Electricians formally warned the federal government in October 2009 that metal roof insulation could cause electrocutions.

But it took two deaths - and more than three months - for Environment Minister Peter Garrett to ban it.

The government has ordered an urgent safety review of almost 50,000 homes under its bungled $3.7 billion roof insulation scheme.

Mr Garrett, who is facing calls for his resignation, has revealed to Parliament that he knew of the risks.

He met the Master Electricians Australia in October 2009, after one installer had died fitting the metal insulation.

"Master Electricians were very concerned in general terms that metal fasteners and foil insulation posed an unacceptable safety electrocution risk," Mr Garrett said in a ministerial statement today.

Master Electricians told him that "electrical problems could emerge at the time of installation or even up to several months after the work was done".

Mr Garrett decided then not to ban the foil insulation.

Two more installers died while fitting the foil insulation after that decision.

This week Mr Garrett banned the foil insulation.

It has also become apparent that the government began to roll out its rebate scheme without training requirements in place for installers.

As well as the risk of electrocution, some homes have caught fire after being poorly fitted with insulation under the program.

The first homes were insulated under the program in February 2009. But mandatory training for installers comes into effect on Friday, almost one year later.

Mr Garrett said there was a proposal, put forward in February 2009, for mandatory training of installers.

In a meeting in April 2009, experts told the government at a meeting "that insulation work could result in a high level of hazard in existing buildings ... with a likelihood of death or injury if risks were not managed".

Mr Garrett defended his handling of the insulation rebate program.

"Providing timely and comprehensive responses to the issues that are raised by the industry has been a feature of the delivery of this program," he said.

It’s all very well for the Rudd Government to subsidise home insulation but it shouldn’t do so in ways which put lives at risk. Blog live with Tony on Friday

Four people have died while installing insulation under the Government’s stimulus package. Nearly 40,000 houses with foil insulation are now being audited with experts saying that up to 1000 homes could have electrified roofs. Although Environment Minister Peter Garrett can’t say how quickly these checks can be carried out, it seems that the Prime Minister is defending his competence and his administration of the portfolio.

Industry experts warned Mr Garrett last March about the “inherent dangers” in the execution of the Government’s programme but it seems that he took no serious action until after the first death in November.

The ABC has reported that a meeting of Commonwealth and state officials last April warned of the risk to property and life from the massive expansion of an unregulated industry. A succession of public warnings from May last year should have alerted the minister and the government to the safety issues associated with untrained people installing insulation in hundreds of thousands of houses.

The Government does not appear to have taken these warnings seriously. Finance Minister Lindsay Tanner even seemed to make light of these risks under questioning when he said that spending the stimulus money was too important for people to expect all the “i"s to be dotted and the “t"s crossed.

People should not have to die before the responsible minister takes action to ensure safe systems of work are in place. If Government ministers were company directors, I suspect that there would be calls for them to be prosecuted for industrial manslaughter.

The Coalition has called on Mr Garrett to give a full account to the parliament of the warnings he received and what he did about them.

His failure to do so suggests that no satisfactory response is possible. Prime Minister Rudd needs to ensure that his minister’s actions were appropriate under the circumstances or become complicit in a programme which has not just been incompetent but deadly.

Abbott went on to say in Parliament today that any Company Director responsible for the deaths of Four people would be charged with manslaughter
