THIS is what awaits asylum-seekers trying to get to Australia on dodgy wooden smuggling boats - the gift of an air-conditioned, 90-seat lifeboat, and an armed escort back to Indonesia.

This is the first close-up look at one of the 11 lifeboats that the Abbott Government has sourced out of Singapore in its uncompromising fight to stop the boats - a fight that it appears to be winning.

The fully enclosed and submersible 8.5m x 3.2m survival capsule, fitted with safety belts, navigational equipment, life jackets, food, water and an inboard diesel motor, came ashore in remote Cikepuh, in West Java, on the afternoon of January 15.

Naval officer Edi Sukendi, based in Ujung Genteng, the closest point between Indonesia and Australia, got word from a forest ranger that an unusual vessel had crash-landed and disgorged an estimated 60 asylum-seekers, who immediately scattered into the jungle.

Sukendi, a naval operational with no boat of his own, asked a local fishermen to take him up the coast to Cikepuh to investigate. They found the orange capsule jammed on a coral reef within wading distance of shore and approached it cautiously.

"When we first saw it, we were very surprised," Sukendi said. "We were worried it might have explosives." He said they found discarded food and water bottles with Malaysian markings, and first assumed it had come from there.



Twenty men heaved the boat to the beach. It was not leaking but they were unable to start it because the keys were missing.

The boat was towed to the port of Pelabuhan Ratu and has been impounded by the navy.

Prime Minister Abbott's turn-back policy - along with the phone-tapping scandal - has caused intense heat at the highest diplomatic levels between Indonesia and Australia.

But there is no question the policy has sent a shock through smuggler and asylum networks, already reeling from Kevin Rudd's declaration of July last year that no one who arrived by boat would ever settle in Australia.

Cisarua, in central West Java, once the biggest catchment for Australia-bound asylum-seekers, is a shadow of what it was only seven months ago, when thousands of asylum-seekers were highly visible on the city's streets.

Ali Abbas Josh, 35, an Afghan asylum-seeker who came back to Cisarua last year for a second attempt after failing to make it to Australia by boat under John Howard, said people had lost hope.

"We agree the way to Australia has been closed," he said. "We accept that you have closed the way, that you won't take us if we come by boat."

Mr Josh said those remaining in Cisarua were the most desperate stragglers, who could not afford to pay smugglers. He said they had been abandoned by the UNHCR and the International Organisation for Migration.

From June 2012 to June 2013, there was a huge surge in the boats, when 25,793 people made it to Australia under the former government. Most of those were Sri Lankan and Iranians, who during that period came in an unprecedented rush.

Now, it is estimated there are only 20 Iranian families left in the area. Most have gone home or are scattered in detention centres across Indonesia, awaiting formal resettlement.

Immigration Minister Scott Morrison's office said in March last year, 68 per cent of people registered with the UNHCR in Indonesia were failing to do follow up interviews and were instead "opting to attempt to enter Australia illegally by boat. By December last year, that rate had dropped to nine per cent."

An Iranian husband and wife in Cisarua said they received a visit from three filthy and distraught Iranian asylum-seekers who knocked on their door on January 17, two days after the lifeboat came ashore.

They told the husband and wife they had made it close to Christmas Island in when they sighted an Australian Border protection Command vessel. At that point, they began scuttling the boat.

The Australians tried to pump the wooden boat but it was too damaged. They were then taken aboard the vessel where, according to this account, they spent 10 days cruising within sight of Christmas Island.

It was said there were adults, children and teenagers aboard.

They were fed and photographed. On the tenth day, they were ordered into the lifeboat. Some, according to the husband and wife, refused to enter the capsule and were physically shoved inside. They were given documents stating they were not permitted to enter Australian waters.

The Indonesian crew piloted the lifeboat, shadowed by a Border Protection Command vessel, until they arrived close to Indonesian territory.

The Indonesian crew chose a sparsely inhabited jungle reserve, one of the most remote areas on the southern coast, to land the vessel.

The asylum-seekers - said to be mostly Iranian and Sri Lankan - told the husband and wife the Indonesians jumped out close to shore and handed the controls to an Iranian, who ran the boat into a coral reef.

They waded ashore wearing life jackets and spent two days wandering terrified in the jungle before a sheepherder directed them towards a road, where they grabbed minibuses and motorbikes to take them back to Cisarua.

Three people died while crossing a river in the jungle.

The boats have slowed dramatically but members of this particular group will not take no for an answer - the Iranian couple said their phones were now switched off and they were trying once again to get to Australia.

The lifeboat - believed to be the second so far sent to Indonesia - is understood to be one of 11 bought by the government for around $500,000. The Customs vessel Ocean Protector was expected to arrive off Christmas Island on Thursday with eight of the 11 lifeboats for boat people "turn around duty".

Australia is also being assisted indirectly by Indonesia, who despite the current political difficulties is staging its own crackdown.

An Indonesian intelligence source said agents were flooding known smuggling hot spots looking to break the industry from the inside by exposing military and police known to assist smugglers moving people to the coast and onto the boats.

"The belief is that many individuals in the military and police are involved," said the intelligence officer. "They are getting much more attention now. They are putting kuching (meaning cats, or spies) everywhere. If there is good control, the problem with Australia will stop."

News Corp heard a disturbing report from an Iranian asylum-seeker, who took the boat that sunk off Java on July 23, that his group had been escorted to the coast in 11 mini-vans by 15 plainclothes men carrying automatic rifles and pistols.

The asylum-seeker said the presence of the armed escorts - whom he believed were off-duty police or military - was unprecedented in the experience of most asylum-seekers, but showed how serious the smugglers had become as the way to Australia became harder.

Former air chief marshall, Chappy Hakim, who headed the Indonesian air force and has had decades-long ties with the Australian military, said Australia ought to work with Indonesia on the turn-back policy.

"Pushing back the boats is a small issue," he said. "But if your government is tackling issues alone, not negotiating first, then we have a problem."

It is not known what will become of returned lifeboats, but Corporal Sukendi said he'd gladly take the boat and use it to conduct patrols on his coast.

Indonesia boosts military presence near Australia and ramps up efforts to increase its firepower

INDONESIA has boosted its military presence near Australia and ramped up a push to increase the firepower of its armed forces, according to a report.




It comes at a time of growing turmoil in Australia's relationship with Indonesia after revelations last week Australian Navy vessels breached Indonesia's territorial waters while enforcing the Coalition's asylum seeker policy.

As The Jakarta Post reports, Indonesia is greatly expanding its Marine Corps.
The nation is reportedly awaiting the delivery of 30 F-16 fighters, a dozen Apache attack helicopters and 103 Leopard battle tanks from the US and Germany, and is purchasing a dozen Russian submarines armed with cruise missiles.

The country has warned it will deploy navy vessels to patrol its coast after the Australian incursion last week. The nation's Air Force has also programmed four radars to monitor the country's southern border.


 She said the military should strengthen its "outward-looking" approach due to signs of escalating threats. The Post also quoted an anonymous official who said a clash at sea could be "imminent".

"Now that we have three frigates on the border, a clash could be imminent as our Navy will prevent the towing back," the official said.

One expert told news.com.au the military upgrade was a response to fears about Australia, which is "front and centre" in the country's mind at the moment, as well as concerns about other neighbours and growing powers such as India and China.

Professor Damien Kingsbury from Deakin University said: "Indonesia has always been pensive about its territorial integrity and Australia has played a role in that in the past."
"There's a sensitivity about that. If Indonesia did that to Australia we'd be very upset, if not more so," he said.

The Australian Government apologised to Indonesia after Navy vessels "inadvertently" breached Indonesia's territory "on several occasions" in recent weeks.
Australia's relationship with Indonesia has hit rocky waters recently, particularly because of the government's 'turn back the boats' policy and allegations from US intelligence whistleblower Edward Snowden that Australia spied on the country's president, Susilo Bambang Yudhoyono, and his wife, Ani in 2009.



Prof Kingsbury said the Government had handled the spying issue "very poorly". "We needed to apologise and we needed to do it quickly and we didn't," he told news.com.au.
At a media interview at the weekend, Foreign Affairs Minister Julie Bishop said she works very closely with her Indonesian equivalent, Dr Marty Natalegawa.
"We're in regular communication, we are working together for the shared purpose of ensuring the people smuggling trade is dismantled but also that the Australia-Indonesia relationship is strengthened."
Opposition Leader Bill Shorten said at a press conference this afternoon that Tony Abbott's policies were causing tension with Indonesia.
"Our relationship with Indonesia is important. Clearly Abbott policies are causing real friction with Indonesia.

FAR from burning the hands of asylum seekers, Australian Navy sailors actually provided first aid to asylum seekers whose hands were burned as they attempted to sabotage their own boat.

Navy chief Vice-Admiral Griggs will take to Twitter later today to deny allegations by Indonesian police and asylum seekers that his sailors had tortured them by burning their hands and bashing them.

"This is not what the navy does," a source said he would say.

"We have always been about saving people's lives."

Immigration Minister Scott Morrison today rejected the claims, adding the government is committed to strong Australian borders.

"There are any number of criminal syndicates trying to reach our borders that put Australians at risk,'' he said.

Earlier he labelled the reports "unfounded, unsubstantiated and outrageous".

"There has been no police investigation in Indonesia," Mr Morrison told Fairfax radio in Perth.

"I am surprised that unsubstantiated allegations would have been aired in such a way which diminish our navy.

"I have total confidence in our navy - for these allegations to be aired without any qualification is a pretty poor effort and not something most Australians would give a tick too.

"These people put themselves them at risk to protect others. For them to have to sit there and cop this sort of rubbish is offensive."

The navy also has the backing of Acting Prime Minister Warren Truss.

"I'm confident they have behaved responsibly and appropriately,'' Mr Truss told media today.

"We received assurances that the defence forces have acted responsibly and I accept those assurances.''

Video aired on ABC News shows asylum seekers undergoing medical checks for burns that Indonesian police say were caused by the Australian Navy.

Indonesian police say they had to get medical treatment for 10 asylum seekers - seven with severe burns on their hands - after they were picked up in Indonesian waters on January 6, ABC News reports.

Indonesian police told ABC News the burns were caused after the Australian Navy forced asylum seekers to board a boat being towed back to Indonesia and to hold onto pipes coming out of the boat's engine.

ABC News says the police claims appear to correspond with claims of mistreatment made by the asylum seekers when they first spoke to them a fortnight ago.

Asylum seekers also claim they were beaten by navy personnel, ABC News reports.

Meanwhile, Prime Minister Tony Abbott has moved to ease tensions with Indonesia by declaring it is Australia's "most important single relationship''.

It comes as Australian Customs and Defence start a review into the entry of Australian vessels into Indonesian waters after the incursions reignited tensions between the nations.

The Australian PM has arrived in Davos for this week's World Economic Forum but he won't get a chance to meet with Dr Yudhoyono, who is not attending.

However Mr Abbott stressed the importance he placed on relations with Australia's northern neighbour and its leader.

"It is, in the broad, our most important single relationship,'' Mr Abbott told a press conference in Davos on Tuesday.

"At different times in the past there have been difficulties ... and I dare say our two countries being what they are, there will be difficulties in the future.

"But I do want to stress President Yudhoyono has been a great president of Indonesia, has been a very good friend of Australia and I have enormous personal respect and admiration for the president.

" ... I want nothing but a good relationship between Australia and Indonesia.''

INDONESIA has demanded Australia stop its border-protection operations and warned it will strengthen warship patrols of its maritime borders, after Australian patrol vessels breached Indonesian territorial waters.




Sky News, Community TV,ABC,SBS, wannabees,salivating over what they see as a diplomatic gaff by Australian Conservative (Liberal) PM Tony Abbott as in securing Australia's borders as promised in his pre election promise to do so in the September 7 2013 Federal Election.

Immigration Minister Scott Morrison confirmed the territorial waters breaches, revealed in The Australian yesterday, and Australia's unqualified apology but he refused to confirm the violations occurred as Operation Sovereign Borders vessels forced asylum-seeker boats back to Indonesia.

The turn-back operation apparently started in mid-December, in spite of Jakarta's hostility to the strategy. Reportedly five boatloads have since been forced to return, though Indonesia only officially confirms two and Canberra refuses to acknowledge any specific case.

A spokesman for Indonesia's senior security minister warned the new incidents threatened attempts to repair the bilateral relationship, following the November revelation that an Australian security agency had mounted a spying operation in 2009 against President Susilo Bambang Yudhoyono, his wife and their political confidants.

"If they entered Indonesian waters like that, this will only worsen the situation and the relationship between Indonesia and Australia," said Agus Barnas, spokesman for Djoko Suyanto, Coordination Minister for Political, Legal and Security Affairs.

Indonesia plans to boost its naval presence where the Australian incursions happened, with a third frigate set to join the southern patrol.

"The government of Indonesia has the legal right to protect and defend its sovereignty and territorial integrity in accordance with international laws and the UN Charter," it said.

In "condemning and rejecting" the 20km marine border violations yesterday, Mr Djoko and Foreign Minister Marty Natalegawa explicitly linked the Australian border breaches and the turn-back operation.

"Indonesia demands that such operations conducted by the Australian government that leads to these incidents be suspended until formal clarification is received and guarantees such incidents will not recur," he said.

The statement, which does not acknowledge Australia's "unqualified apology" for the incursions, was released following meetings with Dr Yudhoyono yesterday morning and phone consultation with Dr Natalegawa, who is visiting Myanmar.

Mr Morrison said yesterday that Foreign Minister Julie Bishop had been unable to convey Australia's apology directly to her counterpart on Thursday night because he was travelling.

Mr Morrison yesterday blamed "positional errors" for the incursions which he said were accidental. "I unreservedly apologise to the government of Indonesia for this," Mr Morrison said.

The Weekend Australian understands there were five or six breaches of Indonesian waters involving two vessels from the Royal Australian Navy and one from the Australian Customs Service, all operating under the control of Border Protection Command.

An investigation into the extent of the incursions, which vessels were involved and why and when they entered Indonesian water has been launched by Australian Defence Force chief, David Hurley.

It is considered unlikely that the crews of the Australian vessels were unaware of their positions given the sophisticated navigation equipment aboard them.

It is possible that the Australian vessels may have continued to tow or to escort asylum-seeker vessels to get them closer to a landfall on Indonesia either to ensure they made it there safely or to stop them turning back towards Australia or Christmas Island.

Tony Abbott, Ms Bishop and Mr Morrison have repeatedly assured Indonesia their boats strategy did not involve Australian vessels entering Indonesian waters.

Bill Shorten accused Mr Morrison of blaming the sailors to cover up flaws in the government's policies.

Operation Sovereign Borders commander Angus Campbell said he was advised of the breach on Wednesday afternoon after a routine report was examined by a border command official.

He said navy personnel did not know they had breached Indonesian waters at the time.

"I'm determined such events won't occur again," Lieutenant General Campbell said.

TONY Abbott has done what Labor said was impossible - sent boat people right back to Indonesia.

This game-changing achievement, done twice with zero fuss, puts the lie to claims by Labor and hopeful journalists that the Abbott Government’s relations with Indonesia were already rocky.

Even more, it exposes as a fraud Labor’s claim that sending boat people back to Indonesia could not, and even should not, be done.




On Friday, HMAS Ballarat returned 44 asylum seekers picked up in the Sunda Strait and transferred them to an Indonesian coast guard vessel to be brought back to Java.

Also on Friday, Australian Customs vessel Triton saved 34 other asylum seekers off Rote Island and transferred them to the Indonesian rescue agency Basarnas.

Both transfers are yet to be confirmed by the Abbott Government, which seems overly secretive but is utterly determined to slow the frantic media cycle and to take any heat out of the Indonesian relationship.

But neither transfer could have happened without goodwill from the Indonesian Government - and particularly from President Susilo Bambang Yudhoyono, who has shown more warmth to Abbott than he did to Kevin Rudd and Julia Gillard.

Neither Rudd nor Gillard seemed able to do what Abbott has now done in his first fortnight in power.

Under Labor, boat people “saved” or intercepted by our Navy in Indonesian waters were sent not to Indonesia, but to Christmas Island.

In August last year, for instance, 80 boat people were rescued just 43km off Indonesia’s coast, yet were ferried back to Australia.

Two months ago, 101 more were saved less than 100km from Java but also ferried to Australia. Labor insisted there was no way Abbott could do it any differently under his “turn back the boats” policy.

Just last June, Rudd warned Abbott’s policy would “risk some sort of conflict with Indonesia”. What rubbish.

The drownings must stop. Sending boat people back to where they came from is a critical first step, and Abbott’s first big win.

AS a four-year-old girl desperately paddled towards a life jacket amid the wreckage of SIEV 221, a man bobbing in the monstrous Christmas Island swell grabbed it and then kicked her away, an inquest has heard.
Local Australian Federal Police officer, Special Constable Shane Adams, stood on the cliffs at Rocky Point on December 15, trying to help the 89 asylum seekers and three crew members whose boat had smashed into rocks.
He spotted the girl after the boat broke apart trying to dog paddle towards a life jacket he had flung into the sea.
Const Adams said he then noticed a man aged about 35 in the water nearby.
"He reached out and grabbed the life jacket, pushed out with his right foot and struck the young girl on the shoulder, pushing her back," he told the inquest on Christmas Island.
That was the last time Const Adams saw the girl.


Before the boat was torn to pieces amid the backwash at Rocky Point, Const Adam said he saw a woman stretching over the railing of the starboard side of the vessel holding a baby in a nappy.
The woman was screaming, 'take my baby, take my baby.'
It was what Const Adams described as a "freak swell" of about five to six metres which destroyed the wooden vessel and caused the roof to collapse.
Underneath the ship's ruptured verandah lay an elderly man, he said.
Const Adams also told the inquest he stood on the razor-sharp rocks and threw down a rope which a man grabbed hold of, but when the asylum seeker got within 10cm of safety he fell back and was not seen again.
The vessel had originally come near the shore under power but while manoeuvring in the rough seas, a blue drum fell off the boat leaking diesel into the sea.
"In my opinion the vessel had now lost its fuel supply," Const Adams said.
"At the same time the smoke exhaust stack started to puff and then stopped ... and the vessel ceased moving forward."
Fellow AFP officer Constable Brett Ford helped bring the dead bodies ashore at Ethel Beach on the other side of the island.
From about 10.30am, bodies of men, women and children were continually unloaded, Const Ford said.
But soon they ran out of body bags and had to wrap the deceased in black, plastic sheets.
This continued until about 4pm later that day.
Claire O'Connor, the lawyer acting for survivors and the families of dead, told the inquest her clients had nothing but praise for locals who rushed to the cliffs that day.
"Many owe their lives to many of the community members who helped, who pointed out to the navy where people might be in the water and provided medical services," Ms O'Connor said.
"It was far beyond what they were expecting and are extremely grateful."
Earlier in the day, Ms O'Connor put to Sergeant Adam Mack, from the West Australian Water Police who coordinated the search and rescue operations, that a factor in the deaths was the poor condition of the boat which she said was "practically a floating coffin".
Sgt Mack replied: "It was an unseaworthy vessel and did not have the appropriate safety equipment and due to other circumstances it caused the vessel to break down, the motor to lose power and crash into the cliffs."
The inquest before WA Coroner Alastair Hope continues.

BUILDINGS BURN AT VILLAWOOD DETENTION CENTRE

At least three buildings in stage 3 are on fire and one major fire has
been set in the grounds of the stage 3 compound. Fire engines are
racing to the detention centre to attend to the fires.

There are reports that windows have been broken in the management office.

Villawood detention centre is in uproar as more asylum seekers stage
protests in the grounds of stage 3 inside the detention centre, while
the roof top protest of 13 asylum seekers continues.

Serco guards have withdrawn from the compound.

There are 13 people on the roof-top protest – three Kurdish, two
Iranian and eight Afghan asylum seekers. There have been in detention
for between 13 and 20 months.

“We are too tired,” one of the detainees told the Refugee Action
Coalition, “Everyone is too tired. I have never seen Villawood like
this – everyone is protesting. Everything is burning now.”

ONE of the biggest fish in Indonesia's people-smuggling racket has been netted, after police raided a house in the eastern port city of Makassar.

The 30-year-old - known to asylum seekers the world over as Ali Cobra and described by Indonesian authorities as the "Noordin M.Top" of the trafficking racket, in reference to the regional terror tsar who has eluded capture for years - was seized on Monday night.

Ali Cobra, also operating under the name Labasa Ali, was in the process of organising a trip to Australia for 10 Afghan asylum seekers, some of whom had previously tried to make the perilous trip but had been detained by Indonesian police.

All 10 Afghan men, as well as the alleged people-smuggler, were captured in the swoop. News of the arrest comes as Australia finds itself confronting a new wave of boat arrivals.

On Tuesday, Border Protection Command intercepted a boat carrying 50 asylum seekers - the 11th such vessel to be detected this year. And late on Tuesday night, four asylum seekers found on a beach on Deliverance Island in the Torres Strait arrived at Christmas Island. The men - two Afghans, a Sri Lanklan and an Indian - were transported on a commercial flight from Perth.

Ali Cobra has established a dominant hold over the trade in recent years; according to one senior Indonesian immigration official who spoke on condition of not being identified, "in almost every case in recent times he is mentioned".

This includes an ill-fated attempt in January by a group of 18 Afghans, Pakistanis and Burmese to sail in a small fishing boat from Rote Island, west of Timor, to Ashmore Reef. Nine of those on board, including a nine-year-old boy, died when the boat sank.

One of the 10 Afghans arrested this week used a hidden mobile phone to tell The Australian from his immigration detention cell - having been returned there after Monday night's raid - that it was "absolutely" the Rudd Government's relaxed policy on boatpeople that was driving the surge in arrivals by sea.

"Absolutely. We, like everybody who tries to go, we know the detention regulations have been lifted since the fall of John Howard," said Kabul man Gulistan Ali, 32.

"We know the new Government has condemned the actions of the previous one, and has made the policies much easier for asylum seekers. We know this."

Mr Ali said he and two fellow Afghans escaped from the Indonesian detention centre about a week ago by scaling a 20m wall, leaping to the ground, hiding in dense jungle for two days and then walking 60km to Makassar, where they were contacted by phone and given an address to meet their handler.
Police swooped when the group assembled at the house.

Gulistan Ali and his two fugitive companions had previously tried to make the dangerous sea crossing on February 2, when they were arrested in the southeast Sulawesi port of Bau-Bau, preparing to board a small wooden boat.

All three had been in the detention centre, near Makassar city, since then. Gulistan Ali said the "difficult psychological situation" of being incarcerated in the "brutal conditions" there had triggered his second illegal attempt to reach Australia.

Gulistan Ali said he had paid "around $US9000" ($12,000) in total to people-smugglers since arriving in Indonesia early this year; another of the trio, Ahmad Ghahera, 25, said he paid about $US8000. Both men handed over most of that money on arrival in Jakarta, after flying from Kabul via Kuala Lumpur.

They had obtained visas from the Indonesian embassy in Kabul; there have been claims made of officials there providing the entry documents for up to $US1500. Indonesia's foreign ministry denies that allegation.

Gulistan Ali, who has a wife and two toddlers in Afghanistan, said he knew there was "less than a 50 per cent chance of succeeding, of not drowning" in the attempt to reach Ashmore Reef in Australia's northwestern waters, both in the one planned for this week and that of three months ago.

However, his life, he said, "is already ruined. Either I die - and I'm not concerned if that happens - or I secure a future for my children."

However, Gulistan Ali warned that even a figure as significant as Ali Cobra should not be seen as the end of the trail in the people-smuggling business operating out of Indonesia.

"It's a very organised mafia. But the organiser of it absolutely does not come before the people. They stay behind the curtain.

"I understand that people are very often cheated. They hand over their money and then the smugglers just report them to the authorities, to the police."

The majority of the $US9000 he had paid went, he claimed, to a smuggler "who has not been arrested". Also arrested this week in Jakarta was alleged people-smuggler Sajjad Hussein, thought to have been responsible for organising a boatload of asylum seekers intercepted in Australian waters on April 29.

AUSTRALIAN Federal Police warned Prime Minister Kevin Rudd just weeks ago his border protection laws were making the country a magnet for smuggling.

The warning came in secret intelligence briefings prepared by the AFP that were delivered to senior Government ministers.

The Daily Telegraph understands the AFP also expressed reservations last year as the Rudd Government wound back John Howard's tougher approach.

Home Affairs Minister Bob Debus last night refused to disclose details of the AFP intelligence. But the revelations are likely to harden the Opposition's claim that Labor's softer stance on border protection has contributed to a surge in the people smuggling trade.

The also come as at least four asylum seekers injured when their converted fishing trawler exploded were placed on life support.

Three asylum seekers died after Thursday's explosion off Australia's northwest coast.

All 44 survivors, including five Australian navy personnel, were yesterday receiving medical treatment in Darwin, Perth or Broome.

As the wounds were treated, Prime Minister Kevin Rudd rejected Opposition charges he had dropped the nation's guard.

Mr Rudd said the growing numbers of refugees globally meant more money would have to be given to patrolling.

The AFP warnings were based in part on intelligence from officers in Indonesia.

Australian spy agencies and the police have been monitoring an increase in people smuggling activity in Asia since mid 2008 - around the time Cabinet rolled back key aspects of John Howard's policy approach.

But the new "risk based" detention policy also coincided with an upswing in people smuggling.

Six illegal vessels have arrived this year. Mr Debus yesterday confirmed 250 people had sought asylum in 2009 - compared to 160 last year.

Mr Rudd defended his border protection policies and the Government's determination to repel smuggling attempts.

He said the policies were "tough, targeted and integrated with the border protection efforts our partners around the world".

"We have dedicated more resources to border protection that any previous Australian Government," he said.

"(We) will dedicate what further resources are necessary as this threat, this global threat, unfolds."

Funding for border protection operations was increased by $20.6 million to $280 million last Budget.

AUTHORITIES were believed to be tracking another boatload of asylum seekers en route to Australia as Kevin Rudd labelled people smugglers the "vilest form of human life" and pledged to provide whatever resources were necessary to combat the growing incidence of arrivals.

Government sources told the Herald yesterday another boat had been under surveillance for about two days and would be intercepted once it entered Australian waters.

Prime Minister Kevin Rudd says people smugglers can 'rot in hell' as the Opposition accuses his Government of a 'soft' asylum policy.

In Indonesia 68 Afghans planning to enter Australia were arrested in a hotel at a beach resort near Jakarta. They were detained for entering Indonesia without travel documents or visas in Anyer, a town in Banten, a province in West Java about two hours' drive from Jakarta.

The captain of a navy patrol boat escorting the asylum seekers' craft said a "high threat" warning had been sent from members of the naval boarding party just minutes before the vessel exploded and sank.

Lieutenant-Commander Barry Learoyd, captain of HMAS Albany, said the six-man boarding party had been aboard the craft for some time and had raised the alarm when the explosion occurred about 7.45am.

Commander Learoyd would not comment on what had prompted the "high threat" alert, other than saying it was a recognised code indicating something serious had occurred.

He said the boat people were not told they were being escorted to Christmas Island.

As the Opposition continued to insist the increase in arrivals was a result of policy changes, Mr Rudd said Australia's recent experience was part of a worldwide surge in asylum seekers. "People smugglers are the vilest form of human life. They trade on the tragedy of others, and that is why they should rot in jail and, in my own view, rot in hell," he said.

"This Government is absolutely committed to dedicating all resources necessary to fight the fight against people smugglers, to maintain a hard-line, tough and targeted strategy in maintaining this country's border protection."

On Thursday, the boat with 47 Afghans, two crew and Australian Navy exploded off Ashmore Reef while under naval guard. The death toll, confirmed to be three, was expected to rise to five as there has been no sign of two missing people.

The Immigration Minister, Chris Evans, said the toll could go higher. "It looks like we've got some really seriously injured and the death toll may mount," he said. Of those taken to the mainland, the eight most severely injured were being treated at Royal Darwin Hospital. There were grave fears for five of them.

One was in Broome and 22 others had been taken to Perth. Five of these are in intensive care in a critical but stable condition. One is in a perilous condition because of a serious airway burn. Another 17 are in the burns unit but all are stable. Thirteen slightly wounded people arrived in Darwin aboard HMAS Albany, the patrol boat which intercepted the asylum seekers' boat near Ashmore Reef on Wednesday.

The Federal Government sent 18 Australian Federal Police officers and forensic experts to Darwin and Perth to assist with the investigation.

The West Australian Premier, Colin Barnett, claimed the boat exploded after the asylum seekers doused it with petrol. Mr Rudd said the cause was still unconfirmed and he would be saying nothing about it until it was.

The Government cited the Howard government's incorrect claims about asylum seekers throwing children overboard in 2001 as the reason for taking time to ascertain the facts.

The Deputy Prime Minister, Julia Gillard, said Australians did not like to see politicians trying to profit from such circumstances, and the Opposition Leader "might care to remember that". Malcolm Turnbull maintained that last year's policy changes of abolishing temporary protection visas and the "Pacific solution" were responsible for the surge in boats arriving in Australian waters. He stopped short of pledging to reintroduce either policy.

The Opposition immigration spokeswoman, Sharman Stone, had accused the Government of being responsible for the deaths but Mr Turnbull tempered the claim yesterday. "The particular tragedy was not caused by the Government," he said.

Mr Rudd said there were "global factors at work". "You have tens of thousands of people arriving as refugees on the shores of countries right around the world."
