"WHAT you're seeing is how a civilisation commits suicide," says Camille Paglia. This self-described "notorious Amazon feminist" isn't telling anyone to Lean In or asking Why Women Still Can't Have It All. No, her indictment may be as surprising as it is wide-ranging: The military is out of fashion; Americans undervalue manual labour; schools neuter male students; opinion-makers deny the biological differences between men and women; and sexiness is dead. And that's just 20 minutes of our three-hour conversation.



When Paglia, now 66, burst on to the American stage in 1990 with the publication of Sexual Personae, she immediately established herself as a feminist who was the scourge of the movement's establishment, a heretic to its orthodoxy. Pick up the 700-page tome, subtitled Art and Decadence from Nefertiti to Emily Dickinson, and it's easy to see why.

"If civilisation had been left in female hands," she wrote, "we would still be living in grass huts."

The fact the acclaimed book - the first of six; her latest, Glittering Images, is a survey of Western art - was rejected by seven publishers and five agents before being printed by Yale University Press only added to Paglia's sense of herself as a provocateur in a class with Rush Limbaugh and Howard Stern.

But unlike those radio jocks, Paglia has scholarly chops. Her dissertation adviser at Yale was Harold Bloom, and she is as likely to discuss Freud, Oscar Wilde or early Native American art as to talk about Miley Cyrus.

Paglia relishes her outsider persona, having previously described herself as an egomaniac and "abrasive, strident and obnoxious". Talking to her is like a mental CrossFit workout. One moment she's praising pop star Rihanna ("a true artist"), then blasting ObamaCare ("a monstrosity", though she voted for the President), then it's global warming ("a religious dogma"), and the idea that all gay people are born gay ("the biggest canard", yet she is a lesbian).

But no subject gets her going more than when I ask if she really sees a connection between society's attempts to paper over the biological distinction between men and women and the collapse of Western civilisation. She starts by pointing to the diminished status of military service.

"The entire elite class now, in finance, in politics and so on, none of them (has) military service - hardly anyone, there are a few. But there is no prestige attached to it any more. That is a recipe for disaster," she says.

"These people don't think in military ways, so there's this illusion out there that people are basically nice, people are basically kind, if we're just nice and benevolent to everyone they'll be nice too. They literally don't have any sense of evil or criminality."

The results, she says, can be seen in everything from the dysfunction in Washington (where politicians "lack practical skills of analysis and construction") to what women wear.

"So many women don't realise how vulnerable they are by what they're doing on the street," she says, referring to women who wear sexy clothes.

When she has made this point in the past, Paglia - who dresses in androgynous jackets and slacks - has been told that she believes "women are at fault for their own victimisation". Nonsense, she says. "I believe that every person, male and female, needs to be in a protective mode at all times of alertness to potential danger. The world is full of potential attacks, potential disasters." She calls it "street-smart feminism".

Paglia argues that the softening of modern American society begins as early as kindergarten. "Primary-school education is a crock, basically. It's oppressive to anyone with physical energy, especially guys," she says, pointing to the most obvious example: the way many schools have cut recess.

"They're making a toxic environment for boys. Primary education does everything in its power to turn boys into neuters."

Paglia is not the first to make this argument, as she readily notes. Fellow feminist Christina Hoff Sommers has written about the "war against boys" for more than a decade. The notion was once met with derision, but now data backs it up: almost one in five high school age boys has been diagnosed with ADHD, boys get worse grades than girls and are less likely to go to college.

Paglia observes this phenomenon up close with her 11-year-old son, Lucien, whom she is rearing with her former partner, Alison Maddex, an artist and public school teacher who lives close by. She sees the tacit elevation of "female values" - such as sensitivity, socialisation and co-operation - as the main aim of teachers, rather than fostering creative energy and teaching hard geographical and historical facts.

By her lights, things only get worse in higher education. "This PC gender politics thing - the way gender is being taught in the universities - in a very anti-male way, it's all about neutralisation of maleness." The result: upper-middle-class men who are "intimidated" and "can't say anything ... They understand the agenda."

In other words, they avoid goring certain sacred cows by "never telling the truth to women" about sex, and by keeping "raunchy" thoughts and sexual fantasies to themselves and their laptops.

Politically correct, inadequate education, along with the decline of America's brawny industrial base, leaves many men with "no models of manhood", she says. "Masculinity is just becoming something that is imitated from the movies. There's nothing left. There's no room for anything manly right now."

The only place you can hear what men really feel these days, she claims, is on sports radio. No surprise, she is an avid listener. The energy and enthusiasm "inspires me as a writer", she says, adding: "If we had to go to war," the callers "are the men that would save the nation".

And men aren't the only ones suffering from the decline of men. Women, particularly elite upper-middle-class women, have become "clones" condemned to "Pilates for the next 30 years", Paglia says. "Our culture doesn't allow women to know how to be womanly," adding that online pornography is increasingly the only place where men and women in our sexless culture tap into "primal energy" in a way they can't in life.

A key part of the remedy, she believes, is a "revalorisation" of traditional male trades - the ones that allow women's studies professors to drive to work (roads), take the lift to their office (construction), read in the library (electricity) and go to gender-neutral restrooms (plumbing).

"Michelle Obama's going on: 'Everybody must have college.' Why? Why? What is the reason why everyone has to go to college? Especially when college is so utterly meaningless right now, it has no core curriculum" and "people end up saddled with huge debts", says Paglia.

What's driving the push towards universal college is "social snobbery on the part of a lot of upper-middle-class families who want the sticker in the window".

Paglia, who has been a professor of humanities and media studies at the University of the Arts in Philadelphia since 1984, sees her students as examples. "I have woodworking students who, even while they're in class, are already earning money making furniture and so on. My career has been in art schools 'cause I don't get along with normal academics."

To hear her tell it, getting along has never been Paglia's strong suit. As a child, she felt stifled by the expectations of girlhood in the 1950s. She fantasised about being a knight, not a princess.

Discovering pioneering female figures as a teenager, most notably Amelia Earhart, transformed Paglia's understanding of what her future might hold.

These iconoclastic women of the 30s, such as Earhart and Katharine Hepburn, remain her ideal feminist role models: independent, brave, enterprising, capable of competing with men without bashing them. But since at least the late 60s, she says, fellow feminists in the academy stopped sharing her vision of "equal-opportunity feminism" that demands a level playing field without demanding special quotas or protections for women.

She proudly recounts her battle, while a graduate student at Yale in the late 60s and early 70s, with the New Haven Women's Liberation Rock Band over the Rolling Stones: Paglia loved Under My Thumb, a song the others regarded as chauvinist.

Then there was the time she "barely got through the dinner" with a group of women's studies professors at Vermont's Bennington College, where she had her first teaching job, who insisted that there is no hormonal difference between men and women.

"I left before dessert."

In her view, these ideological excesses bear much of the blame for the present cultural decline. She calls out activists such as Gloria Steinem, Naomi Wolf and Susan Faludi for pushing a version of feminism that says gender is nothing more than a social construct, and groups such as the National Organisation for Women for making abortion the singular women's issue.

By denying the role of nature in women's lives, she argues, leading feminists created a "denatured, antiseptic" movement that "protected their bourgeois lifestyle" and falsely promised that women could "have it all".

And by impugning women who chose to forgo careers to stay at home with children, feminists turned off many who might have happily joined their ranks.

But Paglia's criticism shouldn't be mistaken for nostalgia for the socially prescribed roles for men and women before the 60s. Quite the contrary.

"I personally have disobeyed every single item of the gender code," says Paglia.

But men, and especially women, need to be honest about the role biology plays and clear-eyed about the choices they are making.

Sex education, she says, simply focuses on mechanics without conveying the real facts of life, especially for girls:

"I want every 14-year-old girl ... to be told: 'You better start thinking what do you want in life. If you just want a career and no children you don't have much to worry about. If, however, you are thinking you'd like to have children some day you should start thinking about when do you want to have them. Early or late? To have them early means you are going to make a career sacrifice, but you're going to have more energy and less risks.' Both the pros and the cons should be presented."

For all of Paglia's barbs about the women's movement, it seems clear that feminism - at least of the equal-opportunity variety - has triumphed in its basic goals. There is surely a lack of women in the C-Suite and congress, but you'd be hard-pressed to find a man who would admit that he believes women are less capable.

To save feminism as a political movement from irrelevance, Paglia says, the women's movement should return to its roots.

That means abandoning the "nanny state" mentality that led to politically correct speech codes and college disciplinary committees that have come to replace courts. The movement can win converts, she says, but it needs to become a big tent, one "open to stay-at-home mums" and "not just the career woman".

More important, Paglia says, if the women's movement wants to be taken seriously again, it should tackle serious matters, such as rape in India and honour killings in the Muslim world, that are "more of an outrage than some woman going on a date on the Brown University campus".

Underage rape victims could face charges due to legal loophole

UNDERAGE girls could be charged with being an accessory to their own rape due to a legal loophole.

Police said prosecuting men for statutory rape was difficult because they could be compelled to charge the vulnerable child victim as an accessory to the crime.

The offence of statutory rape is known in Australia as the sexual assault of a child under 16. The revelation to Parliament came after Opposition community services spokeswoman Pru Goward questioned why a 25-year-old man had not been charged over an alleged relationship with a pregnant 14-year-old girl.

Ms Goward had no further details of that case but she yesterday said the refusal by police to lay charges in those circumstances had set progress in rape cases back years. "It is the footballer's defence," she said. "In high profile cases that have involved young girls, they always say the girl asked for it. "The prospect that a young woman who is underage could be charged as an accessory after the fact because she initiated the man to have sex with her or she hid her age, none of these statutory rape cases would ever succeed."

Police Minister Michael Daley was provided general advice from police which stated there were a number of difficulties in bringing statutory rape charges against an adult male. "One of which is that the underage female in such a case may be liable as an accessory to the offence and may not co-operate with the investigation," the advice read.

Police said other factors such as the "stress and trauma of a trial on the wellbeing of the underage female would also need to be weighed up against the psychological harm that may have arisen from the relationship."

Mr Daley last night said he was unaware of any cases where child victims had been charged with accessories and he said it would be "against police prosecutorial policy."

"In the majority of these cases I would expect that they would lay charges against the adult offender," Mr Daley said. "Police have not requested further laws in this area, but if they did the Government would be happy to consider them."

DOCS has also admitted they are sometimes powerless to prevent men living with children in intimate relationships. Cases of girls younger than 16, the legal age of consent, were complex.

Is this yet another concession to the Multicultural / Progressive / Deviant community by the "Progressive" Australian Labor Party?

AN obstetrician from London is regularly being flown 19,000km to rural NSW in a desperate bid to deal with the critical shortage of doctors.

In a sign of how desperate rural NSW has become for medical professionals, another obstetrician is working without full qualifications.

The latest example of the funding crisis in health comes as the state health ministers meet today to thrash out the details of a massive Federal Government package to rescue public hospitals.

Australian-trained Dr David Hodgson, who helped pioneer the three-minute hysterectomy, is based in London but for the past year has been flown out on almost a two-monthly basis to work at Wagga Wagga Hospital, in the hope he will stay permanently.

But the decision to spend an exorbitant amount on flights and accommodation has been criticised by maternity groups and rural doctors, who say the money could be better spent on enticing city-based doctors to the bush.

Only two months ago, the Greater Southern Area Health Service was struggling to pay its bills and owed more than $30,000.

What Women Want founder Justine Caines said a more viable option would be to invest in midwifery services.

"It just seems like such an expensive solution when a midwifery model of care could be developed," she said.

In Bega, Dr Thamir Karam is listed as the on-call obstetrician but due to lack of qualifications, he must also be supervised by a colleague.

The Iraqi-born doctor has been working in Australia for several years and while there is no concern about his ability, local doctors are worried his experience is not enough to manage complicated births.

The Daily Telegraph understands Dr Karam dropped out of the training program run by the Royal Australian and New Zealand College of Obstetricians and Gynaecologists.

College president Dr Ted Weaver said the cases highlighted the desperate need to entice obstetricians to rural towns. "It is wrong to suggest a person without the diploma is the same as an Australian-trained obstetrician who has gone through the college's training," he said.

In a statement, the area health service said: "GSHAS has a short-term arrangement where the doctor rotates working in Wagga Wagga for a month before returning to the UK.

"The locum doctor providing services at Bega Hospital . . . is being supported by a specialist obstetrician and gynaecologist. Referee checks were completed."

Hey what are these smucks complaining about? Medi(dont )care is without doubt the best third world free health system on earth bar none, after all surely the Australian Labor Party knows whats best for your health than you and your Doctor, anyone complaining about the above story should be visited by a Union official and coumcelled on t heerrors of the thinking.

The joke is that just this very day i spoke to a woman working in the Australian health system who was a British immigrant who told me of her sisters plight in the UK who was given a 48 week wait to see a gynecologist for an urgent medical problem.
The Australian Labor Party based its FREE health care system on their Bruvvers in arms in the UK Labor Party's shambolic free National Health System, The Australian Labor Party was determined to destroy the BEST health care system in the world and replace it with the WORST, and Australians fell for it hook line and sinker because they were told it would not cost them any money when they visited the Doctor.

Hospitals out of resources and Rees out of money

THE NSW health system is on the brink of collapse, with a special commission of inquiry recommending emergency wards now treat only the most urgent cases - with all other patients forced to wait in line at general practice clinics.

In a scathing report, commissioner Peter Garling revealed NSW hospitals had effectively run out of resources to treat the number of patients now clogging the system.

Despite Mr Garling's calls for an urgent restructure of the health system, the State Government yesterday refused to act on the 139 recommendations found in the report until mid-next year. The report has recommended closure of outer Sydney hospital emergency

wards due to lack of resources. Describing state health as "on the brink", Mr Garling said the system placed patients' needs behind doctors' and management.

The report comes as officials head to Canberra today to ask the Federal Government for $800 million to prop up the ailing health system.

The Daily Telegraph understands that Mr Garling's reforms will cost up to $400 million if fully implemented.

However, the Government failed to provide funds in its mini-Budget for to respond to the Garling report.

"I would describe our hospitals as good by world standards, but too often unable to deal with the sudden increase in patients, the rising cost of treatment and the pressures on a workforce spread too thinly and poorly supported in the administrative tasks which take them away from their patients," Mr Garling said.

The man who campaigned for radical reform in state hospitals after his daughter's death has described yesterday's report as a hollow victory.

Warren Anderson has been pushing for change after his daughter Vanessa, 16, died in Royal North Shore Hospital in 2005 after being prescribed wrong pain medication.

In January, a coroner described her death as a result of "systematic failures" and recommended the health system be overhauled.

The Government will not respond to the report until next March.

Premier Nathan Rees conceded it would be a challenge to overhaul the system and fund the reforms.

THE much-hyped Baz Luhrmann movie Australia has flopped at the US box office on its opening day, according to reports.
Figures quoted from US entertainment newspaper Variety in the Herald Sun newspaper said the movie made a paltry $3.4 million on its Thursday opening in the key market.

That worked out at a per screen average of $1318, compared to the $35,055 per screen earned by teen movie and box office leader, Twilight.

Talkshow queen Oprah Winfrey has promoted the movie on her show.

Thanksgiving weekend is a traditionally tough weekend in the US, and Australia is also competing with the Reese Witherspoon comedy Four Christmases (renamed Four Holidays in Australia) and Transporter 3.

Australia is the most expensive movie ever made in this country, with a price tag of $197 million.

On its opening day in Australia on Wednesday, it made the respectable figure of $1.3 million.

The new James Bond flick, Quantum of Solace, made $2 million on its opening day the week before.

The epic romance Australia stars Nicole Kidman and Hugh Jackman and is set in the Northern Territory in the 1930s.

NSW Parliamentary E-Brief on mandatory filtering

The NSW Parliamentary Library Research Service has put together a briefing on the government’s filtering proposal which is available to download as a PDF here. It reads:

At this stage, the Rudd Government proposal would restrict blanket mandatory ISP filtering to the illegal RC content, based on the ACMA’s ‘black list’ of prohibited websites. The details are unclear, but it seems adults would be able to ‘opt out’ of the filtering of other levels of ‘prohibited content’, containing material that is either offensive or unsuitable for children.

It also examines the state of filtering in other countries often used as examples by Senator Conroy.

With the limited exceptions of Germany and Italy, mandatory ISP level filtering is not a feature of any of the countries reviewed. In place, rather, are voluntary ISP filtering schemes designed to prevent accidental access to a defined list of illegal sites containing child pornography. However, in the UK the position seems to be that the internet industry is encouraged to participate in this scheme, under threat of regulatory intervention should it fail to do so. The line between mandatory and voluntary participation is not clear-cut.

The Internet Industry Association clarifies that statement at ZDNet:

…While the authors said that Italy had imposed mandatory filtering, it was “in fact subordinate legislation — not law per se. It gives effect to an agreement that was previously reached by ISPs and the relevant regulator. To that extent, Italy has not enacted mandatory ISP filtering, either.”

The IIA added that Germany’s regulation of search engines was implemented by agreement.

RUBY Russell is the latest victim of a cash-strapped State Government that has plummeted to a new low by forcing private hospital patients to pay for blood.

The Government's latest grab for cash runs the risk of jeopardising the entire donor system, already struggling with a lack of blood donors.

And last night it emerged Premier Nathan Rees sacked senior bureaucrat John Pearse - the longest serving state treasurer secretary. And for the first time in Australia, the Rees Government will collect money from private hospitals instead of supplying the blood products free. The move which will net the Government $8 million annually.

Lifelong donors have threatened to stop donating if the Government makes money from their blood.

Insurance giant Medibank has also warned that patients will ultimately have to buy their own blood, as the cost will be passed on from hospitals.

Sydney mother Jane Russell is outraged the Government could stoop so low by taxing blood.

For the past few months she has been encouraging Avalon residents to donate blood to help her seriously ill daughter Ruby, who needs regular transfusions of immunoglobulin. "It is unfathomable, really," she said.

Under the current arrangement, the State Government picks up the bill for all blood supplied to private and public hospitals. Each year, it places its blood order with the National Blood Authority - which is funded by all states and the Commonwealth - who contract the Australian Red Cross Blood Service to collect and distribute the product.

Yesterday NSW Health confirmed it would no longer cover the cost for private hospitals.

The Government's woes continued last night with the shock sacking of Mr Pearse just days after he handed down the mini-budget on behalf of the government. It is believed Mr Pearse was disillusioned with the new administration.

Sources inside Treasury revealed that a number of senior Treasury staff including Mr Pearse believed that their own credibility was being harmed by the Government's handling of the economy.

In what insiders claim was a "appalling dismissal, Mr Pearse found out about his sacking after being phoned by associates.

Mr Pearse then contacted Treasurer Eric Roozendaal to confirm his dismissal and was told it was true. Mr Roozendaal then turned around and asked Mr Pearce if he would still stay on for the interim and go to New York on behalf of the Government to argue the case with ratings agencies. Mr Pearce said no. He will be replaced by former head of Sydney Water Terry Schott.

The majority of the people of NSW DESERVE this,the majority of them voted for it,at the state election then less than twelve months later at the federal election.

Meet the Real Obama and Cult of Alinsky

It is becoming readily apparent that the “change” being proposed vaguely by Sen. Barack Obama is nothing new. It is simply the old Marxism and socialism with a new twenty-first century multicultural face and a New Age twist created by Sixties radical Saul Alinsky and his fellow travelers that is effectively deceiving millions of dumbed-down and brainwashed young adults.

Rudy Giuliani, former mayor of New York was being grilled on one of the Sunday morning television programs regarding the differences between Senators Obama and McCain. Giuliani insisted the Obama tax plan was motivated by his intentions to “redistribute wealth.” On more than one occasion he mentioned the name of Sol Alinsky. That name jogged my memory.

Long term readers of The Times Examiner will recall many articles regarding the deceptive and unethical “Delphi Technique” and the specialized application of the technique applied specifically to teachers called the “Alinsky Method.”

In her 1991book Educating for the New World Order, Beverly K. Eakman describes the Delphi technique and Alinsky method in detail. The technique is used in situations where the “community organizer, change agent, advocate, agitator or facilitator” desiring to achieve change uses proven psychological techniques and deception to manipulate groups of people to agree to something they currently oppose. The technique works and the targets rarely, if ever, know they are being manipulated. If they suspect it, they don’t know how, unless they are aware of the technique and how the organizer and facilitator uses it to manipulate unsuspecting individuals and groups. It has been used effectively on parents in the School District of Greenville County in the past with facilitators trained by a change agent from California. The technique is currently being used quietly by those preparing to implement UN Agenda 21 disguised as a long- term plan for Greenville County created by local citizens.

The socialist and communist radicals of the 60s have had four decades to test their theories, infiltrate the American institutions of learning, media, religion, business and government and select the charismatic leaders they believe have the skills to deceive the voters of America and seize power without shedding their blood.

The technique used is called the “Alinsky Method,” advocated, taught and documented by Saul Alinsky, author of the 1971 book called Rules for Radicals. In his book, Alinsky was critical of some Sixties radical leftists for scaring away potential converts in conservative communities. He taught that true revolutionaries do not flaunt their radicalism by creating open insurrection. Alinski taught his followers to “cut their hair, put on a suit and tie and infiltrate the system from within.”

The David Horowitz and Richard Poe book, The Shadow Party: How George Soros, Hillary Clinton and Sixties Radicals Seized Control of the Democratic Party, traced the rise of Alinsky’s political influence since the 1930s. They write that Alinsky excelled at wooing wealthy financiers to provide start-up funds for his Industrial Areas Foundation, a school for radical community organizers.

There is a mountain of evidence that George Soros, Hillary Clinton and the mother and maternal grandparents of Barack Obama were students of the Alinsky method of community organizing.

Richard Poe writes in The Turrish Weekly that Obama, who never met Alinsky in person, was “trained by Alinsky’s Industrial Areas Foundation,” and that “Obama spent years teaching workshops on the Alinsky method.” Poe further states that Obama “In 1985 began a four-year stint as a community organizer in Chicago, working for an Alinskyite group called the Developing Communities Project. Later, he worked with Acorn and its offshoot Project Vote, both creations of the Alinsky network.”

FOX News has reported that Acorn has been caught this summer involved in massive voter registration law violations in several states.

As early as 1945, Alinsky was able to influence government officials. Agnes Meyer, wife of the publisher of the Washington Post wrote a six-part series on Alinsky titled, The Orderly Revolution. It made Alinsky famous. President Truman reportedly ordered 100 reprints of the articles. Soon Alinsky was able to get his hands into the federal treasury.

During the turbulent anti-war Sixties Alinsky wielded enormous power behind the scenes. When President Johnson launched his War on Poverty in 1964, Alinsky followers infiltrated the program, steering federal money into Alinsky projects.

Alinsky wrote that he had an “understanding” with Attorney General Robert Kennedy, who supported Alinsky’s Jackson style “shakedown” of Eastman Kodak in 1966.

Alinsky recruited a young high school student named Hillary Rodham. They met through a radical church group. Hillary wrote an analysis of “Alinsky Methods” for her thesis at Wellsley College, where, according to Richard Poe, “every professor was a Marxist at that time.”

After graduating from Yale Law School in 1974, Hillary received a prestigious appointment to the House Judiciary Committee’s Watergate investigation team on the recommendation of Marian Wright Edelman and her husband. Edelman happens to be a follower of Alinsky, having served on the Board of Trustees of Alinsky’s Industrial Areas Foundation. Edelman has been termed by some as Hillary’s “ideological soul mate.” Hillary was friends with Alinsky until his death in 1972.

“Barack Obama is also an Alinskyite, trained by Alinsky’s Industrial Areas Foundation,” Poe writes, although Obama never met Alinsky personally.

The Alinsky method of organizing is characterized by deception and camouflage. While trying to build coalitions of black churches in Chicago, Obama did not attend church.

His lack of church involvement negatively impacted his effectiveness. He found it necessary to become an instant churchgoer in order to infiltrate churches.

Poe states that the fact that both Senators Clinton and Obama share an Alinskyite background tells us two things: “They are leftists, dedicated to overthrowing our Constitutional system,” and “They will go to any length to conceal their radicalism from the public.” That is the Alinsky Method.

U2'S Bono seems to be moving in mysterious ways as he shakes hands with Kevin Rudd - his mind obviously elsewhere.

Their chat about needy nations was one of dozens of meetings the Australian Prime Minister held in a hectic three days in New York.

Mr Rudd has filled his overseas schedule to the brim to dampen criticism over his rapid accumulation of frequent flyer miles. What's going on in this picture? Enter our caption competition But if the rock star appeared to snub Mr Rudd, so did most of the 190 UN members when the Prime Minister addressed the General Assembly.

Following Brunei and South Korea late in the day, Mr Rudd delivered his lecture on financial stability to a giant hall which was just a quarter full. Worse, his chief of staff David Epstein and Australia's UN Ambassador Robert Hill looked like they were nodding off as he spoke. "There has been a failure of internal governance within financial institutions, there has been a failure of external oversight," Mr Rudd told those listening.

THE Federal Government will make internet censorship compulsory for all Australians and could ban controversial websites on euthanasia and anorexia.
Australia's level of net censorship will put it in the same league as China, Cuba, Iran and North Korea.

The Government will not let users opt out of the proposed national internet filter.
Broadband, Communications and Digital Economy Minister Stephen Conroy said the Government's $44.2 million internet censorship plan would now include two tiers — one level of mandatory filtering for all Australians and an optional level that will provide a "clean feed", censoring adult material. Despite planning to hold "live trials" before the end of the year, Senator Conroy said it was not known what content the mandatory filter would bar, with euthanasia or proanorexia sites on the chopping block. "We are talking about mandatory blocking, where possible, of illegal material," he said.

Governments spearheaded by China, Brazil, India, Russia and Saudi Arabia are trying to place the Internet under the control of the United Nations or its member governments, a move that the United States and other developed countries are determined to resist.


The issue has cropped up in preparatory talks for a world summit on the information society to be held from Dec. 10 to 12 in Geneva, with the stated goal of advancing the management and worldwide use of the Internet, especially in poorer nations.
Delegates from rich and developing nations remained divided on the matter at the end of the latest round of talks on Friday, senior diplomats said. "We will continue to fight hard to ensure that Internet governance remains a balanced enterprise among all stakeholders and continues to be private-sector-led," said the chief of the U.S. delegation, Ambassador David A. Gross. Pierre Gagne, executive director of the world summit, earlier identified control of the Internet as one of two key issues in the talks, adding that control and financial issues "will probably be the last issues to be resolved" at the summit.

Many developing countries argue that governments need to play a greater role in managing and setting policy for the Internet, while the United States, the European Union and Japan, among others, say government interference could stifle the development of the dynamic medium. The Internet, at present, is loosely managed by a private organization in California named the Internet Corporation for Assigned Names and Numbers, which coordinates such matters as Internet servers and domain names. Countries with developing and emerging economies would like to hand over that authority to a U.N. agency, such as the International Telecommunications Union (ITU).

The Internet medium is too important to be left in the hands of one major power, some argue, and others say problems such as cybercrime and protection of intellectual property rights require greater government involvement. Yoshio Utsumi, secretary-general of the ITU, which will host the December summit, said in an interview that Brazil is "a very strong advocate" of his agency taking over the Internet. China, Russia, India, Saudi Arabia, South Africa, Senegal and many other African countries were also "keen" for the United Nations to have a role, he said. But, he said, the differences of opinion were "too big" to be settled before the delegates meet in Geneva next month. Other diplomats said there might be no decision even then. The summit also will deal with questions such as how to block the spread of viruses, prevent unwanted "spam" and prevent the use of the medium for criminal purposes such as identity theft, Western officials said. Russia has proposed that the final declaration address Internet security in both "civil and security fields," but many countries fear that any reference to military security could limit freedom of expression, Mr. Utsumi said. There also is pressure for a strong statement in support of free expression on the Internet but sources said that is being resisted by China and other countries that want to maintain strong oversight of the medium. Nitin Desai, special adviser to U.N. Secretary-General Kofi Annan, said the core purpose of the summit is to establish a common vision for the information society, to utilize new technologies to overcome poverty and to find ways to make Internet access affordable to all. The president of Senegal has proposed the creation of a "global digital solidarity fund" to help poor countries establish Internet access.

The ITU estimates that fewer than 1 percent of low-income country residents are Internet subscribers.
The United States and other industrialized countries say the existing mechanisms are sufficient and argue that funding a new international bureaucracy would not be an effective way to spread information technology. Poor countries would be better served by establishing an environment in which the private sector would develop the needed infrastructure, the industrialized countries say.
