying: "I am an old-fashioned Christian socialist."
Mr Rudd also cites Keir Hardie, founder of the 19th century British Christian socialist movement, as one of his heroes.
In a homage to another of his political heroes, British Prime Minister Tony Blair, who fought to expunge socialism from the British Labour Party's constitution in 1994, Mr Rudd has repeatedly said the ALP should follow suit. "The socialist objective ... should be abolished," he said in 2002. "While we may not have taken the socialist objective seriously ... there are others outside the party who have - and have been fundamentally alienated by it."
Socialism has clearly been on the Labor leader's mind for a while. In his maiden speech to parliament, Mr Rudd said: "Nambour, for those of you who are unfamiliar with it, was not a major centre of revolutionary socialism in the 1970s - the cane growers hall even less so."
Former Labor Party president Barry Jones said yesterday the ALP's constitution had already been updated during a special national conference in 1981.
"(But) if there's going to be a broad debate about what we stand for that's terrific because, in a way, for some decades we just haven't talked about it," he said.
Mr Jones pointed to a discussion in his autobiography, A Thinking Reed, which refers to comments by Polish philosopher Leszek Kilakowski, who said: "The trouble with the social democratic idea is that it does not stock and does not sell any of the existing ideological commodities which various totalitarian movements offer dream-hungry youth."

PM turns his failure into a $1 billion disaster

KEVIN Rudd spent his first two years in power smashing stuff.

Now, in this election year, he's spending up to $1 billion of your money to fix the damage.

That's right: Rudd is spending at least $1 billion to fix the havoc he's unleashed by handing out free insulation, splurging on overpriced school buildings, relaxing boat people laws, letting in an unsustainable 300,000 people a year - and more.

Oh, I know. You think I'm far too hard on a PM with the air of a particularly methodical Christian dentist. But one disillusioned day you will hear from many who now work with him that how Rudd seems is bizarrely different to how he is.

I don't just mean that this prissy churchgoer is privately a foul-mouthed, arrogant and paranoid control freak, but that many of his brightest ideas swiftly flop.

The truth is his skill at spinning has so far saved Rudd's reputation as a manager.

But check the substance rather than the image and you find he already qualifies as possibly the most incompetent prime minister since World War II.

And, no, I haven't forgotten Whitlam.

Take Monday's announcement that his Government will spend another $14 million on a taskforce to tackle the massive rorting of its $16.2 billion school stimulus scheme.

This so-called "Building the Education Revolution" spendathon was always destined to be a colossal waste.

But even I couldn't predict the rorting.

In NSW builders have charged $800,000 a time for more than 40 covered outdoor learning areas which state government costings say should have cost $250,000 each.

In Victoria, even a dying school with just two children was given $150,000, and from everywhere came complaints that BER developers were charging "management fees" of up to 21 per cent.

That's all your money, folks. Blown in what some now call the Builders' Early Retirement fund. Now the Government is spending even more of your money - $14 million - on a taskforce to stop the looting of what's left of our $16.2 billion.

Or to seem to.

Why did Deputy Prime Minister Julia Gillard only now announce this "safeguard" when it's been clear for months that your taxes were being wasted like never before in our history?

Three reasons, all squalid.

First, Sunday Night on Channel Seven last weekend ran a devastating report on this scandal. Second, it's election year, and a taskforce makes you seem you're dealing with the problem.

And third, although Gillard refuses to admit it, she has an advance report on this BER racket from the Auditor-General that is likely to be devastating, and it's a fair bet she set up her taskforce to short-circuit the criticism she'll get when it's released.

This BER rorting is the biggest Rudd waste so far. But the more graphic symbol is his free insulation scheme.

Rudd barged ahead even after his own department was warned in writing a year ago that rushing out these freebies could attract shysters, burn houses and kill people.

It all happened, as Rudd was warned, with four installers dead, 120 homes set on fire and more than 300,000 homes fitted with potentially lethal or near-useless junk.

To fix the disaster and compensate the losers, the Government may now have to spend anything up to $1 billion. It also means taxpayers must pay millions to take out insulation that Rudd made them pay millions to put in. It couldn't get crazier.

Correction. It already has. See, Rudd meant this giveaway to "stimulate" the economy and put people in jobs. But the day before Easter (a good time to bury bad news) his government announced, in effect, that his insulation scheme had killed off the very industry he'd meant it to help.

The Government said it would now give insulation manufacturers $15 million to help them stockpile all the batts and foil they can no longer sell, now that Rudd's scheme has stuck the stuff in a million more ceilings.

Those stockpiles of unsellable batts are a clear sign that these once healthy businesses have been poleaxed. Indeed, an industry which once predicted Rudd's free insulation plan would create 4000 jobs now says its collapse has cost the jobs of 6000.

That's why Rudd has spent another $41 million of your money to help retrain the people sacked from an industry he spent billions to "stimulate".

And still this lunatic incompetence doesn't end. To fix this mess before the election, Rudd has switched his entire emissions trading team on to it.

Remember them? They're the 154 public servants Rudd originally hired to work on what until this year he called "the greatest moral, economic and social challenge of our time" - the man-made global warming he told us his great new green tax on everything would help stop.

But that tax is now blocked in the Senate, and public support for it is falling like a batt out of hell, so Rudd has put "the greatest moral, economic and social challenge of our time" on the backburner and set his $57 million-a-year team of planet-savers to work on insulation instead.

And still this comedy is not done. Rudd last weekend froze the processing of refugee applications from Sri Lanka and Afghanistan to stop the tide of boats he unleashed by weakening our boat people laws two years ago. Boat people were a problem John Howard had fixed, cutting arrivals to just 18 boats over six years. Rudd unfixed that problem by going soft, so he's now luring in more than 10 boats a month.

The Christmas Island detention centre is full and fixing this will cost hundreds of millions more of your dollars, with the 2000 people who've arrived just this year costing some $80,000 each to process.

Then there's the whole new "Department of Population" Rudd abruptly created to hose down the alarm he'd raised by not only letting in a record 300,000 immigrants last year, but by then endorsing predictions that our population will explode to 36 million by 2050.

And we still don't know how much in total we must pay for all Rudd's other failures – Fuel Watch, Grocery Watch, the scrapped tender of his first broadband scheme, the lobbying for his pan-Asian body, the botched Green Loans plan, the rorted solar hot-water scheme, the "Ideas Summit" fiasco and the new nuclear disarmament body.

More amazing is that Rudd retains the air of a man who knows just what he's doing, and is across every detail. Watch him now sell his latest multi-billion-dollar plan - a health shake-up that Ken Baxter, former head of the premier's departments in the Victoria and NSW, warns will create a bureaucratic monster that will eat money.

But look at Rudd. See how assured and competent he seems, even as his last schemes still fall around his ears?

Amazing gift, that, and you're paying billions for it.

The word has gone out for his and his party’s most loyal media cheer squad, the Australian taxpayer funded, Australian Broadcasting Corporation (ABC) to go into damage control and try and get some positive spin on their PM by having the Messiah praising him from the White House as the Messiah’s man down under, who was so much like,of all things the Messiah himself.

America is now bankrupt, Australia is far from that however when Lu Kewen took office in November 2007 he inherited from the previous conservative Howard government a surplus of some $25 BILLION dollars a little over two years into his first term he has turned that surplus into a $300 Billion deficit.

AN AL-QAEDA recruiter, described as the No. 1 terrorist threat to America, was engaged by a Sydney youth group to address hundreds of young people - a decision that has caused deep divisions at one of Australia's largest mosques.

At the same time as Anwar al-Awlaki was advising the extremist later charged with killing 13 people at Fort Hood in Texas, he was in talks with a group, Sydney Muslim Youth, about delivering a sermon to young Australians. He was already well known to security agencies as the spiritual guide to three of the hijackers on September 11, 2001.

''Anwar al-Awlaki is like a virus produced by the body wanting to fight a microbe,'' said Taj el-Din al-Hilaly, condemning the sermon, which was delivered at his mosque by phone link from Yemen.

According to US authorities, about the time of the sermon Mr Awlaki was transforming himself from radical cleric to trainer and recruiter for al-Qaeda.

Last week, Mr Awlaki became the first US citizen added to the CIA kill list. He is considered a military enemy of the US and faces assassination by special forces.

"The danger Awlaki poses to this country is no longer confined to words," a US official told The New York Times. "He's gotten involved in plots."

The chairwoman of the US house subcommittee on homeland security, Jane Harman, called Mr Awlaki "terrorist No. 1 in terms of threat against us".

The bomber who tried to blow up a Detroit-bound plane on Christmas Day last year reportedly described Mr Awlaki as his trainer and recruiter.

The Herald attended the sermon at the Lakemba mosque in February last year but was ejected by organisers. Yesterday, no one involved with the mosque would take responsibility for securing Mr Awlaki as a speaker.

According to a director of the mosque, Ziad Ghamraoui, Shady Alsuleiman was in charge of organising evening youth events at the time of the sermon. Sheikh Shady refused to comment. He would not say whether Mr Awlaki was paid and would not comment on the subject of his speech.

Since Mr Awlaki's lecture, all speakers must now be approved by the mosque. Mr Ghamraoui said: ''We need to make sure that it's only moderate scholars that are coming.''

The senior imam at the mosque, Sheikh Hilaly, condemned provocative clerics who radicalised young people. ''They are like fast food who give no substance and no spiritual nutrition,'' he said.

''Our young people these days like loud voices. They seem to like Rambo and Schwarzenegger and the imam who raises his voice and appears tough.'' IslamicMedia.com.au, an initiative of the Shady-affiliated United Muslims of Australia, streamed but did not record the speech and has 15 other audio sermons from the imam.

On other websites, not hosted in Australia, Mr Awlaki supports jihad with phrases such as: ''The messenger of Allah said … whoever kills a non-believer can meet him''.

The NSW counter-terrorism squad, which has previously described Mr Awlaki as ''of great concern to us'', was unavailable for comment.
