The federal government is hiding controversial plans to force ISPs to store internet activity of all Australian internet users - regardless of whether they have been suspected of wrongdoing - for law-enforcement agencies to access.

Political opponents and other critics of the scheme have described the draft policy as "alarming" and accused the government of going "on a fishing expedition for as much data on the public as they can get". One ISP executive has described the plan as "a nanny state gone totally insane".

The Attorney-General's Department has been holding consultations with industry about implementing a "data retention regime", similar to that adopted by the European Union after terrorist attacks several years ago.

Reports last week suggested data that ISPs would be required to store included contents of communications such as web browsing history.

Yesterday, a spokesman for Attorney-General Robert McClelland denied web browsing histories would be stored, saying the government was only seeking to identify "parties to a communication", such as senders and receivers of emails and VoIP calls.

However, it is difficult for the public to get a clear picture of the policy because the government has sworn all parties to secrecy.

Peter Coroneos, chief executive of the Internet Industry Association, criticised the government for not being transparent and open with the public about its intentions. Coroneos said he was forbidden by confidentiality agreements from discussing any details of draft proposals he has been provided.

"The decision at this stage to keep the process under wraps is the decision of the government. It's not the decision of the industry," he said in a phone interview.

"We still argue that there be an open and transparent process here."

Greens communications spokesman Scott Ludlam also criticised the lack of transparency, saying in a phone interview he had a researcher investigating the scheme to "try and work out how it fits in to the government's supposed grave concerns and fears about online privacy".

"To me there seems to be some profound contradictions going on there," Senator Ludlam said, adding that the policy "on first glance looks quite alarming".

Communications Minister Stephen Conroy has recently fired barbs at Facebook and Google over privacy failures and their alleged disregard for the sanctity of users' personal information.

Colin Jacobs, spokesman for the online users' lobby group Electronic Frontiers Australia, said the government appeared to be trying to access whatever passes through any ISP in this country, while displaying "no regard whatsoever for our privacy or our civil liberties".

"What has emerged in recent days has been a clear picture of a government on a fishing expedition for as much data on the public as they can get," Jacobs said.

"It's not just a fishing expedition, it's casting a driftnet for the communications of all Australians regardless of whether they have ever been suspected of the slightest wrongdoing.

"Combined with the censorship policy, a pretty unhappy picture is emerging of this government's attitude towards our digital lives."

Some commentators have said the copyright lobby would inevitably try to use the scheme to hunt down and prosecute illegal file sharers, but Sabiene Heindl, head of the music industry's anti-piracy arm, Music Industry Piracy Investigations, said: "We have no present intention to do that."

McClelland's spokesman defended the lack of transparency, saying the government had consulted broadly with industry about the plan but "it would not be appropriate to disclose policy discussions which are the subject of consultations with the industry".

"These consultations have involved identifying the parties to a communication, where and when that communication is made and the communication's duration," the spokesman said.

"It does not include the content of a communication such as people's conversations or contents of an internet banking session, for example."

It is understood that earlier reports that web browsing history would be included were based on earlier drafts of the policy which stipulated content such as this would be logged and stored. The government appears to have since stepped down on this aspect of the scheme, although nothing is set in stone.

ZDNet.com.au, which originally reported that web browsing history would be logged, has stood by its original report, quoting sources yesterday as saying claims that URL history would not be retained were "not accurate".

"The government has not as yet made any decision in relation to a data retention regime. However, any arrangement will strike the appropriate balance between individual privacy, commercial imperatives and community expectations that unlawful behaviour is investigated and prosecuted," McClelland's spokesman said.

Coroneos, who is able to comment more generally on similar data retention regimes adopted by EU states, said the industry in Australia already had a track record of assisting law-enforcement agencies and questions the need for a "blanket" regime covering the communications of all internet users.

"[Users] have legitimate privacy expectations and assume that their online communications and browsing activities are private unless they've been clearly informed otherwise," he said.

"Secondly, there's a question of whether the harm being being addressed is outweighed by the economic or social burden of the measures proposed. Are we cracking a nut with a sledgehammer here?"

Coroneos also raised concerns about security of the information that will be stored by ISPs and the expected high costs of implementing any scheme, which would inevitably be passed on to end users.

So far there have been no reports of Australian’s been required to REGISTER their details with Book / Newspaper / magazine / DVD/ CD/ sellers There are no reports yet of talk back radio stations been required to keep records of callers and the subject of the calls broadcast by them.

THE Federal Government will make internet censorship compulsory for all Australians and could ban controversial websites on euthanasia and anorexia. Australia's level of net censorship will put it in the same league as China, Cuba, Iran and North Korea.

The Government will not let users opt out of the proposed national internet filter. Broadband, Communications and Digital Economy Minister Stephen Conroy said the Government's $44.2 million internet censorship plan would now include two tiers — one level of mandatory filtering for all Australians and an optional level that will provide a "clean feed", censoring adult material. Despite planning to hold "live trials" before the end of the year, Senator Conroy said it was not known what content the mandatory filter would bar, with euthanasia or proanorexia sites on the chopping block. "We are talking about mandatory blocking, where possible, of illegal material," he said.

'Australia's level of net censorship will put it in the same league as China, Cuba, Iran and North Korea. The Government will not let users opt out of the proposed national internet filter.

A VENEZUELAN court has issued an arrest warrant against Guillermo Zuloaga, president of Globovision, a TV network fiercely critical of President Hugo Chavez.
Mr Zuloaga's lawyer Perla Jaimes said that members of Venezuela's intelligence service showed up at the Globovision president's home with an arrest warrant for him and his son.
Neither Mr Zuloaga, 67, nor his son were at home, the lawyer said.
Attorney General Luisa Ortega told reporters that the arrest warrant was related to a May 2009 case in which Mr Zuloaga was accused of illegally storing 24 vehicles.
In March, Mr Zuloaga was arrested for statements he made in the Dutch island of Aruba, and charged with the crime of offending Mr Chavez and spreading false information. A Caracas court also ordered him not to leave the country.
Venezuela on Thursday announced a new government agency with the power to suppress or curtail "any information" deemed of national interest.
International organisations and rights groups, as well as several governments, including the US, have expressed concern over free speech in Venezuela as Mr Chavez expands his socialist agenda.

Mining company Xstrata says it is suspending almost $600 million to develop two Queensland mining projects because of the Federal Government's proposed tax on mining profits.

Xstrata has suspended $586 million for the development of the Wandoan thermal coal project in central Queensland and the extension of the Ernest Henry copper mine in the state's north-west.

The company says the two projects would have created 3,250 new jobs which have now been put at risk.

The Federal Member for Kennedy, Independent Bob Katter, says it is a shattering blow to his electorate.

He says it should be clear to the Government that its mining tax is diabolical for the industry.

"Three thousand two hundred jobs will vanish," Mr Katter said.

"A further 1,000 permanent jobs will also vanish and unfortunately for me a significant proportion of those 1,000 permanent jobs is my own home town of Cloncurry.

"I knew this was coming, I've been desperately afraid and now the evil day has come."

Prime Minister Kevin Rudd says he expected announcements like this.

"I said at the very beginning of this debate ... that there would be ... threats of project closures, there would be projects threatened to be frozen, or frozen," he said.

"This is part and parcel of what will be the normal argy-bargy of a very tense debate.

"No mining company I've met so far has whacked up their hand and said they'd like to pay more tax."

Rudd will pay for voodoo politics

ONE of the critical issues at the next federal election will be the character of Kevin Rudd.

After a string of broken promises, the public is asking: is the Prime Minister believable? Is he to be trusted? Does he believe in anything other than himself?

Simon Benson's new book, Betrayal, sheds light on this issue. I and others involved in the attempt to privatise sections of the power industry in NSW to fund an ambitious transport plan have known the answer to these questions for quite a while.

We have been constrained in commenting on these issues because the principal victim of Rudd's failure to display the character one would expect from a national political leader of substance remained quiet.

Morris Iemma's public exposure of the promise Rudd made to him before the previous federal election and his failure to deliver is timely and important in assessing Rudd's character. The revelations will rightly influence the next federal election.

At a personal level these events are a kind of political morality tale. On one side is Iemma, an honourable man who was motivated by a misguided but strongly held belief in labour solidarity and doing the right thing by the ALP. On the other side is Rudd, a person who made a promise and consequently accrued benefits without reciprocating when he was required to do so. It is about the selflessness and selfishness. It is about character.

Despite claims yesterday by former left-wing deputy premier John Watkins, leading figures in the Iemma state government were well aware of Rudd's promise.

Unfortunately for Watkins and the dysfunctional ALP machine's predictable attempts to place responsibility for the failure on me and my negotiating style, Iemma's revelations finally provide a context. The "Costa won't negotiate", "Costa refused to do a deal" and "Costa is mad" myths no doubt will give comfort to the cabal of self-interested incompetents that brought down a popularly elected premier and replaced him with an inexperienced and ultimately disastrous leader in Nathan Rees.

Those seeking a fuller explanation of the failed strategy now have the missing facts. These facts are critical in understanding the government's approach. The historians can fight over their interpretation of these facts. But they cannot be ignored.

The fallout from this disastrous episode of labour history remains.

What are left are unsettled disputes about the relationship between the union base and the parliamentary ALP, and questions about the role of the traditionally anonymous ALP machine in policy formulation.

In a broader sense, the failed electricity strategy in NSW provides an insight into the contest that has been occurring in Australian party politics between politicians who believe ideas and policy are the core of politics, and those politicians who believe winning elections at any cost is the measure of success.

The latter group illogically rules out the possibility that you can do the right thing in policy terms and still win elections.

The win-at-any-cost politicians appear to be more interested in the benefits and trappings of office than undertaking diligently the responsibilities of office.

The new machine men think politics is as simple as borrowing techniques and strategies from the product marketing textbook. Politicians are now brands that can be subjected to brand management techniques. In their mind the same techniques used to sell soap powder can be equally successful in selling brand Rudd. It's a kind of voodoo politics that has turned techniques such as focus groups and polling on their head. Instead of using information derived from these techniques to adapt the message around a well-thought-out policy, they use these techniques to develop a policy.

One of the consequences of this type of voodoo politics has been a dramatic change in the status of politicians.The rise in modern political techniques is strongly correlated with the decline in public confidence in politicians.

Political spin and media management eventually catch up with a government. In Rudd's case the speed of this catch-up has been truly dramatic.

Rudd is still advised by the same people who brought down the Iemma government.

The irony is that despite their obsession with brand management techniques, their application of these techniques has been as poor as the Rudd government's administration of its stimulus packages. They've taken brand Rudd from a market share of more than 70 per cent in the last quarter to less than 50 per cent in this quarter.

If they really were in marketing, they would have been sacked for this result. The Prime Minister has only himself to blame for the mess his government confronts. What should be dawning on Rudd is that by reneging on his commitment to Iemma, he also has crippled his own re-election agenda.

The Labor Party is now dysfunctional, particularly in electorally vulnerable NSW.

If Rudd had honoured his promise to Iemma, he would have had a cashed-up state government delivering much needed infrastructure. Rudd had the political authority, after he decisively won the federal election, to deliver on his promise.

He chose to put his political popularity before the policy position. He chose to take the advice of machine men.

These same machine men no doubt are closely watching the opinion polls and planning to politically execute him if his standing in the polls continues to decline.

If this occurs, as in all good morality tales, he will have brought this on himself for not having the character to honour his promise to Iemma.

I CAN’T recall when I first knew I could never trust Kevin Rudd to tell the truth.

Was it when he claimed he and his widowed mum were thrown out of their home by a heartless landlord?

Was it when he said he had a memory blank about his night at Scores?

Perhaps it was when he said during the ABC’s cricket coverage he remembered as a 17-year-old standing at the Gabba to watch Dennis Lillee and Jeff Thomson tear into the English.

He remembered the crowd chanting “Ashes to ashes, dust to dust, if Thommo don’t get you, then Lillee must”, but even more clearly he remembered 42-year-old Colin Cowdrey bravely walking on to the field and shaking the hand of Thomson.

But “Ashes to ashes” was never a chant, and Cowdrey didn’t play in Brisbane, joining the tour in Perth.

Maybe I’m wrong to seize on such small stuff, or mean to object that he said “sorry” to a “stolen generations” no one can find. Another lie.

But it’s clear the public is also belatedly catching on. In fact, Rudd’s credibility is now shot to pieces.

He was fatally damaged already, having falsely claimed global warming was “the great moral and economic challenge of our time”, only to drop his emissions trading scheme when it got too hard.

But last week finished him off, and even left him exposed to what in normal times is a crime in politics - misleading Parliament. Rudd was accused, credibly, by former NSW premier Morris Iemma and treasurer Michael Costa of having lied when he told Iemma before the last federal election to postpone his plans to sell the state’s electricity assets until Rudd won office, when they’d then join to “f---” the unions. After the election, Rudd welched on that deal.

But more terrible for his reputation have been the deceits to justify his effective embezzlement of $38 million of taxpayers’ money to pay for political advertising for his troubled “super profits” tax on miners.

In how many ways has Rudd again shown his word to be worthless?

He promised before the election to ban such advertising, which he called “a cancer” and gave an “absolute 100 per cent guarantee” the auditor-general would have to approve such spending.

But the auditor-general has been sacked from that job, and Rudd has dipped into your pockets for the very same kind of “cancer”.

To excuse himself, Rudd had Special Minister of State Joe Ludwig last week offer two reasons for an exemption for “extremely urgent action”. And both reasons were frauds.

First, claimed Ludwig, there was “co-ordinated misinformation about the changes (which) is currently being promulgated in paid advertising”, which means the ads by miners.

But Rudd has since been forced to admit he’d approved the cash for these ads as long ago as April 20, weeks before the mining industry ran any of its own.

Ludwig’s second excuse was even dodgier: that the ads were needed since this new tax “involves changes to the value of some capital assets, they impact on financial markets”.

Uh, oh. Ludwig had contradicted what Rudd told Parliament the day before, when he denied his tax plan had hurt the markets: “Share prices around the world have fallen because of the crisis in Greece.”

Costa now asks: “Is the Prime Minister believable? Is he credible? ... This bloke has lost the public.”

He lost me long ago. Now I cannot think of a bigger liar to hold his high office.

THREE people have been taken to hospital after up to 30 teenage asylum seekers brawled at a Melbourne accommodation centre.

The fight broke out at the Melbourne Immigration Transit Accommodation facility in Broadmeadows at 9.30pm (AEST) on Friday after an argument between two groups got out of control.

A Department of Immigration spokesperson said staff had the brawl under control before police arrived.

Two teenagers who suffered cuts to their upper bodies have been released from hospital. Another is waiting to be treated.

The facility houses family groups and unaccompanied minors.

Police are investigating the incident while the private contractor which runs the centre, Serco, is also investigating.

The immigration department says the facility, which holds 50 people, remains calm.

The spokesperson would not reveal the nationalities of the teenagers in the brawl.

Thought police muscle up in Britain

BRITAIN appears to be evolving into the first modern soft totalitarian state. As a sometime teacher of political science and international law, I do not use the term totalitarian loosely.

There are no concentration camps or gulags but there are thought police with unprecedented powers to dictate ways of thinking and sniff out heresy, and there can be harsh punishments for dissent.

Nikolai Bukharin claimed one of the Bolshevik Revolution's principal tasks was "to alter people's actual psychology". Britain is not Bolshevik, but a campaign to alter people's psychology and create a new Homo britannicus is under way without even a fig leaf of disguise.

The Government is pushing ahead with legislation that will criminalise politically incorrect jokes, with a maximum punishment of up to seven years' prison. The House of Lords tried to insert a free-speech amendment, but Justice Secretary Jack Straw knocked it out. It was Straw who previously called for a redefinition of Englishness and suggested the "global baggage of empire" was linked to soccer violence by "racist and xenophobic white males". He claimed the English "propensity for violence" was used to subjugate Ireland, Scotland and Wales, and that the English as a race were "potentially very aggressive".

In the past 10 years I have collected reports of many instances of draconian punishments, including the arrest and criminal prosecution of children, for thought-crimes and offences against political correctness.

Countryside Restoration Trust chairman and columnist Robin Page said at a rally against the Government's anti-hunting laws in Gloucestershire in 2002: "If you are a black vegetarian Muslim asylum-seeking one-legged lesbian lorry driver, I want the same rights as you." Page was arrested, and after four months he received a letter saying no charges would be pressed, but that: "If further evidence comes to our attention whereby your involvement is implicated, we will seek to initiate proceedings." It took him five years to clear his name.

Page was at least an adult. In September 2006, a 14-year-old schoolgirl, Codie Stott, asked a teacher if she could sit with another group to do a science project as all the girls with her spoke only Urdu. The teacher's first response, according to Stott, was to scream at her: "It's racist, you're going to get done by the police!" Upset and terrified, the schoolgirl went outside to calm down. The teacher called the police and a few days later, presumably after officialdom had thought the matter over, she was arrested and taken to a police station, where she was fingerprinted and photographed. According to her mother, she was placed in a bare cell for 3 1/2 hours. She was questioned on suspicion of committing a racial public order offence and then released without charge. The school was said to be investigating what further action to take, not against the teacher, but against Stott. Headmaster Anthony Edkins reportedly said: "An allegation of a serious nature was made concerning a racially motivated remark. We aim to ensure a caring and tolerant attitude towards pupils of all ethnic backgrounds and will not stand for racism in any form."

A 10-year-old child was arrested and brought before a judge, for having allegedly called an 11-year-old boya "Paki" and "bin Laden" during a playground argument at a primary school (the other boy had called him a skunk and a Teletubby). When it reached the court the case had cost taxpayers pound stg. 25,000. The accused was so distressed that he had stopped attending school. The judge, Jonathan Finestein, said: "Have we really got to the stage where we are prosecuting 10-year-old boys because of political correctness? There are major crimes out there and the police don't bother to prosecute. This is nonsense."

Finestein was fiercely attacked by teaching union leaders, as in those witch-hunt trials where any who spoke in defence of an accused or pointed to defects in the prosecution were immediately targeted as witches and candidates for burning.

Hate-crime police investigated Basil Brush, a puppet fox on children's television, who had made a joke about Gypsies. The BBC confessed that Brush had behaved inappropriately and assured police that the episode would be banned.

A bishop was warned by the police for not having done enough to "celebrate diversity", the enforcing of which is now apparently a police function. A Christian home for retired clergy and religious workers lost a grant because it would not reveal to official snoopers how many of the residents were homosexual. That they had never been asked was taken as evidence of homophobia.

Muslim parents who objected to young children being given books advocating same-sex marriage and adoption at one school last year had their wishes respected and the offending material withdrawn. This year, Muslim and Christian parents at another school objecting to the same material have not only had their objections ignored but have been threatened with prosecution if they withdraw their children.

There have been innumerable cases in recent months of people in schools, hospitals and other institutions losing their jobs because of various religious scruples, often, as in the East Germany of yore, not shouted fanatically from the rooftops but betrayed in private conversations and reported to authorities. The crime of one nurse was to offer to pray for a patient, who did not complain but merely mentioned the matter to another nurse. A primary school receptionist, Jennie Cain, whose five-year-old daughter was told off for talking about Jesus in class, faces the sack for seeking support from her church. A private email from her to other members of the church asking for prayers fell into the hands of school authorities.

Permissiveness as well as draconianism can be deployed to destroy socially accepted norms and values. The Royal Navy, for instance, has installed a satanist chapel in a warship to accommodate the proclivities of a satanist crew member. "What would Nelson have said?" is a British newspaper cliche about navy scandals, but in this case seems a legitimate question. Satanist paraphernalia is also supplied to prison inmates who need it.

This campaign seems to come from unelected or quasi-governmental bodies controlling various institutions, which are more or less unanswerable to electors, more than it does directly from the Government, although the Government helps drive it and condones it in a fudged and deniable manner.

Any one of these incidents might be dismissed as an aberration, but taken together - and I have only mentioned a tiny sample; more are reported almost every day - they add up to a pretty clear picture.

EDUCATION Minister Julia Gillard has urged schools to teach a "balanced'' curriculum after Victorian students were directed to a pro-asylum seeker website and encouraged to create political campaigns in a new multicultural agenda for state schools.

A resource kit urges students to design slogans, badges, bumper stickers and posters for display in classrooms and to question terms such as "boat people", "queue jumpers" and "illegals".

It also says schools should display welcome signs in different languages, become involved in events like National Sorry Day and Refugee Week, and invites students to spend quiet time meditating on their core beliefs and values.

Ms Gillard says a new national curriculum is under consideration and schools should be encouraging their students to learn every side of each story.

"We want to see people getting balanced information,'' she said.

"Thinking their way through, discussing questions - that's the journey of education ... We would expect them to be debating and to (be) looking at all sides of any proposition.''

Ms Gillard said research projects should be designed for students to draw their own conclusions on major issues.

"If you set a research project for students, you'd obviously want them to go to all potential sources of information. You'd want them to have the skills to evaluate the sources of information,'' she said.

The program, dubbed All of Us - Multicultural Perspectives in Victorian Schools, was devised by the Victorian Multicultural Commission and is endorsed by high-profile citizens including Governor David de Kretser.

The kit is part of a Brumby Government policy that calls for cultural diversity to be integrated into the curriculum rather than just experienced through dress-up days and food festivals.

The Education Department resource kit recommends that secondary students go to websites such as A Just Australia for myths and facts about asylum seekers.

AJA is a refugee lobby group founded by Left-wing broadcaster Phillip Adams that does not support mandatory detention of asylum seekers.

Students are asked to show support for refugees by writing personal action plans and to "brainstorm" ideas that could be taken up by the school council.

Swinburne University sociologist Dr Katherine Betts said the kit seemed biased.

"This is rather heavy duty stuff for school children and I'd worry that they would be in a position to evaluate the arguments that they're being exposed to," she said. "It's surprising that they're not being directed to alternative sources of information."

Liberal education spokesman Martin Dixon said the policy showed how out of touch the Government was on mainstream issues.

"Teachers and students are only being encouraged to explore one side of the refugee/illegal immigrant debate," he said. "It's not encouraging students to bring an open mind to the debate, it's guiding their thoughts towards what the Education Department says."

But Education Minister Bronwyn Pike said: "It is appalling that the Liberal Party want to stop Victorian students from learning about cultural diversity."

Cap-And-Trade: While senators froth over Goldman Sachs and derivatives, a climate trading scheme being run out of the Chicago Climate Exchange would make Bernie Madoff blush. Its trail leads to the White House.

Lost in the recent headlines was Al Gore's appearance Monday in Denver at the annual meeting of the Council of Foundations, an association of the nation's philanthropic leaders.

"Time's running out (on climate change)," Gore told them. "We have to get our act together. You have a unique role in getting our act together."

Gore was right that foundations will play a key role in keeping the climate scam alive as evidence of outright climate fraud grows, just as they were critical in the beginning when the Joyce Foundation in 2000 and 2001 provided the seed money to start the Chicago Climate Exchange. It started trading in 2003, and what it trades is, essentially, air. More specifically perhaps, hot air.

The Chicago Climate Exchange (CCX) advertises itself as "North America's only cap-and-trade system for all six greenhouse gases, with global affiliates and projects worldwide." Barack Obama served on the board of the Joyce Foundation from 1994 to 2002 when the CCX startup grants were issued. As president, pushing cap-and-trade is one of his highest priorities. Now isn't that special?

Few Americans have heard of either entity. The Joyce Foundation was originally the financial nest egg of a widow whose family had made millions in the now out-of-favor lumber industry.

After her death, the foundation was run by philanthropists who increasingly dedicated their giving to liberal causes, including gun control, environmentalism and school changes.

Currently, CCX members agree to a voluntary but legally binding agreement to regulate greenhouse gases.

The CCX provides the mechanism in trading the very pollution permits and carbon offsets the administration's cap-and-trade proposals would impose by government mandate.

Thanks to Fox News' Glenn Beck, we have learned a lot about CCX, not the least of which is that its founder, Richard Sandor, says he knew Obama well back in the day when the Joyce Foundation awarded money to the Kellogg Graduate School of Management at Northwestern University, where Sandor was a research professor.

Sandor estimates that climate trading could be "a $10 trillion dollar market." It could very well be, if cap-and-trade measures like Waxman-Markey and Kerry-Boxer are signed into law, making energy prices skyrocket, and as companies buy and sell permits to emit those six "greenhouse" gases.
So lucrative does this market appear, it attracted the attention of London-based Generation Investment Management, which purchased a stake in CCX and is now the fifth-largest shareholder.

As we noted last year, Gore is co-founder of Generation Investment Management, which sells carbon offsets of dubious value that let rich polluters continue to pollute with a clear conscience.

Other founders include former Goldman Sachs partner David Blood, as well as Mark Ferguson and Peter Harris, also of Goldman Sachs. In 2006, CCX received a big boost when another investor bought a 10% stake on the prospect of making a great deal of money for itself. That investor was Goldman Sachs, now under the gun for selling financial instruments it knew were doomed to fail.

The actual mechanism for trading on the exchange was purchased and patented by none other than Franklin Raines, who was CEO of Fannie Mae at the time.

Raines profited handsomely to the tune of some $90 million by buying and bundling bad mortgages that led to the collapse of the American economy. His interest in climate trading is curious until one realizes cap-and-trade would make housing costlier as well.

Amazingly, none of these facts came up at Senate hearings on Goldman Sachs' activities, which may be nothing more than Ross Perot's famous "gorilla dust," meant to distract us from the real issues.

The climate trading scheme being stitched together here will do more damage than Goldman Sachs, AIG and Fannie Mae combined. But it will bring power and money to its architects.

In 1912, a respected paleontologist at the British Museum confirmed that bones found in a Piltdown quarry came from the “missing link” between apes and humans. Forty years later, the so-called Piltdown Man was proved to be a hoax. Thanks to purloined e-mails from the University of East Anglia’s Climate Research Unit (CRU), global warming is turning out to be the 21st-century equivalent of Piltdown Man.

E-mails between a small group of highly influential climate scientists at the center of the worldwide panic over global warming exposed multiple discussions among them concerning their manipulation of data and using various evasive tactics to avoid releasing the facts behind their ginned-up numbers to the public via Freedom of Information Act requests.

Here’s a rogue’s gallery of five major perpetrators of what’s turning out to be the biggest scientific hoax in modern history:

Geoff Jenkins, chairman of the United Nations Intergovernmental Panel on Climate Change’s first scientific group and self-described “frontman explaining climate change.” Jenkins admitted in 1996 to a “cunning plan” to feed fake temperature information to Nick Nuttall, head of media for the United Nations Environment program. At the time, Jenkins predicted temperatures in London would hit 113 degrees Fahrenheit and the Thames River would rise three feet even though 1996 was, in fact, cooler than 1995.

Phil Jones, director of the CRU, controlled two key databases that are the primary sources underlying claims by the United Nations and others of a global scientific “consensus” that catastrophic consequences will result from man-made global warming unless trillions of dollars are spent now to prevent it.

Jones e-mailed instructions to colleagues to “hide the decline” in temperatures and to pressure editors of academic journals to blackball the work of “climate skeptics.”
After claiming that the original climate data had been destroyed in the 1980s, Jones was caught urging his CRU colleagues to “delete as appropriate” data requested under Britain’s freedom of information laws.

Michael Mann, director of Penn State University’s Earth System Science Center, is one of the lead authors of the U.N.’s Inter-governmental Panel on Climate Change report. Mann was the originator of the “hockey stick” graph that supposedly proved that the Earth’s temperature was at the highest level in recorded history. However, it also appeared to eliminate both the Medieval Warm Period, in which surface temperatures were higher than they are today, and Europe’s “Little Ice Age.”

In 2003, Canadian statistician Steve McIntyre exposed the flawed methodology behind Mann’s hockey stick. The recent e-mail leak led another scientist to quip: “Dr. Mann is in transition from Penn State to State Pen. We can only hope he does a better job with license plates.”
Mann has been a committee chairman for the National Academy of Sciences and a member of multiple NAS panels and committees.

James Hansen, head of NASA’s Goddard Institute for Space Studies, whose records were also cited as evidence, second only to the CRU data, of incontrovertible man-made global warming. McIntyre also caught Hansen engaging in the same sort of statistical manipulation in which past temperatures were lowered and recent ones “adjusted” to convey the false impression that the nonexistent warming trend was accelerating. After trying to block McIntyre’s IP address, NASA was forced to back down from its claim that 1998 was the hottest year in U.S. history.

Al Gore, Former Vice President Al Gore is the author of “An Inconvenient Truth,” star of the 2006 Oscar-winning movie of the same name and winner of the 2007 Nobel Peace Prize for his tireless efforts to limit economic development in industrialized countries with a cap-and-trade scheme. Many experts agree that such a system would increase food and energy prices, while wasting trillions of dollars on alternative energy sources (in which Gore is heavily invested). Gore’s case rests on the now-discredited theory that carbon dioxide emissions (which are increasing) are heating up the Earth’s atmosphere, even though actual global temperatures have been declining for at least a decade.

These five, though far from being the only ones, are among the top perpetrators of the Great Global Warming Hoax. They should never be taken seriously again.

Labour threw open Britain's borders to mass immigration to help socially engineer a "truly multicultural" country, a former Government adviser has revealed.

The huge increases in migrants over the last decade were partly due to a politically motivated attempt by ministers to radically change the country and "rub the Right's nose in diversity", according to Andrew Neather, a former adviser to Tony Blair, Jack Straw and David Blunkett.

He said Labour's relaxation of controls was a deliberate plan to "open up the UK to mass migration" but that ministers were nervous and reluctant to discuss such a move publicly for fear it would alienate its "core working class vote".
As a result, the public argument for immigration concentrated instead on the economic benefits and need for more migrants.

Critics said the revelations showed a "conspiracy" within Government to impose mass immigration for "cynical" political reasons.

Mr Neather was a speech writer who worked in Downing Street for Tony Blair and in the Home Office for Jack Straw and David Blunkett, in the early 2000s.

Writing in the Evening Standard, he revealed the "major shift" in immigration policy came after the publication of a policy paper from the Performance and Innovation Unit, a Downing Street think tank based in the Cabinet Office, in 2001.

He wrote a major speech for Barbara Roche, the then immigration minister, in 2000, which was largely based on drafts of the report.

He said the final published version of the report promoted the labour market case for immigration but unpublished versions contained additional reasons, he said.

He wrote: "Earlier drafts I saw also included a driving political purpose: that mass immigration was the way that the Government was going to make the UK truly multicultural.

"I remember coming away from some discussions with the clear sense that the policy was intended – even if this wasn't its main purpose – to rub the Right's nose in diversity and render their arguments out of date."

The "deliberate policy", from late 2000 until "at least February last year", when the new points based system was introduced, was to open up the UK to mass migration, he said.

Some 2.3 million migrants have been added to the population since then, according to Whitehall estimates quietly slipped out last month.

On Question Time on Thursday, Mr Straw was repeatedly quizzed about whether Labour's immigration policies had left the door open for the BNP.

In his column, Mr Neather said that as well as bringing in hundreds of thousands more migrants to plug labour market gaps, there was also a "driving political purpose" behind immigration policy.

He defended the policy, saying mass immigration has "enriched" Britain, and made London a more attractive and cosmopolitan place.

But he acknowledged that "nervous" ministers made no mention of the policy at the time for fear of alienating Labour voters.

"Part by accident, part by design, the Government had created its longed-for immigration boom.

"But ministers wouldn't talk about it. In part they probably realised the conservatism of their core voters: while ministers might have been passionately in favour of a more diverse society, it wasn't necessarily a debate they wanted to have in working men's clubs in Sheffield or Sunderland."

Sir Andrew Green, chairman of the Migrationwatch think tank, said: "Now at least the truth is out, and it's dynamite.

"Many have long suspected that mass immigration under Labour was not just a cock up but also a conspiracy. They were right.

"This Government has admitted three million immigrants for cynical political reasons concealed by dodgy economic camouflage."

The chairmen of the cross-party Group for Balanced Migration, MPs Frank Field and Nicholas Soames, said: "We welcome this statement by an ex-adviser, which the whole country knows to be true.

"It is the first beam of truth that has officially been shone on the immigration issue in Britain."

A Home Office spokesman said: “Our new flexible points based system gives us greater control on those coming to work or study from outside Europe, ensuring that only those that Britain need can come.

“Britain's borders are stronger than ever before and we are rolling out ID cards to foreign nationals, we have introduced civil penalties for those employing illegal workers and from the end of next year our electronic border system will monitor 95 per cent of journeys in and out of the UK.

“The British people can be confident that immigration is under control.”

We'll be a nation of new migrants

THE Australian-born family will become a minority group within 15 years - outnumbered by a surging wave of migrants from Europe and Asia.

Figures from demographic consultants Macroplan Australia show record overseas migration and an ageing population mean migrant families will overtake the number of locally born residents by 2025 - far sooner than previously imagined.

The news will infuriate some Australian citizens, who claim the population is already too big and infrastucture is buckling under the strain.

According to 2006 census data, 40 per cent of the nation's population was either born overseas or had at least one parent who was born abroad.

But at present immigration levels, that proportion will jump to more than 50 per cent by 2025.

The news comes a few days after the appointment of Tony Burke as Australia's first population minister

He faces the task of managing the influx of migrants, which is expected to swell the population from 22 million today to 36 million by 2050.

As Mr Burke was sworn in, a survey of 3000 people revealed 70 per cent of Australians do not want a bigger population. Fewer than a quarter favoured immigration as the main contributor.

But experts say a migrant majority will be healthy for Australian culture and attitudes.

"It all adds to the cosmopolitan nature of modern Australia," KPMG demographer Bernard Salt said. "It means our views become less blinkered, and we become more tolerant, confident, engaged, opportunistic and optimistic because we are open to new ideas, not obsessed with keeping things the same."

Macroplan chief executive Brian Haratsis said Australians tended to "stare at our shoes and say we're the best in the world".

"While immigration needs to be managed with better infrastructure, we also need high immigration for sound economic reasons - if we don't, we'll all end up paying higher taxes."

Dr Bob Birrell, co-director of the Centre for Population and Urban Research and reader in sociology at Monash University, said the ratio of foreign-born residents was already higher in Sydney and Melbourne because they were the two most popular destinations for new arrivals.

"We're getting lots more Indian and Chinese immigrants coming to study, but many of those will end up settling here," Dr Birrell said.

The Federal Government estimates that cutting immigration from 280,000 to its target of 180,000 will result in a population of 36 million by 2050.

But it also means the number of working taxpayers will halve in relation to the number of people aged over 65.

Most migrants come from Britain (14.2 per cent), followed by New Zealand (11.4 per cent), India (11.2), China (10.5) South Africa (5.3) and the Philippines (4.1).

Mr Salt said there would be more Iraqi and Afghan migrants.

FRESH from being evicted from the Australian Open Tennis, Kevin Rudd's nephew is embroiled in fresh controversy over art works that lampoon dead Australian soldiers.

Van Thanh Rudd, who last week was ejected from the open for wearing a Ku Klux Klan costume with the logo "Australian Made", has been attacked over "disrespectful and disgraceful art".

The art work juxtaposes a picture of Shane Warne making an impassioned appeal for a wicket against a coffin of a Digger draped in an Australian flag being carried to a Hercules transport plane for the journey home.

Another montage entitled The Rape depicts real pictures of identifiable rugby league players positioned so they look as if they are engaged in sex acts.

Mr Rudd is the son of the Prime Minister's older brother, Malcolm. According to his website which displays the art works, Mr Van Thanh Rudd was born in the Queensland coastal town of Nambour - the Prime Minister's home town - and now resides in Melbourne.
In what appeared to be a veiled reference to the Prime Minister, Mr Baldwin said anyone with any influence on Mr Van Thanh Rudd or his family should get him to pull the website down.

Prime Minister Rudd has previously condemned artist Bill Henson over his erotic depictions of children describing them as "disgusting". But presented with Mr Van Thanh Rudd's images a spokesman would only say: "The Prime Minister believes all Australians should respect the service and sacrifice of our Australian servicemen and women."

Mr Van Thanh was fined $234 by police for his Klu Klux Klan protest at the Australian Tennis Open. But he could also be facing possible civil action from the Australian Made campaign if he ignores a legal warning to stop using its logo for his anti-racism protests.

Mr Rudd, 36, was fined by police for "riotous behaviour"' after he and fellow Revolutionary Socialist Party member Sam King staged a protest against the treatment of Indian students and immigration policies.

Australian Made campaign chief executive Ian Harrison said the organisation had told lawyers to write to Mr Rudd requiring a commitment from him not to "misuse" the logo.

The Prime Minister's nephew said the protest was aimed at drawing attention to racism in Melbourne and the incarceration of asylum-seekers.

"We don't see why Australia has the right to be the most racist country in the world," he told the ABC.

"Australia funds the genocidal Sri Lankan regime and then rejects the refugees who flee. In this country you could not get away with doing that against whites. So they're the basic reasons we're having the protest today," he told the ABC.

Mr King said the idea for the demonstration stemmed from a cartoon in an Indian newspaper that likened Victorian police to the Ku Klux Klan.

KEVIN Rudd has defended the right of his nephew to use controversial protest tactics, even though he disagrees with him.

Van Thanh Rudd, a Melbourne-based artist, made headlines in the Indian media after dressing up in a Ku Klux Klan hood on Australia

Day to protest against violence directed at Indian students.

Asked about those tactics, the Prime Minister said he had a broad family.

"We all believe in free speech but I don't agree with what he said," Mr Rudd told Fairfax Radio today.

"I haven't had a chat with him for quite some months."

Mr Rudd pointed out that his 36-year-old nephew had two brothers - a policeman and a member of the Australian Defence Force.

They are the sons of the Prime Minister's brother Malcolm, a Vietnam veteran, and his wife Tuoi.

"I am not a socialist. I have never been a socialist and I never will be a socialist," Mr Rudd said.

“The Fruit does not falls far from the tree.”
