EXPECT astonishment from the ABC's vast national audience when the federal government places trade-union slush funds front-and-centre of a major inquiry in the New Year.
The rusted-on viewers and listeners will be bewildered because the taxpayer-funded state-owned broadcaster has imposed a regimen of strict censorship on the key element in the inquiry - the misuse of money from the AWU association which was established with the assistance of legal advice from former Prime Minister Julia Gillard when she was a partner in the Victorian Labor law firm Slater & Gordon.
Those who don't take their news solely from the ABC would be well aware that the Victorian police are conducting a major inquiry into Ms Gillard's role in the establishment of the Australian Workers' Union Workplace Reform Association by her then boyfriend, Bruce Wilson and his AWU mate Ralph Blewitt in 1992.
Early last week, The Australian newspaper revealed that Fair Work Commissioner and former AWU boss Ian Cambridge has given sworn evidence of "gross irregularities" in the union slush fund that Ms Gillard advised on.
Wilson, who was in a long-term relationship with Ms Gillard in the 1990s is the target of a police investigation and Victorian fraud squad detectives have already seized files from Slater & Gordon, files which Wilson claims should be subject to client-lawyer privilege.
The detectives are seeking to establish whether the documents were created in furtherance of a fraud, which would render void the privilege claim and make them available as evidence.
The court heard Mr Cambridge had provided "substantial evidence" in his affidavit about misappropriation of union funds by Ms Gillard.
Lawyer Ron Gipp, representing lead fraud squad detective Ross Mitchell, said Mr Cambridge's evidence "puts it beyond any doubt" that there were "gross irregularities" in the funding of the association, which Ms Gillard referred to as a "slush fund" in an exit interview before she left Slater & Gordon.
He said statements from Mr Blewitt - "essentially a full confession by a co-accused" - describe the slush fund as a "scam".
Ms Gillard has repeatedly denied wrongdoing and said she had no knowledge of the fund's operations other than it was a "slush fund" for the re-election of union officials.
Money from the fund was used to purchase the Fitzroy house in Mr Blewitt's name at a 1993 auction, which Ms Gillard attended with Mr Wilson, who subsequently lived in the property.
Slater & Gordon handled the conveyancing and helped provide finance.
That's the background for ABC fans who have been kept in the dark and goes someway to explaining why many other Australians not affected by the ABC's news blackout are watching every legal move in this case.
In her exit interview with Slater & Gordon on September 1, 1995, Ms Gillard said: "It's common practice, indeed every union has what it refers to as a re-election fund, slush fund".
Whether every union does indeed have a slush fund is something the federal government should be looking into, and probably will, informed as it is by the material being developed by the ongoing AWU investigation.
Even without an official inquiry, it has emerged that money was used from a union slush fund known as the McLean Forum to finance campaigns in internal elections in the TWU's Queensland branch and to bankroll candidates in the Flight Attendants Association of Australia and the Health Services Union's NSW Branch.
Sums of at least $500,000 were reportedly spent in the TWU's Queensland campaign.
It was reported in March that a fund known as Industry 2020 donated funds for HSU elections and a 2008 article in The Sydney Morning Herald noted that former Prime Minister Julia Gillard "was a guest speaker at the inaugural fundraising lunch for the Industry 2020 fund at Flemington racecourse, which generated about $250,000 with nearly half that profit".
In that article it was also suggested that "two other fundraisers have been held for Industry 2020, including a small event at Melbourne's Greek Museum in Melbourne last year attended by (current Opposition leader) Mr (Bill) Shorten".
The Age reported in May that ASIC records in May showed that Industry 2020 was a registered company under Mr Cesar Melhem's sole directorship. Mr Melhem was formerly the AWU Victorian Secretary but is now a Victorian Labor MP, a more recent search however indicated that two companies, Industry 2020 Pty Ltd and Industry 2020 Ltd are both under voluntary external administration.
Two weeks ago, The Age reported that the nation's largest construction union, the CFMEU, had used a drug and alcohol charity to raise up to $1 million for union activities.
It has also been revealed that the Queensland branch of the Shop, Distributive and Allied Union has for a decade had an undisclosed internal slush fund - wrongly promoted to contributors as being tax deductible - to support union boss, Mr Chris Ketter's, re-election as State Secretary of the union. Mr Ketter was the ALP's lead Senate candidate in Queensland at the 2013 election.
The ongoing court case against former Labor MP and former HSU boss Craig Thomson over his alleged misuse of trade union funds has given added impetus to the need for a wider investigation into trade unions and their handling of members' funds.
The establishment of slush funds, the practice Ms Gillard regards as "common place" and carried out by "every union" must be examined to ensure that such operations are held to the same exacting standards of governance as organisations which hold investors' money.
Trade union members deserve to know who is responsible for holding their compulsory contributions and how their cash is being spent.
For too long, the union bosses have insisted that the Labor Party turn a blind eye to union activities.
Next year, the ALP must be given the opportunity to demonstrate it truly has the workers' interests at heart.
It will send a disgraceful message if it doesn't champion the broadest inquiry into the operation of slush funds and the union movement's handling of members' money more generally.
Surely it has nothing to hide?

IF CNN's international audience knew what a low priority Julia Gillard placed on national security, the network may not have given her a soapbox on which to offer unhelpful and irrelevant remarks about the alleged spying during Labor's term in office.
It is astonishing that a media outlet did not make it clear that Gillard, as deputy prime minister, showed such scant regard for national security that she sent a junior staffer and former bodyguard, Andrew Stark, to attend meetings of
the National Security Council in her place. It is staggering that neither she nor Kevin Rudd attended every meeting of the NSC when they were in Australia but that's the true measure of their priorities.
To hear her flapping her gums about a topic she cared so little for only serves to remind the electorate of how flawed she was, and how fortunate we are to be shot of them both, despite the adoration they both received from the ABC and its partner in hypocrisy, Fairfax Media.
One can expect those media organisations to willingly dance to the tune being played by the defector Edward Snowden and his conductors in the Kremlin, but to see Gillard, Opposition leader Bill Shorten and other former national leaders such as Malcolm Fraser stepping out diminishes any remaining respect.
Prime Minister Tony Abbott's dignified response to this Left-wing assault elevates him beyond measure.
Gillard's re-emergence so soon after being dumped by the ALP is an indication of the bitter battle being waged within Labor for some shred of consequence to show for the party's six years in office.
If only CNN had been better briefed, Gillard might have been asked about Labor's failure to provide any funding beyond December 31 for offshore processing of illegal boat arrivals, or of the cost of post-processing accommodation on Nauru and Manus Island.
She might have been asked about the lunacy of linking spending measures totalling over $16 billion over the current forward estimates period to the failed mining tax which is only raising $4.4 billion.
She could have been quizzed on the billions Labor ripped out of the Reserve Bank's reserves necessitating an injection by the Coalition of $8.8 billion to give the RBA a buffer with which to respond to international financial events.
She may have explained why Labor's debt ceiling would exceed its limit of $300 billion next month and is now forecast to break the $400 billion barrier. Under Labor and former treasurers Wayne Swan and Chris Bowen and former finance minister Penny Wong, the debt limit escalated four times, going from $75 billion to an eventual $300 billion, and it still couldn't keep up with Labor's wastrel tendencies.
Labor oversaw the fastest deterioration in debt, in dollar terms and as a share of GDP, in modern Australian history.
Just last week the public learnt Labor had planned secret cuts to the public service - but it had failed to fund more than 13,000 planned redundancies, leaving agencies to find the rest of the savings.
This has forced a large number of departments and agencies to offer voluntary redundancies, which were not funded by the former government and which have subsequently pushed some of them into operating losses.
".....she believes that a married woman is a prostitute. (Quote) "Prostitution in marriage is the transaction of sex in return for love, security and house-keeping." (Quoted by Helen Trinca, The Australian, April 6, 1984, p.7).
If CNN wanted Gillard to be relevant it should have asked her why she failed to release a secret report that estimated the NBN would leave taxpayers up to $31 billion worse off. Instead of addressing Labor's failed policies and seeking answers to questions Labor has lied about, the international broadcaster gave Gillard a platform to talk about national security - an area in which, like so many others, she demonstrated no expertise.
It is understandable a global audience may be enthralled by stories of spooks told by defecting traitors, but there is really nothing new to these tales. What is more important to the nation is the truth and nothing but the truth about Labor's six deceitful and immensely damaging years in office.

The former prime minister was surprised at the Victorian Women's Trust with the performance by Melbourne singer songwriter Bronwyn Calcutt who recited the October 2012 parliamentary speech aimed at then opposition leader Tony Abbott word for word.
"I rise to oppose the motion moved by the leader of the opposition," Calcutt sung, slowly strumming her instrument before picking up the pace.
"I will not be lectured about sexism and misogyny by this man. I will not! I will not!

In a speech defending her legacy, Ms Gillard also called for Australians to think about how the gender revolution of the past 50 years had created a "deeply held cultural stereotyping, anger and misogyny'' towards females.
Failed asylum seeker policy among Julia Gillard's regrets as prime minister
Her comments came as the Prime Minister broadcast a video message on his Facebook page last night brandishing the carbon tax repeal legislation he will introduce this week and calling on Labor to support the move.
"This is my bill to reduce your bills,'' Mr Abbott told his Facebook friends. "This is the first big job of the new parliament and I want to assure that as far as the government is concerned, it will happen.''
Labor has insisted it will only support the repeal if it is replaced with an emissions trading scheme, not the Coalition's direct action policy, potentially forcing the government to wait for the new, friendlier senate next July.

She also regretted that the government, and the parliament, was not able to better handle asylum seeker policy.
"Another bad error was effectively conceding the terminology 'carbon tax','' she said, urging Labor to stick by pricing carbon. "Our carbon pricing mechanism is an ETS with a fixed price for the first three years and I should have clearly said so."
Ms Gillard said she wanted Australians to think about how her gender influenced her prime ministership.

A PREGNANT asylum seeker deemed a security risk by ASIO was offered free domestic help and childcare while another detainee has had drooping eyelids fixed by taxpayers.
An array of non urgent medical treatment provided to detainees has been revealed including a suspected war criminal who had his impacted wisdom teeth removed at no cost to him.
Details of treatment were contained in Ombudsman's reports on long term detainees and come as the government announced the latest asylum boat detected yesterday had 147 passengers on board, the biggest arrival since October last year.
Most of the detainees who have been given everything from free glasses and orthotics to dietary counselling to combat high cholesterol, have been rejected as refugees and are exhausting appeals or have received a negative ASIO security assessment.
In August last year immigration official offered the pregnant 33-year-old, whose third son was born in January, free "domestic assistance, occasional childcare support and assistance with (her daily) routine" on the advice of an occupational therapist and a psychologist.
The woman, who had attended ante-natal appointments at Fairfield Hospital while living in residential housing in the Villawood complex, rejected the offer.
She and her two sons arrived by boat in May 2010 and were in community detention, where she married her husband in April last year, until her release was revoked in April after ASIO delivered an adverse security assessment.
A 27-year-old Tamil Tiger had his impacted wisdom teeth extracted in June at Whyalla in South Australia, two months after he complained of dental pain.
He has been in detention since arriving by boat in December 2009 and was rejected as a refugee after Department of Immigration officials found "serious reasons for considering (the man) had committed a war crime or a crime against humanity."
A Department spokesman declined to comment on the man's case.The 38-year-old with drooping eyelids overstayed a business visa before being rejected as a refugee, prompting attempts to remove him.
While he has been in detention in Sydney, the man has had three rounds of surgery between December 2009 and January 2011 to correct his eyelids.
A Department spokeswoman said surgery was never provided for "purely cosmetic reasons."
Other cases include a 35-year-old with two wives who has been treated for everything from hearing problems to reflux and insomnia since arriving by boat in 2009.
"These cases, especially that of that of a suspected war criminal will do more than test the patience of the Australian public," Opposition Immigration spokesman Scott Morrison said.
A spokeswoman for the Department of Immigration said it had a "non delegable duty of care" to ensure the health and welfare of detainees and that care "is funded by the Australian Government."
She said treatment had to be clinically recommended by "health professionals such as GPs, dentists and medical specialists."
Meanwhile, the government is reportedly considering a plan to move families out of community detention onto bridging visas to save money in the May budget.
Families would be treated the same as single asylum seekers who receive about $440 a fortnight and some rent assistance to live in the community.
Prime Minister Julia Gillard would only say yesterday that a decision had not been taken.
97 asylum seekers caught Australia-bound by Sri Lanka

SRI Lanka's navy says it has seized a fishing trawler carrying at least 97 asylum seekers on their way to Australia.
The boatload of migrants belonging to Sri Lanka's Tamil minority was intercepted at Oluvil off the country's eastern coast on Wednesday, navy spokesman Commander Kosala Warnakulasuriya told AFP.
"In the arrested lot were 39 men, 18 women and also 40 children," Warnakulasuriya said.
They will be handed over to Sri Lankan police later in the day, he added.
Last year some 16,770 asylum seekers arrived on Australia's shores, with Sri Lankans the biggest group, numbering about 6360.
Hundreds have died making the treacherous journey over the past few years.
Canberra is struggling to contain the numbers and has set up processing centres on Nauru and Papua New Guinea.
Sri Lankans pay up to $US3000 ($A2800) for a place on trawlers that take around two weeks to make the treacherous crossing to Australia. Some migrants travel by air to Indonesia and then take rickety wooden vessels to the Australian coast.
On Monday two people including a young child died when an asylum-seeker boat capsized. More than 90 were plucked to safety and taken ashore.

LARGE families released from immigration detention into the community on bridging visas will be entitled to more than $700 in equivalent welfare payments and rent assistance each fortnight.
A single parent with four or more children could receive as much as $706, the Department of Immigration confirmed yesterday.
The first boat to arrive since the government announced it was retreating from its policy to send asylum seekers to Nauru and Manus Island was intercepted on Wednesday.
Customs spotted a vessel with 37 asylum seekers and two crew southeast of Christmas Island. They will be among almost 7000 asylum seekers to have arrived since the offshore policy came into effect on August 13.
The latest arrivals can now be considered for release into the community, where they will be paid the equivalent of a welfare benefit, after the government backdown.
The government's policy reversal came after the flood of arrivals overwhelmed capacity offshore and in Australian detention centres.
All asylum seekers released into the community can be considered for 89 per cent of the Newstart allowance and 89 per cent of the applicable rent assistance offered by Centrelink.
In addition, free basic health care will be provided through the government's Asylum Seeker Assistance scheme and the Community Assistance Support program.
A department spokeswoman said the assistance could go as high as $700 in the cases of large families, but said usually only small family groupings arrived on boats, meaning they would be entitled to a lower rate of benefit and rent assistance.
The lowest rate for singles is about $440 a fortnight and they would also be eligible for a small amount of rent assistance of $72 if they are single and sharing a home, and $108 if they are single and living on their own.
The Red Cross has been the lead agency providing services to those in the community on bridging visas after Immigration Minister Chris Bowen announced last November at least 100 people a month would be released from detention. The number of asylum seekers on bridging visas had swelled to more than 5200 at the end of last week.
The department appointed an extra five service providers in August to work alongside the Red Cross, the department spokeswoman said.
New providers working with those on bridging visas include the Multicultural Development Association, Settlement Services International, Access Community Services, Adult Migration Education and the Migrant Resource Centre of SA.
Meanwhile, the government flew another charter jet to Colombo yesterday to return 40 Sri Lankans, taking the number of those returned to 466 since August 13.
"People who pay smugglers are risking their lives and throwing their money away," Mr Bowen said yesterday.
"There is no visa on arrival, no speedy outcome, and no special treatment."

Australian Prime Minister Julia Gillard and her Labor Green Independent "Co Party" Minority Government will introduce into Parliament, sweeping legislation that will provide new benefits for many Australians. The Australians With No Abilities Act is being hailed as a major legislative goal by advocates of the millions of Australians who lack initiative any real skills or ambition combined with Labor's "Vote People" illegal immigration and open borders policy is seen as an election win game changer for Labor in 2013.
"Roughly 50 percent of Australians do not possess the competence and drive necessary to carve out a meaningful role for themselves in society," said Emilys List affirmative action appointee MP Tanya Plibersek. "We can no longer stand by and allow People of Inability (POI) to be ridiculed and passed over. With this legislation, employers will no longer be able to grant special favors to a small group of workers, simply because they have some idea of what they are doing."
In a Parliament House press conference,House of Representatives Speaker The Hon.Anna Burke and Leader of the Government in the Senate,Senator The Hon. Christopher Evans pointed to the success of the Gillard government's Department of Climate Change, which has a long-standing policy of providing opportunity without regard to performance,they also cited its long standing and excellent record of hiring Persons with No Ability or knowledge of Climatology (63 percent).The Australian Broadcasting Corporation, Australia's taxpayer funded TV and Radio Broadcasting network was also cited as an example of the successful ongoing utilization of Australians with no ability.
Under the Australians With No Abilities Act, more than 7 million mid-level positions will be created,with important-sounding titles but little real responsibility, thus providing an illusory sense of purpose and performance.
Mandatory non-performance-based raises and promotions will be given to guarantee upward mobility for even the most unremarkable employees. The legislation provides substantial tax breaks to corporations that promote a significant number of Persons of Inability (POI) into middle-management positions, and give a tax credit to small and medium-sized businesses that agree to hire one clueless worker for every two
talented employees.
Minister Plibersek said "......of course the Governments Positive Discrimination Act will be rigidly enforced and that special consideration,indeed preference for these positions will be given to Aboriginal and Torres Straight Islanders with No Ability.
Finally,the Australians With No Abilities Act contains tough new measures to make it more difficult to discriminate against the non-abled, banning, for example, discriminatory interview questions such as, "Do you have any skills or experience that relate to this job?"
"As a non-abled person, I can't be expected to keep up with people who have something going for them," said Kylee - Al El Sani Bogainne', who lost her position as a wheel-nut polisher at GM's soon to shut down South Australian Port Elizabeth plant, due to her inability to remember " what do we want and when do we want it ... Deputy Prime Minister and Treasurer the Hon.Wayne Swan said: "As a Deputy Prime Minister and Treasurer with no abilities, I believe the same privileges that elected officials enjoy ought to be extended to every Australian with no abilities. It is our duty as lawmakers to provide each and every Australian citizen, regardless of his or her inadequacy, with some sort of space to take up in this great nation and a good salary for doing so."
Treasurer Swan when asked how the Australians With No Abilities Act, would be funded replied "....it is time for those extremely Lucky Australians, I say again, extremely Lucky Australians,with abilities and initiative started paying their fair share,we live in the land of the fair go and the Australians With No Abilities Act will be fully funded by a slight increase,I say again,by a slight increase, in the Tax rate applicable to any Australian earning in excess of $30,000 pa.no one could argue that these wage earners have not had it too good for too long, and its time that Labor's Working Families and Real Australians had a fair go." When asked what the increase would be Treasurer Swan said "..... we expect that a very modest increase of 15% to possibly 18% a very modest increase indeed,very modest indeed "

The Government is expected to introduce the legislation into Parliament in the first sitting of 2013,with a view to it taking effect by June 2013,speculation is rife that following the implementation of the legislation a Federal Election will be called for the second week of July 2013.

AUSTRALIA'S Grand Mufti Ibrahim Abu Mohamed has met with the hierarchy of Hamas, the Palestinian party listed by the Gillard government as a terrorist organisation.
Last week Dr Mohamed led an Australian delegation of Muslim scholars to the Gaza Strip, where they met Hamas senior political leader Ismail Haniyeh.
Mr Haniyeh, who has been pushing for the US and the EU to remove Hamas from its terrorist watchlist, last year described former al-Qaeda chief Osama Bin Laden as "a Muslim and Arabic warrior" while condemning the US for killing the terrorist leader.
Dr Mohamed, who has been styled as a moderate since taking the top Australian Muslim post, last week expressed his happiness at being in Gaza, describing it as the land of pride and martyrdom.
"I am pleased to stand on the land of jihad to learn from its sons and I have the honour to be among the people of Gaza where the weakness always becomes strength, the few becomes many and the humiliation turns into pride," he told local news agencies.
"We came here in order to learn from Gaza. As I said in my speech, we will make the stones, trees, and people of Gaza talk, in order to learn steadfastness, sacrifice, and the defence of one's rights from them.
"We feel like we are on cloud nine. We feel like we are on top of the world." Images of the visit were shown on local TV and hailed as a PR coup by Hamas, the fanatical ruling party in Gaza.
Attempts to contact Dr Mohamed, who has insisted radical Muslim extremists in Australia need to be corrected, were unsuccessful.
According to the Department of Foreign Affairs, Australia has listed Hamas as a terrorist entity subject to financial sanctions since 2001.
The military wing of Hamas is also listed as a terrorist organisation under the Criminal Code Act 1995.
In July 2009, Prime Minister Julia Gillard, then deputy prime minister, said: "Hamas obviously is a terrorist organisation that has been engaged in violent actions against the Israeli people."
Ms Gillard was unavailable to comment.
Foreign Minister Bob Carr said through a spokesman that the trip had nothing to do with the government.
"It's up to them to explain their own views and travel plans," the spokesman said.
"We have no diplomatic engagement with Hamas."
Last week's delegation, described by the media as one of several "delegations of solidarity", also visited the Ministry of Islamic Endowments and met with religious scholars and sheikhs.
