THE 15-year-old male of Middle Eastern background who dropped into Parramatta Mosque on Friday, before descending on NSW Police HQ brandishing a loaded gun, was wearing a long black cloak, and calling out “Allah Akbar”, before he put a bullet in the head of Curtis Cheng.







Even before official confirmation, it didn’t take a genius to work out that the cold blooded execution of Cheng, 58, a police accountant and father of two, was a terrorist attack perpetrated by a radical Muslim, no matter what his age.

We’ve known since September 11, 2001, exactly what Islamist terrorism is, and who are its targets. With the rise of Islamic State we have seen lone wolf and tag team terrorist attacks occur around the Western world with sickening regularity.

They began in earnest after an IS edict was issued last September calling on followers around the world to “kill a disbelieving American or European — especially the spiteful and filthy French — or an Australian, or a Canadian, or any other disbeliever …

‘If you are not able to find a [bomb] or a bullet … Smash his head with a rock, or slaughter him with a knife, or run him over with your car, or throw him down from a high place, or choke him, or poison him.”

In the ensuing 13 months we have had three terrorist attacks on home soil — two in Sydney and one in Melbourne — as well as numerous foiled attacks.

One day after the IS call to arms, we had the savage stabbing attack on two police officers in Melbourne by 18-year-old Afghan migrant Numan Haider, who was shot dead.

Three months later came the Lindt Café siege at Martin Place which resulted in the death of hostages Tori Johnson and Katrina Dawson, as well as gunman Man Monis, another IS sympathiser.

And then on Friday came 15-year-old Farhad Mohammad’s attack on Parramatta police HQ, home of the counter-terrorism squad.

In addition there have been numerous foiled alleged terror plots.

They include an alleged suicide attack planned on this year’s Anzac Day parade in Melbourne in which police claim an officer was to be run over and beheaded before his gun was taken on a shooting rampage; two Melbourne 18-year-olds were arrested in April over the case, along with a 14-year-old in the UK, who has just been jailed.

In May, a 17-year-old boy was arrested in Melbourne over an alleged Mother’s Day terror plot to bomb a public event.

Yes, Australians are familiar with the threat of Islamist terrorism.

And yet our leaders continue to insult our intelligence by pretending that this latest terrorist attack was something other than what it was.

For too many hours, Prime Minister Malcolm Turnbull, Premier Mike Baird and even Commissioner Andrew Scipione pussyfooted around the truth, using carefully scripted euphemisms such as “politically motivated”, while mystifyingly exhorting the public to “come together”.

Is it any wonder the ABC on Friday afternoon declared the attack “not terror-related”?

Less than 24 hours later the PM held a press conference in which, incredibly, his main message was not to reassure all Australians that we were safe, but to quell incipient imaginary Islamophobia.

“We must not vilify or blame the entire Muslim community with the actions of what is in truth a very small percentage of violent extremist individuals.”

But who was vilifying or blaming the entire Muslim community? The silence was deafening.

There was no rioting in the streets, no civil unrest. The Australian public was stoically getting on with life, feeling sorrow for the Cheng family, but trusting our police forces to continue doing their best to protect us.

Then Bill Shorten jumped the shark: “Our thoughts are with the family of a 15-year-old alleged perpetrator,” he said.

Please.




We deserve better than this patronising insult from our leaders. The first step to combatting homegrown Islamist terrorism is to be honest about defining it.


In any case, all this appeasement does no good. It makes the vast bulk of moderate Muslims wonder, since our leaders are so concerned, what sort of secret atrocities are being conducted against their community by unnamed bigoted Australians.

Meanwhile, radical fringe Islamists are further emboldened.

After Friday’s attack, a tribute page was set up on Facebook for Cheng’s killer, hailing him a “hero” and “martyr ... all he is guilty of was being Muslim.”

In December it will be the ten years since the Cronulla riot.

That was a culture clash prompted by genuine concerns over the harassment of girls and bashing of lifeguards at Cronulla Beach by young Lebanese-Australian Muslim men who travelled to the beach by train.

A Sunday protest turned nasty when drunken thugs started physically to attack random Lebanese-Australians.

This led to proper arrests of those few offenders. But the paroxysm of self-criticism has not ceased.

Less well-publicized was the organized violent criminal retaliation in which carloads of Middle Eastern gangsters descended on the Cronulla area on subsequent nights, smashing up cars, breaking windows and using iron bars to assault innocent residents, all under the noses of a politically correct police force.

Cronulla became synonymous with Islamophobia. If ever there was a case of victim blaming this was a classic.

From then on, all non-Muslim Australians were deemed to be closet bigots, unless they publicly proclaimed #Illridewithyou solidarity at every opportunity.

It seems we have learned nothing in the past ten years.

Islamic Terrorism experts world wide believe that a more realistic figure would be between 15% and 25%.If these percentages are correct that would translate to, on the 15% estimate 75,000 Muslims who believe in and are prepared to enact the teachings of the Koran.
On the 25 % estimate that would translate to 125,000 Muslims who believe in and are prepared to enact the teachings of the Koran.

The ADF has around 65,000 members including reservists.
The NSW Police Force (referred to recently by PM Turnbull as the NSW Police Service)
has some 14,000 to 15,000 members.

I am puzzled as to why not just ACA is asking this question given that they and their fellow media cousins are constantly reassureing Australians that the "overwhelming majority of Muslims are not radicals etc etc etc blah blah Islam means Peace blah blah "

Opposition Leader Bill Shorten spent more time garnering sympathy for the family of the Muslim Assassin than he did offering condolences to the family of the victim Mr Curtis Cheng, the Australian PM Malcolm (of Lakemba) Turnbull was not much better.

Mosque denies NSW shooting link


The president of a Parramatta mosque that was raided after the terrorism-linked shooting of a NSW police employee has denied any connections with teenage gunman Farhad Jabar Khalil Mohammad.

"We don't know the boy, or where he lived because he's not a regular person in the congregation," Neil El-Kadomi told the ABC's 7.30 program.

Radical Islamic group Hizb ut-Tahrir has also denied links to the teenage killer.

The 7.30 program reported on Monday that it's believed a small group of men at Parramatta Mosque encouraged the 15-year-old to attack.

The teen reportedly attended a lecture by the group at Parramatta Mosque on Friday, shortly before gunning down veteran police accountant Curtis Cheng, 58, as he left work at the Parramatta police headquarters.

Mr El-Kadomi said if anybody was suspected of using the mosque to radicalise others, he would tell police immediately.

"I don't hesitate," he said.

"Going to the police straight away better than to be sorry later."

Hizb ut-Tahrir says claims that the teen was affiliated with the group are "groundless and absurd".

"Hizb ut-Tahrir's position on the use of violence as a means for political change or expressing political grievance is also extremely well known," the group told AAP on Monday.

"Actions like the Parramatta shooting are plainly wrong."

Claims that the teen had been radicalised drew condemnation of extremist organisations, including from Labor leader Bill Shorten who likened radicals to pedophiles.

"Labor has no time for any organisation found to be fomenting this dangerous, crazy rubbish, which is preying upon teenagers with such dreadful, tragic consequences," he told reporters in Sydney.

"These organisations preying upon young people are a sort of political or a terrorist version of pedophiles who prey upon young people."

The consensus among politicians, community and police has been that early intervention is the key to protecting against radicalisation.

Prime Minister Malcolm Turnbull told reporters in regional Victoria that members of the community need to be aware of how radicalisation can occur.

"Communities at every level - families - should be aware of what young people are doing, what influences are impacting on young people," he said.

He says it's still unclear whether the boy was acting as a "lone wolf" who carried out the violent act outside of a group command structure.

Police have been told to maintain heightened vigilance against threats of violence, including revenge attacks, but not to overreact.

The Australian Defence League used social media over the weekend to call for "eye for an eye" attacks against mosques and imams.

NSW Police Deputy Commissioner Nick Kaldas says Friday's tragic shooting can't be allowed to divide the community.

"The bad guys win if we are divided, if we stop living our normal lives, if we don't do what we want to do," he said.

Islamic leader Amhad Malas calls on Malcolm Turnbull to restart relationship with Australian Muslims

An Islamic community leader is calling on Prime Minister Malcolm Turnbull to reset the Federal Government's relationship with Australia's Muslims.
Amhad Malas, a director of the Lebanese Muslim Association, told The World Today the community was encouraged by Mr Turnbull's promise to be a consultative Prime Minister.
"Because the community is really longing to see a change, we're really hopeful that will extend to the Muslim community," he said.
Mr Malas said former prime minister Tony Abbott's use of phrases like "team Australia" and his admonishment that Muslim leaders had not done enough to combat radicalisation had damaged relations.
"It definitely has had a severe effect on the relationship between the community and the Government and we really want to see that change," Mr Malas said.
He issued an invitation for the Mr Turnbull to visit Western Sydney, which many of Australia's Muslims call home.
It's very important that these relationships are now intensified at the national level.
"He'll be welcome, and I think it's needed also so he gets a real feel for the issues that are facing the community, and definitely our doors are open for that," Mr Malas said.
Assistant Minister for Multicultural Affairs, Connie Ferriveinte-Wells, said the Government is looking a ways to improve the relationship with Muslim groups.
"It's very important that these relationships are now intensified at the national level," she told Radio National Breakfast.
"Our communities do feel alienated, they feel as though events overseas and the Middle East have impinged on their relationship, not just with government but broader Australia.
"I think its really important that those relationships are revisited."

Parramatta shooting: Multiple shots fired outside police HQ on Charles Street

  • Victim, a police IT worker, was ‘simply leaving work’ when shot dead
  • Shooting happened outside Police HQ in Parramatta at 4.30pm
  • Gunman shot dead by Special Constables after gunfight
  • Children were trapped in daycare with dead body at door
  • THE gunman who shot dead a police staffer was a 15-year-old who had visited Parramatta Mosque on his way to commit murder.


The teenager, a naturalised Australian who arrived with his family from Iran, had walked to the police headquarters in Charles Street from his home in North Parramatta before opening fire on a civilian police employee.

Police are today trying to trackdown the teenage killer’s family who may have left the area.

His victim was a father-of-two, a son and a daughter, who is understood to have worked in the finance area for police.

Witnesses have told The Saturday Telegraph that after shooting dead the civilian employee, the teenager ran up and down infront of police headquarters waving his handgun in the air and shouting: “Allah. Allah.”

It was then that two special constables on security duty ran from the police building and shot the gunman dead.

Police are trying to find out who radicalised the teenager.

He had no identification on him and it is understood to be his brotherwho rang police and said he thought he knew who the gunman was.


Security may be beefed up at tomorrow’s NRL grand final following the incident.





The bodies of the victim and the shooter were removed earlier this morning.

Charles St is still completely blocked from Macquarie St to George St, with only residents being allowed past the cordons.

Last night Police Commissioner Andrew Scipione described the incdient as a “brutal crime” after reviewing CCTV footage.

“An employee of the NSW Police Force has been callously murdered,” he said.

“I viewed a number of pieces of footage. I can tell you this was a brutal crime. A terrible crime.”

The gunman, walked past one ­female police officer before shooting the civilian employee in the back of the head.

It is not certain if the victim was known to the gunman, who had still not been identified late on Friday night.

Mr Scipione said the vision showed the civilian employee was “targeted”.

The attacker remained on the street after killing the public servant with a single shot and got into an exchange with special constables working in the building.

The commissioner praised the bravery of the special constables guarding the entrance, who have full police powers and who were sprayed with bullets by the gunman before he was shot dead.

He said police had not ruled out that the gunman, who had no identification on him, was working with others, although it was too soon to know the motive.


The Saturday Telegraph has learned messages had been sent to police to be on alert because people had been seen taking photographs of the entrance to the building, which houses the crack major crime squads.

Sources said the building had been “cased” and there had been “chatter” in recent weeks about a potential ­attack, but the target was not clear.

“There has been activity around a number of locations in NSW, they’re the things we communicate to our ­officers,” Mr Scipione said.

He said a major events team was looking at the incident with a view to the NRL grand final, but said security for the match at the ANZ Stadium on Sunday night was already high.
Police flooded the area and shoppers ran in panic as a 2km exclusion zone was declared around the building after the shootings at about 4.30pm on Friday.

Officers in body armour patrolled Parramatta CBD as police declared it a Level 1 critical incident, the most serious level there is.

The two bodies lay on the pavement covered in white sheets at the doorway of a childcare centre. The group of children were locked inside the centre after one of the bodies lay at the door.


Father Dennis Entriken told The Daily Telegraph they all hoped their kids had been spared the sight and sounds of the horror.

“Unfortunately the children are still inside — we can’t get access to them and they can’t come out,” he said.

“Because one of the bodies is quite literally on the ground at the entrance to the childcare centre.”

The parents have since been reunited with their children.


Police seized a backpack from the footpath in front of Parramatta Public School about 300m from the bodies.

The black backpack — branded with a white “Nike” slogan — had been cordoned off inside a secondary crime scene.

It is understood a number of other items were also photographed and seized by forensic police.

Witnesses to the shooting said the gunman had been waving the gun above his head.

“I saw him pacing up and down at police headquarters with a gun above his head, he was yelling something and dressed in a black robe,” witness Edwin Almeida said.

“He was wearing something that could be mistaken for a priest’s outfit. It was a black robe, but he definitely wasn’t a priest.” Mr Almeida, whose office is opposite the police headquarters, said four or five shots were fired.

“He was screaming and running towards the police building … he looked agitated,” he said.

“There was blood everywhere.”




Shopkeeper Sammy Shak told The Daily Telegraph he saw two bodies on the ground after hearing “six shots at least”.

“When I went out there was two bodies on the floor and there was cops everywhere all around the area and they told me to go inside the shop straight away,” he said.

Another witness who lives in an apartment opposite police headquarters said he heard the shooting.

“I finished work and was in the shower and I heard the gunshots,” the man, who asked not to be named, told The Daily Telegraph.

“I heard six or seven gunshots and it was pretty loud.

“In two to three minutes there were cops everywhere.”

One worker, whose colleague witnessed the shooting, told The Daily Telegraph she was left shaken after watching an exchange of gunfire.

Residents who live near the police headquarters said they heard three or four “bangs”, which sounded like fireworks, before a gap of 30 seconds and a further four bangs.

Kids, teachers killed in school and tea house attacks in Thailand

SIX people, including a one-year-old girl and two teachers, were gunned down in separate attacks on a teashop and school in Thailand's insurgency-plagued south, police said.

 Gunmen sprayed bullets at villagers as they were having breakfast at a teashop in Narathiwat, one of three southern provinces to have suffered nearly nine years of unrest, killing the child, a 25-year-old woman and two men aged 37 and 70.

Four others were injured in the shooting, including a 10-month-old boy.

"We found 62 bullets fired at the scene," local police chief Captain Boonsak Numad said, adding that at least three people were thought to have been behind the violence.

In a second attack later on Tuesday, a headmistress and male teacher were shot and killed as they had lunch in the staff cafeteria of a school in Pattani, the latest attack targeting educators.

Police said the group of at least six gunmen stole a school vehicle to make their getaway.

Hundreds of schools in Pattani and Narathiwat have staged brief closures in recent weeks to protest at the risks facing educators, more than 150 of whom have died in the insurgency.



Militants view the school system as an effort by Bangkok to impose Buddhist culture on the Muslim-majority south. Teachers working in non-religious schools are frequently targeted because they are seen as a symbol of government authority.

Thailand's southern unrest has claimed more than 5300 lives, both Buddhist and Muslim, since it reignited in 2004, with near-daily bomb or gun attacks.

A report by the International Crisis Group on the violence said that successive governments have "opted to muddle through Southeast Asia's most violent internal conflict".

"As Bangkok dithers, the insurgents are growing bolder and stronger," said Jim Della-Giacoma, Crisis Group's Southeast Asia project director.

"But the violence has evolved at a pace that is starting to challenge the ability of the government to respond on its own terms."

ICG recommended a greater push towards decentralisation and closer engagement with local civil society groups and peace negotiations with insurgents.

It added that the deployment of some 60,000 security forces and an emergency decree "have not achieved any appreciable decline in casualties".

"The government should reverse the militarisation of the Deep South, lift the draconian security laws and end the security forces' impunity, all of which help stimulate the insurgency," the report said.

The purpose of the interview was to answer thousands of Australians questioning how Islam's "Sydney's Occupied Territories" Loon Sheik Hilalie was allowed to live in Australia along with the general question of how Muslims were permitted to enter Australia via our immigration system.

Interview with Alan Jones, 2UE October 29 2001   

ALAN JONES: This boat people issue doesn't go away. The Prime Minister yesterday, in launching his policy, made the simple point that the Government will decide who comes into Australia and on what terms. It's as simple as that, and it is simple. How many times have I made the point that if you're going to determine who comes into your home and on what terms, surely we as a nation have that entitlement in relation to our national home.

But now we have the spectacle after last week and an Indonesian fishing boat sinking and 350 so-called asylum seekers dying, we've got the spectacle of three Indonesian warships searching for a fishing boat ! allegedly hijacked by Iraqi asylum seekers and believed to be heading to Australia.

Now, the search was under way since last Thursday, the day after it was reportedly seized by 170 asylum seekers. But now it has been found drifting off the Indonesian island of Sumbawa and the boat people have been taken by smaller boats to the village of Sangyang which is an hour's sail away. It's said that the boat was hijacked by a group of Iraqi refugees who want to go to Australia. So the debate goes on.

As one editorial wrote at the weekend, "When Australians awoke last week to the image of three little girls staring from almost every newspaper front page, many felt a surge of sorrow and a huge pang of guilt. Suddenly, protecting our borders from asylum seekers seemed flint-hearted. What nation could be so stony as to turn away the sweet innocence? Surely not the land of a fair go."

But it went on. "A mourning Muslim community was quick to blame the Government. After ! all, it was argued the girls would never have been on board that leaking rust bucket had it not been for our law designed to ensure those who seek refugee status really are refugees."

It said, "The Muslim community, so deeply touched by tragedy, could easily be forgiven for reacting in anger." And then it said, "The truth is somewhat different." It said, "It should be remembered that those who choose Australia as a destination do so not because they've suddenly become imbued with Aussie fervour, it's because the people-smuggling industry sees us as an easy target. The softer we get, the more they will come."

And it's on again. We woke yesterday to headlines which cried, "Mutiny on the Ocean - Vessels Head for Australia." And then of course in the middle of all this last week, we've got Sheik Taj el-Din Al Hilaly, the alleged spiritual leader of Australia's 300,000 Muslims, accusing John Howard and government policy of having "opened the gates to death" to the asy! lum seekers who drowned off Indonesia.

And that has led to a flood of comments, emails and faxes from you to me about the Sheik, such that it's time we spoke to the Immigration Minister about what this bloke is saying, who he is and how long he can go on saying it. And Philip Ruddock is on the line.

Minister, good morning.

PHILIP RUDDOCK: Morning, Alan.

ALAN JONES: What about this mutiny on the ocean? What is the update, and what do you know on that?

PHILIP RUDDOCK: Well, no more than the reports. I mean, obviously while we're in touch with the Indonesian authorities, they don't brief us on all of these developments. But I'm pleased that we haven't seen a further loss of life because I think the events of last week were tragic and one wouldn't want to see those sorts of things happening again.

And as far as I'm concerned, if we were to relax our approach and encourage more people to think that they should come this way, we would only ! be exposing more children to a possible death in the same way that these children have died.

ALAN JONES: There is talk today that two Indonesian police officers have been arrested over the fishing boat that sank on October 19 with only 44 of its passengers surviving. Can you confirm that?

PHILIP RUDDOCK: I can't, but it's a matter for the Indonesian authorities to, of course, progress. They've been obviously very concerned about many of the claims that have been made - I would be - and they've sought to deal with it.

And our view all along was that it was a matter for the Indonesians to handle. It's within their boundaries, they're a sovereign nation and they've got responsibility in relation to any complaints that are made about their law enforcement officers.

ALAN JONES: There's talk of 3,000 more boat people expected to head for Australia in the next few weeks and the Indonesian Government saying there are 4,000 illegal immigrants waiting to sail! to Australia. Is that consistent with your intelligence?

PHILIP RUDDOCK: Not quite. I mean, the sorts of numbers that we've known to be in the hands of smugglers - that is, we've identified particular smugglers who might be planning to bring boats to Australia - don't suggest the numbers are immediately as high as that. But the reports of up to 4,000 in Indonesia and possibly another 4,000 in Malaysia are very real.

ALAN JONES: Is there a need to re-examine the quotas on refugees who are found to be genuine? We allow in about 12,000 a year.

PHILIP RUDDOCK: Well, I mean, Mr Beazley's not arguing that we should and the reason he's not is that there is a very heavy cost. And it's one of the draw factors, of course. I mean, for us it's $30 million per thousand on the forward estimates. So I mean, you can decide that you're going to spend that money on additional refugees being resettled in Australia, but I look at what's happening at the moment in Pakistan, f! or instance, and I think to myself, well, what would $30 million do in terms of looking after millions of people who are in dire straits.

And I think that certainly the approach being taken by the international community at this stage is that an evacuation of modest numbers of people from Pakistan is not going to deal with the very much larger crisis that Pakistan faces. And I think it has to be seen in that context.

And there's no amount of people that we could take that would limit, I think, the groups of people with money to travel and still vulnerable to the blandishments of smugglers.

ALAN JONES: Okay. Well, down to the thing that has concerned my listeners - and I have been inundated and I suppose you have as well. But they're asking me how much longer that Australians have to cop the kind of stuff that this Sheik Taj el-Din Al Hilaly went on with last week arguing that you and the Prime Minister and government policy had "opened the gates of death! ."

PHILIP RUDDOCK: Well look, I wasn't very impressed with the comments, as you can imagine, and I'd seen the Sheik several hours before he made them and didn't make them to my face.

I said - look, one of the things in your introduction I'd just pick up. I think it's unfair to say that all Muslims take the view that the government policy in this area is wrong. Many Muslims I know very strongly support the approach that we take because they believe we're a…

ALAN JONES: But this bloke calls himself the spiritual leader.

PHILIP RUDDOCK: Yeah well, he does that but his position is not as sound as that and he's been - essentially, I think there are very significant splits within the Islamic community.

ALAN JONES: Well, Alan Ramsey who's been around Canberra longer than you have - and that's saying something…

PHILIP RUDDOCK: I saw Alan…

ALAN JONES: Well, he wrote at the weekend - and I just want to take you through some of this beca! use my listeners want some answers - that 11 years ago, as Opposition spokesman on immigration, you pursued questions never answered as to why the Hawke Labor Government granted this bloke, Al Hilaly, permanent residency in 1990, that eight years earlier, he said, the Sheik had arrived in Sydney from Egypt under the Australian Federation of Islamic Councils on a three-month visa and his family never left.

Now there were several convictions, intellectual convictions against this bloke and many want to know how he still remains in the light of saying the things he said.

PHILIP RUDDOCK: Well, I mean, Alan Ramsey's story went through it and I think there were some other stories at the same time, that related what happened. I mean, this…

ALAN JONES: He was accused of inciting racial hatred.

PHILIP RUDDOCK: Yes, and Chris Herford, who was the former Minister, determined that in character terms he should not remain in Australia.

ALAN JONES: That's r! ight.

PHILIP RUDDOCK: And he issued a deportation order.

ALAN JONES: That's in 1986.

PHILIP RUDDOCK: And that was overturned because there were representations made by essentially the Lebanese Muslim Association in Sydney to the Members of Parliament - I think Leo McLeay was one and Paul Keating was another.

ALAN JONES: Alan Ramsey said that Hilaly had been supported by strong New South Wales and federal ALP lobbying and survived.

PHILIP RUDDOCK: Well, as I understand it, there was very strong lobbying, and I spoke to Robert Ray at the time. He made the decisions that he would be able to continue to remain here on a temporary basis. They were renewed, as I understand it, for a number of years, and Ray I think was a bit nervous that there may be a change in an election. It didn't happen. There was a Labor Government was returned and Hilaly was given permanent residency.

And once he was granted permanent residency, provided he remained i! n Australia, he was eligible for citizenship.

ALAN JONES: Let's go back a bit, just go back a bit, because…

PHILIP RUDDOCK: …while Gerry Hand was Minister…

ALAN JONES: Let's go back a bit though before we get to Gerry Hand because you're going fairly quickly but my listeners would want us to go a bit more slowly.

In October 1998, you demanded his visa be withdrawn after, as Ramsey rightly reports, a series of virulent anti-Semitic comments were attributed to a speech he made at the University of Sydney. I should repeat that Ramsey at the weekend said the comments were published in a Jewish newspaper and contained a reference to Jews as the underlying cause of all wars and that Jews who "used sex and abominable acts of buggery to control the world."

And this bloke, in spite of overtures that such a person shouldn't be kept in this country, has been kept here.

PHILIP RUDDOCK: And the reason he's been kept here is that the decisions the L! abor Government took at that time gave him permanent residency and then citizenship, and once you achieve citizenship, it cannot be revoked. And you know, when we came into office…

ALAN JONES: So the deportation order of Herford was revoked by Herford's successor?

PHILIP RUDDOCK: That's right.

ALAN JONES: To placate an ethnic community in the run-up to the July '87 election?

PHILIP RUDDOCK: There were very significant pressures put on at that time, and former Prime Minister Keating, I believe, was the person who pushed for the Minister at that time to take those decisions.

ALAN JONES: Ramsey wrote on Saturday that privately the Sheik had travelled to Canberra for a meeting with McLeay and Keating and when Robert Ray learnt of it - the Minister - he deferred the Sheik's application for a year on the grounds of collusion. And Ramsey said that Keating wouldn't speak to Robert Ray for months.

PHILIP RUDDOCK: Well, I know none of that. But ! I know that Ray was not keen to make the decision, but I know the decision was made and I know when I came Minister in 1996 it was a fait accompli.

I mean, citizenship is something that cannot be revoked unless it was initially obtained by fraud, and there is no suggestion here the information that you are speaking of was not known to the Government at the time.

ALAN JONES: Right. But Ramsey does say in September 1990, when Hand then approved Hilaly's permanent residence, you, Philip Ruddock, sought under Freedom of Information "all briefings and advisings" in the "grant of resident status to Hilaly and his family." And you were quoted as saying the Minister must be able to justify the decision, and yet you've never had those questions answered.

PHILIP RUDDOCK: No. I mean, you might - the question I would expect from you is why I haven't asked for those papers now and what would I do with it. And essentially I've come to the view that if I can't do anythin! g about the decision, it's going to be pretty silly of me just seeking to look at the papers.

I mean, I know of the concerns. There were security concerns and they were mentioned in that article as well as the vilification of a segment of our community. And I make the point every time I speak in front of Hilaly about the importance of our culturally diverse society and what that means. And I make the point very strongly that, you know, when you've settled in Australia, while we acknowledge that people have different cultural backgrounds, we have an expectation that they'll observe our laws.

And one of the things that disappoints me in relation to immigration laws is that some people seem to think - and Hilaly is arguing this - are entitled to ignore our laws if they relate to immigration. And I don't think you have a society that believes in the rule of law where you say, well, there are some laws that I'll obey and some that I won't.

ALAN JONES: But when ! a bloke says that the Prime Minister of a country has opened the gates to death because asylum seekers have drowned, isn't this an incitement to mobilise his people against those who support the Government?

PHILIP RUDDOCK: Look, I mean it is very clear that remarks of that sort, if they were being made - and the sort of remarks that he's made elsewhere - would be matters that we would take into account under the character provisions if we were dealing with a migration application de nevo. They are matters…

ALAN JONES: He's already a permanent citizen.

PHILIP RUDDOCK: He's a permanent resident and citizen.

ALAN JONES: And citizen. But in January last year, is it right that he was sentenced to a year in jail with hard labour after being convicted of smuggling antiquities from Egypt to Australia?

PHILIP RUDDOCK: I believe there was a conviction which he has appealed and that appeal is still being dealt with.

ALAN JONES: And the Sheik's so! n and four other people were also jailed.

PHILIP RUDDOCK: I don't know about that, but I do know that those proceedings were taking place in Egypt and he was the subject of a conviction and that matter has been appealed and that appeal is still being dealt with.

ALAN JONES: It's not fair to the Muslim community, surely, to be represented in the public place by people who speak like this, is it?

PHILIP RUDDOCK: Well, I think the Islamic community have been very concerned about this matter themselves and he's been at times relieved of some of his responsibilities. And as I understand it, he is no longer the Mufti - which was the terms used - for the Supreme Spiritual Leader in Australia. He is just one of a number of imams.

ALAN JONES: Good on you. Thank you for your time because many of my listeners wrote and asked me to ask you those questions. I've done that and you've answered them. I thank you for that.
