US PRESIDENT Obama is in a jam and wants Australians to help him out. Like our own Prime Minister Kevin Rudd, Obama ran an election campaign big on promises that he is having difficulty keeping.

One of those big promises was a pledge to close Guantanamo Bay in the first 100 days of his presidency. But first Obama has to find somewhere to place its remaining 250 or so inmates, most of whom are unlikely to face prosecution.

Among those who won’t face court action are 17 Uighur people. The US would like Australia to accept them.

The Uighur are Muslims from northern China. They want a separate Muslim homeland; there is little doubt they are persecuted by the Chinese, just as are the Tibetans. There is little doubt that they would not be safe from the Chinese, if they were returned to their homes.

But Obama wasn’t thinking about the Uighur when he vowed to close the Guantanamo. He was playing domestic politics, appealing to people like his married friends Bill Ayers and Bernadine Dohrn, a pair of America’s worst urban terrorists, in whose living room he is said to have decided on a political career.

Ayers and Dohrn were members of the Weathermen, a group of terrorists who blew up government buildings around the US in the late ‘60s and early ‘70s, fortunately killing no-one but three of their own members.

Obama has learnt that the views of Ayers and Dohrn are not representative of many other Americans, most of whom realise that Gitmo houses some very bad people. No matter how small-L liberal Obama’s supporters are, they are not liberal enough to want Gitmo-quality people living in their neighbourhood.

Obama didn’t see this coming. Nor was he aware of a Pentagon report recently obtained by The New York Times which found that one in seven of the 534 prisoners transferred abroad from Guantanamo Bay returned to terrorism or militant activity.

Even Obama’s own Democrat Party colleagues are baulking at resettling Guantanamo Bay inmates in the US, which is why Obama has asked Australia to take at least some of the Uighur prisoners who have been held there for the past seven years.

This is the third request the US has made to Australia to accept Uighur detainees, the first two being made by the Bush administration.

This request differs, however, from those made by the Bushies, as former president Bush made no pledge to close Guantanamo and the approach to Australia was a resettlement issue, rather than the domestic US political problem it has now become.

Australia is essentially being asked to take the 10 Uighur to help Obama out of a political jam of his own making.

According to Mamtimin Ala, the general secretary of the Australian Uighur Association and member of the executive committee of the World Uighur Congress, the Uighur have been found not to be enemy combatants by the US courts and the US now has a moral responsibility to offer them homes in the US.

“It is primarily a US problem,” Ala told me. “But the American government fears creating outrage and unexpected repercussions if they permitted those Uighur to resettle in the US.”

Ala, a human rights activist who was granted an Australian protection visa last year and now has permanent residency here, previously lived in Brussels where he studied at a Belgian university for his masters in philosophy.

He argues that because Australia was a partner in the war on terror, it should accept a degree of responsibility for the Guantanamo inmates, if the US will not resettle them.

That argument is a little weak.

Australia needs migrants who want to be Australians, not migrants who see their future as hyphenated-Australians, owing a shared allegiance to another nation, and supporting foreign militants.

We already have difficulty dealing with groups who refuse to embrace the clearly recognisable Australian identity, preferring to fight ethnic and religious wars either by proxy though fund-raising exercises or through violence at sporting events and other opportunistic moments.

This is a difficult call as we have about 5000 Uighur living here now, and according to all accounts, quite peaceably, just as we have a small number of Tibetans.

There is no doubt that China would not like America or Australia to accept the Guantanamo Uighur.

China is a bully and China requires its diplomats to organise its expatriate communities to intervene in our domestic politics and make its views felt but that should not be a concern.

What is clear here is that Guantanamo, and the fall-out from Obama’s domestic policies, is not a matter for Australia.

When he led the triumphal chant, “Yes, we can,” Obama should have realised there were a few things that blind optimism could not achieve.

He didn’t think things through and we should not be there now to save his political goals. If he thinks he can convince Australians and Australian politicians that the Uighur pose no threat, he can convince his own electors of the same thing.

THE Rudd Government has acknowledged that the supremacy of the US has begun to fade and Australia is preparing for an uncertain future in which it can no longer rely on the protection of its main ally.

In a fundamental shift in defence plans, the Government has explicitly declared that US primacy in the Asia-Pacific - the bedrock of the nation's security since

World War II - may be ending. The change, caused by the rise of new great powers such as China, is set to produce growing regional tensions and a "sudden deterioration" in Australia's security.

A 20-year defence blueprint, to be released by the Prime Minister, Kevin Rudd, today, prepares for a multibillion-dollar build-up of naval and air forces to ensure that Australia can defend its northern and sea approaches.

It says a regional shake-up is under way but US supremacy will not be blunted before 2030 and assesses the chances of an attack on Australia in the short term as "very remote".

The white paper, Defending Australia In The Asia Pacific Century: Force 2030, is the first since 2000 and outlines a range of security threats, including instability caused by the financial crisis, cyber warfare, failed states in the Pacific, Islamist terrorism, weapons of mass destruction, and climate change.

It warns that Australia must ensure it can protect itself amid an emerging range of great powers in the region - particularly China, India and Russia - which could lead to a "miscalculation" with disturbing consequences for Australia.

"Australia has been a very secure country for many decades, in large measure because the wider Asia-Pacific region has enjoyed an unprecedented era of peace and stability underwritten by US strategic primacy," the paper says. "That order is being transformed as economic changes start to bring about changes in the distribution of strategic power. Risks resulting from escalating strategic competition could emerge quite unpredictably."

The Minister for Defence, Joel Fitzgibbon, said the world faced "the beginning of the end" of the unquestioned dominance of Australia's principal ally since the Cold War.

The paper criticises China for failing to explain its substantial military build-up in recent years, which appears to have exceeded the force needed for a war over Taiwan. China's military modernisation will be little affected by the global financial crisis and is set to limit the ability of the US to control the region, it says.

"The pace, scope and structure of China's military modernisation have the potential to give its neighbours cause for concern if not carefully explained, and if China does not reach out to others to build confidence regarding its military plans.

"As other powers rise, and the primacy of the US is increasingly tested, power relations will inevitably change. When this happens there will be the possibility of miscalculation … A potential contraction of US strategic presence in the Asia-Pacific region, with a requirement for allies and friends to do more in their own regions, would adversely affect Australian interests, regional stability and global security."

The paper affirms support for the US alliance and for US-led efforts to bolster global security but warns Australia will not put troops at risk "in distant theatres of war where we have no direct interests".

Instead, the Government has focused on defending the borders of Australia, primarily by building air and naval power to protect the northern sea-air gap, maritime approaches and offshore oil and gas reserves.

A range of large-scale purchases includes a doubling of the submarine fleet to 12, about 100 F-35 Joint Strike Fighters, eight frigates with submarine detection capability and - as planned - three air warfare destroyers. For the first time Australia will acquire an arsenal of sea-based long-range cruise missiles.

"The ability to deter or defeat armed attack on Australia will continue to be the primary force structure determinant … This means focusing predominantly on forces that can exert air superiority and sea control in our approaches."

The Government has kept its commitment to boost the Defence budget by 3 per cent each year until 2018, but plans to scale this back to 2.2 per cent until 2030.

It says an internal reform program will save $20 billion.

"America (Hussein) will not protect us", warns Rudd

THE Chinese President, Hu Jintao, and his top generals have publicly ordered the military to obey the Communist Party "at any time, under any circumstances", as China enters its most politically fraught year since 1989.

Chinese officials yesterday warned of social instability as they raised their estimate of newly unemployed migrant workers to 20 million - triple the number they gave a month ago.

The huge economic and social dislocation coincides with a series of pressing political tests, including next month's 50th anniversary of the Dalai Lama fleeing Tibet, the 20th anniversary of the Tiananmen massacre on June 4 and a small but strident new democracy movement.

"We must make sure the army will follow the instruction of the [Central Military Commission] and the Communist Party at any time, under any circumstances," the commission said after a meeting chaired by Mr Hu. "We must always be sure of the army's stability and its unity," the commission said, in a statement read out on China Central Television's prime time news on Sunday night.

A senior military leader separately warned yesterday that China would "accelerate the building of our nuclear and conventional combat strength". This marks a sharp break from a three decades-old policy of maintaining a stable and relatively small nuclear arsenal while rapidly building its conventional forces.

The comments were penned by Jing Zhiyuan, the commander of the second artillery corps, in an article for the party's main journal on theory and policy.

Experts say Mr Hu's comments reveal the party's acute anxiety about potential uprisings rather than any immediate call to arms.


Chinese leaders sometimes exaggerate the risks to their hold on power to ensure the party sticks together in difficult times - a lesson learned after a top leadership split led to huge protests in Tiananmen Square in 1989 and a subsequent bloody crackdown.

But Sunday's military commission statement was unusual in its strident language and its prominent broadcast.

"When you have growing social unrest the party leadership always makes sure they have their coercive elements prepared in case they may be drafted in to stabilise things, like in 1989," said Tai Ming Cheung, an expert on the People's Liberation Army at the University of California. "I don't think this indicates any great distrust between the party and the military or that there is any significant tensions or possible unrest within the military ranks."

This week would normally mark the end of Chinese new year festivities, when rural migrants head back to their urban jobs at factories, construction sites and restaurants.

But China's leading rural expert said tens of millions would not make the journey this year.

Chen Xiwen, a top rural planning official, told reporters yesterday: "Due to the economic downturn, about 20 million rural migrant workers have either lost their jobs or have not yet found employment and have gone home to the countryside.

"After returning to their village what do they do about revenue? About their lives? This is a new factor impacting this year's social stability."

Mr Chen said the number of newly unemployed rural migrant workers was likely to rise to about 25 million as new job seekers entered the market.

As far as I am aware Mr Rudd did not achieve the high office of "community organizer" perhaps if he did he would just do to his wife / partner (or the ladies at Scores NY "Gentlemans Club" ) what he and his party are doing to my country. *Re Scores New York Night Club It must be noted that Mr Rudd still maintains that he was too drunk to remember what happened when he was there, or can remember what activities took place whilst he was there,but he denies behaving the way management says caused them to escort Mr Rudd from the premises, Mr Rudd also maintains that in spite of not doing anything that would be regarded as unacceptable behavour for a married man he did call his partner /wife Ms Therese Rein / Mrs Rudd, in the early hours of the morning following his ejection from Scores NY to apologise for the behavour he was accused of by the Scores NY management,please note Mr Rudd at all times has maintained that he did nothing that would warrant making an apology for even though he felt compelled to apologise to his partner / wife just in case he did do something wrong, however he denies doing any of the things Scores NY say he did... hey makes sense to me...... I think. Mr Rudd's election campaign was riddled with almost every slogan and bumper sticker that I see written and spoken in Mr Obama's campaign, that is not so surprising, I guess when you consider that the Democratic Party sent to Australia before and 2007 election campaign began some of their top spin doctors to oversee and advise the Australian Labor Party on how to best sell thie socialist message,the Chinese Government at the invitation or the Australian Labor Party also sent their Chinese government advisor's to "councel" the large Chinese "communities" in crucial electorates, (former conservative PM John Howard's seat of Bennelong been one of them) on who to vote for, in order for the Chinese Government's Australian (branch) ideological soul mates, to win the 2007 Australian federal election. THE Federal Government will make internet censorship compulsory for all Australians and could ban controversial websites on euthanasia and anorexia.
Australia's level of net censorship will put it in the same league as China, Cuba, Iran and North Korea.

The Government will not let users opt out of the proposed national internet filter.
Broadband, Communications and Digital Economy Minister Stephen Conroy said the Government's $44.2 million internet censorship plan would now include two tiers — one level of mandatory filtering for all Australians and an optional level that will provide a "clean feed", censoring adult material. Despite planning to hold "live trials" before the end of the year, Senator Conroy said it was not known what content the mandatory filter would bar, with euthanasia or proanorexia sites on the chopping block. "We are talking about mandatory blocking, where possible, of illegal material," he said.

Governments spearheaded by China, Brazil, India, Russia and Saudi Arabia are trying to place the Internet under the control of the United Nations or its member governments, a move that the United States and other developed countries are determined to resist.


The issue has cropped up in preparatory talks for a world summit on the information society to be held from Dec. 10 to 12 in Geneva, with the stated goal of advancing the management and worldwide use of the Internet, especially in poorer nations.
Delegates from rich and developing nations remained divided on the matter at the end of the latest round of talks on Friday, senior diplomats said. "We will continue to fight hard to ensure that Internet governance remains a balanced enterprise among all stakeholders and continues to be private-sector-led," said the chief of the U.S. delegation, Ambassador David A. Gross. Pierre Gagne, executive director of the world summit, earlier identified control of the Internet as one of two key issues in the talks, adding that control and financial issues "will probably be the last issues to be resolved" at the summit.

Many developing countries argue that governments need to play a greater role in managing and setting policy for the Internet, while the United States, the European Union and Japan, among others, say government interference could stifle the development of the dynamic medium. The Internet, at present, is loosely managed by a private organization in California named the Internet Corporation for Assigned Names and Numbers, which coordinates such matters as Internet servers and domain names. Countries with developing and emerging economies would like to hand over that authority to a U.N. agency, such as the International Telecommunications Union (ITU).

The Internet medium is too important to be left in the hands of one major power, some argue, and others say problems such as cybercrime and protection of intellectual property rights require greater government involvement. Yoshio Utsumi, secretary-general of the ITU, which will host the December summit, said in an interview that Brazil is "a very strong advocate" of his agency taking over the Internet. China, Russia, India, Saudi Arabia, South Africa, Senegal and many other African countries were also "keen" for the United Nations to have a role, he said. But, he said, the differences of opinion were "too big" to be settled before the delegates meet in Geneva next month. Other diplomats said there might be no decision even then. The summit also will deal with questions such as how to block the spread of viruses, prevent unwanted "spam" and prevent the use of the medium for criminal purposes such as identity theft, Western officials said. Russia has proposed that the final declaration address Internet security in both "civil and security fields," but many countries fear that any reference to military security could limit freedom of expression, Mr. Utsumi said. There also is pressure for a strong statement in support of free expression on the Internet but sources said that is being resisted by China and other countries that want to maintain strong oversight of the medium. Secretary-General Kofi Annan, said the core purpose of the summit is to establish a common vision for the information society, to utilize new technologies to overcome poverty and to find ways to make Internet access affordable to all. The president of Senegal has proposed the creation of a "global digital solidarity fund" to help poor countries establish Internet access.

The ITU estimates that fewer than 1 percent of low-income country residents are Internet subscribers.
The United States and other industrialized countries say the existing mechanisms are sufficient and argue that funding a new international bureaucracy would not be an effective way to spread information technology. Poor countries would be better served by establishing an environment in which the private sector would develop the needed infrastructure, the industrialized countries say.
