Islamic outreach group Ummah United says ASIO risks radicalising young Muslims in need of mentors

It was the "gangster feel" of Muslim outreach organisation Ummah United that caught the eye of Tayyab Khan.

The young Logan man liked its ideals of brotherhood, sticking up for each other no matter what, and its image, the menacing black hoodies and T-shirts with their crossed-swords emblem.




Deliberately pitched to attract disaffected young men who might slip into the grip of street gangs, it was a high-risk strategy on the part of Ummah United.

"That attracted me," Mr Khan said.

"Yeah. That aggressive feeling."

Rather than reinforce what he calls his previous "bad habits", Mr Khan says Ummah United steered him away from the street gang lifestyle he once had.

"It's the same as hanging out with my boys from back in the day, but it's clean, it's a clean environment," he said, surrounded by other men from the group who have met to share snacks and gossip at a Lebanese cafe.

"We speak about religion, we speak about good things, different topics, the same as hanging out, like we're doing here.

"I would have done the same with my friends. But it would have led to something else that wouldn't have been good for us."

Robbie, who did not want to give his full name, is an older man with even more of a chequered past, darkened by substance abuse, relationship breakdowns and run-ins with the law.

He once had a good job working for Centrelink, but then got involved with drugs while working as a bouncer in Brisbane's Fortitude Valley nightclub precinct.

"Within six months, I'd racked up pages of charges," he says.

He credits Ummah United - and his conversion to Islam - with keeping him out of trouble.

"I was hanging out with other Aussies ... our culture is to go out and get pissed in the pub, you know; if you don't have a beer there's something wrong with you," he says.

"So for me to walk away from that lifestyle completely, I needed to surround myself in a clean environment. Islam is a clean environment.

"Ummah United has given me a more intimate family within Islam."

Sharing a sense of alienation

Mirways Sayed, who set up Ummah United in 2012, can relate to the young men who attend the centre, their frustrations and sense of alienation.

He came to Australia as an Afghan refugee in the late 1970s and used to drift around and get up to no good on Brisbane's Southbank, before it was redeveloped. He still sometimes struggles with his English.

Mr Sayed says his idea was for a community centre with its doors open to everyone, Muslim and non-Muslim, to "get them off drugs, street violence, jail, and encourage them to become a better person".

However, the organisation's idealistic open-door policy has come at a price.

David Toalei, who has been linked to the Bandidos, was an Ummah member.

He made the news in June when he was Tasered and batoned into submission by police on the Gold Coast after a rampage in which it is alleged he fired a shotgun inside a taxi and tried to hijack a milk float.

If that was not bad press enough, Ummah made the news again in September after it emerged that people who had attended Ummah meetings included the brothers of a Brisbane man suspected to have carried out a suicide bombing in Syria.

The ABC knows the man's full name but has chosen not to publish it.

It cannot be verified that the man, whose nom de guerre was Abu Asmaa, was involved in the attack on an airport in the east of Syria on September 11.

The only publicly available source material indicating Abu Asmaa was Australian are tweets in Arabic from Jihadi social media commentators including one called Abu Hasan, who claimed he had helped the man's bereaved family financially by buying his car.

The incident is a touchy subject for the close-knit community in Logan, many of whose members know the man simply as "Junior".

One Ummah United member who is close to the family interrupted 7.30's interview with Mr Sayed, saying the ABC was making too many assumptions about the man's involvement.

The group's potential links to radical Islam have excited the interest of the authorities, with Mr Sayed reporting multiple visits to the centre from the Australian Federal Police and ASIO officers.

The ABC asked Mr Sayed if officers had presented any evidence of wrongdoing. He said they had not.

ASIO visits give centre a bad rep

Some of the younger men privately complained to the ABC of frequent unannounced visits from ASIO at their homes.

The increasing attention has Mr Sayed worried that the pressure from the authorities has put the centre's future at risk.

"ASIO going to parents and going behind our backs and going to parents and asking questions ... people are a bit, you know, worried," Mr Sayed says.

"People are stopping their kids coming here and the place is getting emptier and emptier.

"Maybe if the authorities keep pressuring us like that, maybe this place will be closed."

According to Mr Sayed, if kids were not at the centre, "they'd probably be on the streets...in shopping centres, after the shopping centre's closed they're probably God knows where, in the city, outside, breaking and entering, stealing, all sorts of things".

A bridge back from radicalisation

Imam Uzair Akbar, from nearby Holland Park mosque, sees Ummah United not just as an alternative to the enticements of crime but, more importantly, as a fragile bridge between the mainstream and the radical fringe.

Appointed the group's spiritual adviser, the Imam aims his weekly religious talks at disaffected young men – and maybe even the women listening hidden in an upstairs gallery - who might be tempted to drift towards Jihad.

He acknowledges that he knows of young people "who are disturbed by what is happening in the Middle East".

The Imam is fighting a powerful force: radicalisation via the Internet. It was agreed early on that there should be no computers in the centre.

"If we do not occupy the youth, give them a purpose in life, then there is a possibility they may go to sites that incite hatred," he says.

"This centre will negate that. If people come to this centre on a regular basis, they will become part of the mainstream."

If the Imam is right, breaking Ummah United's link to the underground could be doubly counterproductive for the authorities, with the risk of shutting off a source of intelligence.

Says Imam Akbar: "If any person has any thoughts that can damage the fabric of this country, the beautiful fabric of this country, we will be the first to highlight that. We will not keep it behind closed doors."

THE mother of Amira Karroum, the former private schoolgirl turned Muslim jihadist, has said her heart "will never heal'' after learing of her daughter's death.

Replying to a condolence message from a Facebook friend who said "our children are not meant to go before us'', Honor Deane wrote: "My heart will never heal, I am distraught with grief but I am thankful for having her for 22 years.''





Approached at her home in Southport, on the Gold Coast, yesterday, a fragile-looking Ms Deane declined to comment.

A work colleague said: "The family doesn't know what happened (in Syria) and just want to be left alone to grieve.''

News of Karroum's death and that of her husband Yusuf Ali, comes as authorities in Australia continue to keep a close eye on young Muslims travelling to Syria to take part in the bitter civil war.

Federal police and NSW Police last month arrested and charged seven men including a man alleged to have masterminded sending young men to the country.

It was alleged they gave information and money to enable them to get to Syria and also put them in contact with groups feared to be associated with terrorists.

ASIO has also revoked a number of passports of citizens, preventing them from travelling overseas, particularly the Middle East.

The head of the NSW Counter Terrorists Squad Peter Dein has said he is concerned with the radicalisation of young men travelling to Syria.

ASIO believes more than 100 Australians are fighting with the al-Nusra Front, which is linked to al-Qaeda.

At least four Australians are known to have been killed in fighting so far.

In a report to Parliament in 2012 ASIO warned Australians fighting in Syria may return to "engage in terrorism".

A HARDLINE Islamic group has warned Muslims that the government was trying to "brainwash" their children and that they should resist any attempts to water down their strict view of Islam.

 "The government is playing a dirty, dirty game," Wassim Doureihi told the 600-strong audience at the Hizb ut-Tahrir Australia conference in Lidcombe yesterday.

Hizb ut-Tahrir wants global sharia law. Yesterday in Sydney it launched a 124-page report on what it sees as Australian government attempts to divide the Muslim community into extremists and moderates.

"The fundamental objective of these policies is to change Islam, to secularise Islam, to produce a so-called 'moderate Islam': a state-sanctioned version of Islam that is secular, politically impotent and localised," it said.



Mr Doureihi warned the audience that it was "a war on Islam - a war that is being waged in this country as it is in the rest of the world".

Fellow speaker Soadad Doureihi warned: "This is truly a battle." He said the Australian government had "arrogantly" assumed that because Muslim youth "went to their schools and watch their TV shows" they would adopt "their values".

Because that did not happen, he said, authorities had instead moved to target young Muslims with sponsored leadership programs. "This is not a leadership course, it is a brainwashing course," he said.

Outside, about 20 Australian Defence League members waved banners and chanted: "Australians are welcome, terrorists are not" watched by police .

League president Ralph Cerminara said: "This (Hizb ut-Tahrir) is a terrorist organisation and it needs to be banned from Australia."



Inside people told how they had been approached by representatives of ASIO and the Australian Federal Police to inform on other members of their Muslim community.

"Know your rights," Wassim Doureihi said. "When ASIO calls the simple message is that you open the door and slam it on their face."

The organisers said the government was attempting to manipulate their community by providing funding via counter-terrorism and counter-extremism groups.

"Not only do you reject it, you spit on it because it is money that will be the source of your demise," Mr Doureihi said. "It's not engagement, it's entrapment."

Soadad Doureihi condemned the National Imam's Council and the Lakemba Muslim Association for taking government money that was "absolutely conditional" on producing a more watered down version of Islam.

Sheik Rian Wiramihardja said: "They are rewriting Islam to make it more palatable to Western tastes and we have to be aware of this."

The speakers called on those present to resist any attempts to moderate Islam.

A PREGNANT asylum seeker deemed a security risk by ASIO was offered free domestic help and childcare while another detainee has had drooping eyelids fixed by taxpayers.


An array of non urgent medical treatment provided to detainees has been revealed including a suspected war criminal who had his impacted wisdom teeth removed at no cost to him.

Details of treatment were contained in Ombudsman's reports on long term detainees and come as the government announced the latest asylum boat detected yesterday had 147 passengers on board, the biggest arrival since October last year.

Most of the detainees who have been given everything from free glasses and orthotics to dietary counselling to combat high cholesterol, have been rejected as refugees and are exhausting appeals or have received a negative ASIO security assessment.

In August last year immigration official offered the pregnant 33-year-old, whose third son was born in January, free "domestic assistance, occasional childcare support and assistance with (her daily) routine" on the advice of an occupational therapist and a psychologist.

The woman, who had attended ante-natal appointments at Fairfield Hospital while living in residential housing in the Villawood complex, rejected the offer.

She and her two sons arrived by boat in May 2010 and were in community detention, where she married her husband in April last year, until her release was revoked in April after ASIO delivered an adverse security assessment.
A 27-year-old Tamil Tiger had his impacted wisdom teeth extracted in June at Whyalla in South Australia, two months after he complained of dental pain.

He has been in detention since arriving by boat in December 2009 and was rejected as a refugee after Department of Immigration officials found "serious reasons for considering (the man) had committed a war crime or a crime against humanity."

A Department spokesman declined to comment on the man's case.The 38-year-old with drooping eyelids overstayed a business visa before being rejected as a refugee, prompting attempts to remove him.

While he has been in detention in Sydney, the man has had three rounds of surgery between December 2009 and January 2011 to correct his eyelids.

A Department spokeswoman said surgery was never provided for "purely cosmetic reasons."

Other cases include a 35-year-old with two wives who has been treated for everything from hearing problems to reflux and insomnia since arriving by boat in 2009.

"These cases, especially that of that of a suspected war criminal will do more than test the patience of the Australian public," Opposition Immigration spokesman Scott Morrison said.

A spokeswoman for the Department of Immigration said it had a "non delegable duty of care" to ensure the health and welfare of detainees and that care "is funded by the Australian Government."

She said treatment had to be clinically recommended by "health professionals such as GPs, dentists and medical specialists."

Meanwhile, the government is reportedly considering a plan to move families out of community detention onto bridging visas to save money in the May budget.

Families would be treated the same as single asylum seekers who receive about $440 a fortnight and some rent assistance to live in the community.

Prime Minister Julia Gillard would only say yesterday that a decision had not been taken.

97 asylum seekers caught Australia-bound by Sri Lanka

SRI Lanka's navy says it has seized a fishing trawler carrying at least 97 asylum seekers on their way to Australia.

The boatload of migrants belonging to Sri Lanka's Tamil minority was intercepted at Oluvil off the country's eastern coast on Wednesday, navy spokesman Commander Kosala Warnakulasuriya told AFP.

"In the arrested lot were 39 men, 18 women and also 40 children," Warnakulasuriya said.

They will be handed over to Sri Lankan police later in the day, he added.

Last year some 16,770 asylum seekers arrived on Australia's shores, with Sri Lankans the biggest group, numbering about 6360.

Hundreds have died making the treacherous journey over the past few years.

Canberra is struggling to contain the numbers and has set up processing centres on Nauru and Papua New Guinea.

Sri Lankans pay up to $US3000 ($A2800) for a place on trawlers that take around two weeks to make the treacherous crossing to Australia. Some migrants travel by air to Indonesia and then take rickety wooden vessels to the Australian coast.

On Monday two people including a young child died when an asylum-seeker boat capsized. More than 90 were plucked to safety and taken ashore.

LARGE families released from immigration detention into the community on bridging visas will be entitled to more than $700 in equivalent welfare payments and rent assistance each fortnight.

A single parent with four or more children could receive as much as $706, the Department of Immigration confirmed yesterday.

The first boat to arrive since the government announced it was retreating from its policy to send asylum seekers to Nauru and Manus Island was intercepted on Wednesday.

Customs spotted a vessel with 37 asylum seekers and two crew southeast of Christmas Island. They will be among almost 7000 asylum seekers to have arrived since the offshore policy came into effect on August 13.

The latest arrivals can now be considered for release into the community, where they will be paid the equivalent of a welfare benefit, after the government backdown.

The government's policy reversal came after the flood of arrivals overwhelmed capacity offshore and in Australian detention centres.
All asylum seekers released into the community can be considered for 89 per cent of the Newstart allowance and 89 per cent of the applicable rent assistance offered by Centrelink.

In addition, free basic health care will be provided through the government's Asylum Seeker Assistance scheme and the Community Assistance Support program.

A department spokeswoman said the assistance could go as high as $700 in the cases of large families, but said usually only small family groupings arrived on boats, meaning they would be entitled to a lower rate of benefit and rent assistance.

The lowest rate for singles is about $440 a fortnight and they would also be eligible for a small amount of rent assistance of $72 if they are single and sharing a home, and $108 if they are single and living on their own.

The Red Cross has been the lead agency providing services to those in the community on bridging visas after Immigration Minister Chris Bowen announced last November at least 100 people a month would be released from detention. The number of asylum seekers on bridging visas had swelled to more than 5200 at the end of last week.

The department appointed an extra five service providers in August to work alongside the Red Cross, the department spokeswoman said.

New providers working with those on bridging visas include the Multicultural Development Association, Settlement Services International, Access Community Services, Adult Migration Education and the Migrant Resource Centre of SA.

Meanwhile, the government flew another charter jet to Colombo yesterday to return 40 Sri Lankans, taking the number of those returned to 466 since August 13.

"People who pay smugglers are risking their lives and throwing their money away," Mr Bowen said yesterday.

"There is no visa on arrival, no speedy outcome, and no special treatment."

IN February 1983, just weeks before the first Hawke ministry was sworn in, ASIO believed that the new minister for veterans' affairs, Arthur Gietzelt, was possibly "a secret member" of the Communist Party and "under some form of control" by the Soviet Union.

Several months after senator Gietzelt became a minister, an ASIO agent reported in a "secret" note a conversation between Communist Party leaders Laurie Aarons and Joe Palmada that revealed senator Gietzelt was "still a financial member of the CPA" and that he was meeting Aarons "regularly".

A previously unreleased cache of ASIO files made available to The Australian provides the first documentary evidence that Mr Gietzelt, now 92, was believed to have still had close links with the Communist Party while serving as a minister.

A "secret" ASIO minute paper, dated February 18, 1983, concluded with the "possibility" that "GIETZELT is under some form of control by the Soviets. As a secret member of the CPA and a parliamentarian he would undoubtedly be of interest to the Soviets," it said.

In an interview with The Australian, former prime minister Bob Hawke said: "I just don't think it is appropriate for a (former) prime minister to discuss the nature of the conversations they had with ASIO."

Mr Hawke said he was satisfied about senator Gietzelt's loyalty to the government.

"I had no problem with any of my ministers in terms of their complete commitment to the Australian Labor Party," he said.

"I had heard there was scuttlebutt about Gietzelt; there was scuttlebutt about Tom Uren. But as far as I was concerned they were totally committed to the Labor Party."

ASIO maintained its interest in senator Gietzelt's alleged communist linkages as the Hawke government came into office and while senator Gietzelt was serving as a minister.

Two days before the March 5, 1983 election, which swept Labor into government, ASIO completed an examination of its extensive files on senator Gietzelt, who had been a member of the upper house since 1971. "An examination of the GIETZELT file leads to the conclusion that he was and probably remains a secret member of the Communist Party of Australia," notes a minute paper labelled "top secret".

Another "secret" file note prepared in April 1982, during the Fraser government, documents senator Gietzelt's association with the Communist Party between April 1976 and November 1981.

It reports that Aarons, the then national secretary of the Communist Party, described senator Gietzelt as "the CPA's official parliamentary co-ordinator in Canberra between 1972 and 1975" -- the term of Gough Whitlam's Labor government.

It also notes that senator Gietzelt "was a secret member of the CPA" in 1969 or 1970, and also in 1979 that he "is a dual ticket holder (CPA/ALP) and is the main key of influence of the CPA in the left wing of the ALP".

In the March 1983 document, ASIO notes that while the source material on senator Gietzelt's secret involvement in the Communist Party stretched for at least four decades, it could not be certain that he "was a secret party member", even though earlier and later ASIO documents suggest that he was.

ASIO's files cover his alleged involvement with the Communist Party from the 1940s to at least the 1980s, and include extensive agent reports, informant reports, photos and films outlining a secret role in organising for the CPA inside the Labor Party.

Several ASIO files concerning senator Gietzelt's Communist Party linkages remain unreleased. Several documents that have been released have many redactions throughout.

When contacted by The Australian on Monday, Mr Gietzelt refused to respond to the ASIO claims in the new documents. When contacted by The Australian in 2010, Mr Gietzelt denied that he was a member of, or an organiser for, the Communist Party.

ASIO Found this Muslim to be a threat to the security and well being of Australian’s,thankfully there is a Federal Election soon this year and the Union financed Australian Labor Party, after many many appeals,far too many by any reasonable consideration in fact , decided to Muscle up and accept the advice of Australia’s “Spooks” and show him the door, back to IRAN. However after and if Labor & Madam Gillard is elected in the coming 2010 Federal Election I am sure that he will be able to slip back into Australia unannounounced  before CHRISTmas 2010. As for me, good riddance to bad rubbish support ASIO.
