In an interview with the Herald, Mr Rudd rejected growing criticism that he had abandoned the climate change cause because it was no longer a vote winner after the Copenhagen conference and the defeat of his emissions trading scheme.
"It's very clear cut that whether climate change is topical or not, whether it is popular or not, the reality of it does not disappear," he said.
"This remains a fundamental economic, environmental and moral challenge. Whether it's newsworthy or not in a particular season is beside the point. We haven't changed our view of this.''
The Senate has twice blocked legislation for the emissions trading scheme. The legislation is again before the Parliament but the Senate has delayed debate until at least next month and there is next to no chance there will be a vote before the election expected in the spring.
Mr Rudd said that if he is re-elected, he will try again to have a scheme introduced but it would depend on the make-up of the Senate.
''We've got to ensure that we act on climate change and we do so always within the scope of our powers. We maintain our position that this is part of the most efficient and most effective means by which we can reduce greenhouse gas emissions with the least cost to the economy.''
Mr Rudd can use the twice-defeated emissions trading scheme as a trigger for a double dissolution election. While coy on that prospect, he said he would have no problem advocating an emissions trading scheme during a campaign.
He said Australia was playing a key role in trying to forge meaningful international action to reduce greenhouse gas emissions: ''National action in the absence of global action doesn't add up to a row of beans.''
He did not agree Copenhagen was a failure. It had produced an accord that temperature increases should not exceed 2 degrees, he said. In the past three months, Australia had been working intensively to get countries to sign up. So far, 74 countries, producing 80 per cent of the world's emissions, have pledged to reduce emissions by 2020.
Mr Rudd spoke to the Herald the day after his meeting this week with the premiers and chief ministers on health - and the day before the government broke its promises on insulation and childcare.
Mr Rudd had promised to put a health plan to the states by mid-2009; then he asked them to accept the plan or face a referendum at the 2010 election.
He said it was unfair to accuse him of breaking a promise just because the health plan was not presented until early March.
''I can never quite understand the criticism from Abbott and others at the time about why there is a six-month delay,'' he said.
''For goodness sake, 12 years of [Howard government] inertia and after two years we've decided to take a further six months to consider the implications for such a big reform, the biggest since the introduction of Medicare.'''

Unions grab $80m slice of school building funds

UNIONS have exploited a loophole to have almost all schools stimulus upgrades in Victoria declared "major projects" in order to pocket site allowances estimated to total at least $80 million.
The Master Builders Association of Victoria said the allowances - supposed to account for harsh conditions on large buildings - were an "abomination" and should never have applied to most education revolution projects. "We have a regime where the unions exploited the building education revolution to maximise wages for construction workers," executive director Brian Welch said. "It's just another add-on, and because the employers don't have the capacity to take it away from the unions, it stays and it grows."
The main building union, the Construction Forestry Mining and Energy Union, won the right to site allowances of between $2.40 and $4.60 per worker per hour through a series of cases at the Victorian Building Industry Disputes Panel.
The CFMEU confirmed it had since spread the allowances across almost all school jobs and said workers would use the extra cash for dinner or a film.
In Victoria, a "major project" is defined as anything above $2.4m. Once that threshold is reached, the sliding scale of allowances applies. Many schools stimulus projects fell short of the $2.4m mark, so the CFMEU sought to "bundle" together all projects undertaken by individual builders to get over the threshold.
The Weekend Australian has obtained two judgments from panel chairman Bob Merriman in which he green-lights the union's bid. "In considering all aspects of this matter, I am convinced the union's claim in this matter is justifiable and meets the requirements of the principles outlined above," Mr Merriman ruled.
Mr Welch said the MBAV supported the $16.2 billion Building the Education Revolution stimulus, but the exploitation of the site allowance had hurt profits.
"The costs escalated and not only applied to the workers for the construction company but all the subcontractors who walked on to the site," he said.
"It didn't aid employment, it just put more money in the pockets of building workers."
CFMEU state secretary Bill Oliver made no apologies for securing the allowance, saying unions were used to builders artificially breaking up projects to minimise site allowance.
"A site allowance is extra money in the pocket of workers, which will be spent on taking their families out to dinner, or to see a movie, or to buy a new pair of socks - all of which helps the economy and serves the ultimate purpose of the stimulus funding," Mr Oliver said.
The MBAV wants the panel to be abolished or an appeals mechanism created. "There is a flaw in the system, which we pointed out to the (state) government; they didn't do a great deal about it so the industry is now paying $2.40 for every school no matter what," he said.
"Why haven't they done anything about it? Because I think they are as intimidated by the unions as much as anyone else."
Labour costs usually make up about 50 per cent of a construction project's cost. The site allowances add 6 per cent to the wages bill, and 3 per cent to overall cost. Applied across Victoria's $2.64bn share of the last two rounds of the stimulus, it amounts to $80m.
Mr Welch said employers would be powerless to strip the allowances out of future agreements. "The unions are going to be out of the cage," he said.
"The Australian Building and Construction Commission is waning, the ability to control and temper their conduct is diminishing and the feral elements want to exert their influence."
The state and federal governments declined to comment.

THE opposition has seized on a coroner's findings to accuse the government of acting irresponsibly by giving visas to Afghan refugees blamed for a deadly boat blast last year.
The Prime Minister, Kevin Rudd, is under pressure to revoke the protection visas handed to three Afghans accused of plotting the April 16 blast on the boat known as SIEV 36. The men received the visas before an inquiry into the blast was complete.
Yesterday the Northern Territory Coroner, Greg Cavanagh, named three men as being part of a plan to cripple the boat and start a fire so that they could not be forced to return to Indonesia.
He found that Arman Ali Brahimi, Ghulam Mohammadi and Sabzali Salman had, with others, collaborated to lie to him about the explosion that killed five Afghan men and endangered Defence personnel who had boarded the boat.
The Opposition Leader, Tony Abbott, demanded to know who had decided to grant the men visas and challenged Mr Rudd to cancel them. ''My question is to the Prime Minister. It is simple, it is clear and it should not require him to read any briefing notes … Will he now revoke the visas of those three individuals who were found by the Northern Territory coroner to be involved in a plan to set fire to the vessel?''
Under taunts of being soft on criminals, Mr Rudd said the coroner's report had been forwarded to the Northern Territory police, who would decide whether charges would be laid.
''I am advised by the Immigration Minister that that decision [to grant visas] was made independently by his department through a careful and rigorous assessment of the merits of each individual case,'' Mr Rudd said.
But the opposition immigration spokesman, Scott Morrison, said the Immigration Minister could decide to deport the men on character grounds now.
''This is a government where ministers and the Prime Minister are more interested in protecting themselves from accountability than they are in making decisions and taking responsibility,'' he said.
Mr Cavanagh found the asylum seekers colluded to lie about the explosion on the boat, near Ashmore Reef. He said most of the asylum seekers had known of the plan to cripple the boat, despite their denials.
"Because they have all told similar lies, I can only conclude that they have all to some extent colluded with each other and decided as a group to lie to this inquest," Mr Cavanagh said.
Mr Cavanagh said one or more asylum seekers deliberately ignited petrol which had been spilt into the bilge, causing an almost instantaneous explosion.
The Immigration Minister, Chris Evans, said he was ''disturbed'' by the findings but would await the findings of any criminal proceedings before making a decision on deportation. Northern Territory police had supported his department's decision to give visas to all survivors of the boat blast, he said.
The Coroner also found the explosion could have been avoided if Defence personnel had properly searched the boat for petrol and confiscated cigarette lighters and matches from those on board.
The explosion would probably have been avoided if Defence had not served an "inappropriate" warning notice on the asylum seekers, telling them to consider returning to Indonesia.
Mr Cavanagh praised the bravery and professionalism of three personnel and said more people might have died but for their actions.
He found Defence members had rescued their colleagues first but he could not criticise that given the circumstances.
