Led by the so-called "Godfather" of the NSW Labor right, Senator Don Farrell, the trio gave voice to backbench fears over the Greens' hold on the Gillard Government.
The right-wing delegation of Senator Farrell, and senior senators Steve Hutchins and John Hogg met the PM at 11.30am yesterday after the Greens claimed to have Government backing for a Bill to pave the way for gay marriage and legal euthanasia.
It is believed the PM said she had no knowledge of it and gave a commitment she would not back legal euthanasia.They had also confronted Treasurer Wayne Swan, who also claimed to be in the dark.
Senate Labor leader Chris Evans was later forced to apologise to a caucus of Labor senators at a 3pm meeting over what they claimed was a return to the Rudd-style lack of consultation and failure of government process.
The Greens had ambushed the Government by quietly introducing amendments to its own private member's Bill late on Tuesday night.
The amendment made the Bill far more radical and turned a "machinery" Bill into one that would pave the way for the territories to allow legal euthanasia and gay marriage by limiting the Commonwealth's ability to overturn territory legislation.
Anger was directed at former Labor leader Simon Crean, who briefed the ALP Caucus on the territories Bill on Tuesday. "There is a view around that, at best, Crean didn't explain the Bill and we've been misled," one Labor MP said. "Either that or it was a giant stuff up."
Mr Crean, however, defended his position, saying: "The position that I took to Caucus was the same position as supported by the party in 2006."
Ms Gillard now faces a possible breakout of factional war with right-wing MPs accusing Labor left MPs - who support gay marriage and euthanasia - of conspiring with the Greens to deceive the Government. The issue was later resolved when the PM intervened to ensure Labor would vote with the Coalition in the Senate to delay the Bill by referring it to a committee.
MPs are also angry that the PM's decision to introduce a carbon tax was not taken to the caucus.
Others told The Daily Telegraph they were receiving "virulent" emails complaining of a Labor "sell out" to the Greens, who combined with Ms Gillard to unveil the climate change pact.

And Last week Deputy Prime Minister Bob Brown announced the CO 2 TAX, the Labor Green TAX on EVERYTHING.

Muslim Women in Sport

The benefits derived from sport can not be denied. Not only do they have physical and social benefits, but also essential psychological consequences. Since sport is also a compulsory part of the curriculum in all schools, it is important to address the many Islamic conflicts that us sisters may face.

The Need for Sport

Men and women alike are in need of sport and exercise. Physical fitness is certainly encouraged, just as a balanced diet is endorsed, and harmful substances are prohibited. Exercise is also conducive to a more balanced emotional state, as it aids in the release of harmful free radicals and excess hormones. Mundane routines must also be broken otherwise it could affect a women\'s input into society, as well as her relationship with her husband and family.
The Sahaabah were aware of these issues, and would exhort others for the same. \'Ali bin Abi Talib (r.a.a) said: \"Refresh your minds from time to time, for a tired mind becomes blind.\" Abu Darda` (r.a.a) also commented: \"I entertain my heart with something trivial in order to make it stronger in the service of the Truth.\"
The Prophet (s.a.w) advised his followers to engage in many forms of sport, which even today are considered of the best form of exercise. The Prophet (s.a.w) himself would engage in wrestling, racing, archery and horse races.
While Aisha (r.a.a) was on a journey along with the Apostle of Allah (s.a.w), she had a race with him and outpaced him. As time passed, the Prophet (s.a.w) wished to avenge for his loss, so he raced her again, in which case he outpaced her, and remarked: \"This is for that outpacing.\"

The Etiquette\'s of Sport

The restrictions on women participating in sport or physical activity is more than that of men. All Islamic observances must be followed, regardless of any school policies or social stigmas. Our obedience to our Creator cannot be given preference to a creature of Allah.
When participating in sports, the clothing must be Islamically acceptable. This would therefore exclude shorts, t-shirts, leotards, swimming costumes etc.
It is very important to ensure that there are no males watching. Mixing of sexes is forbidden in normal situations, except in special situations under certain conditions, let alone in a sporting arena or exercise facility. It also restricts your activities, and modesty would not allow this in any case.

Swimming

In most female-only schools, there are always male teachers around. Hence wearing even body suits is not sufficient, therefore to remove yourself from this activity is the only solution. There are some female-only baths or swimming complexes, yet even this is not suitable for the purposes of Muslim women. The following tradition treats this point:

\"Some women from Homs or from Sham (now the area of Damascus) came to \'A\'ishah. She asked, \'Do you enter the public baths? I heard the Messenger of Allah saying that a woman who undresses anywhere else other than in her own house tears off the Satr (shelter) which lies between her and her Lord .\' \" [At-Tirmidhi and Abu Dawud]

It is not only a problem of Satr, but also revealing yourself to disbelievers, an important point which ssisters are ignoranor careless of. Permission for a Muslim woman to reveal her hair, arms etc. is permitted to her husband, father, mother and so on.

Non-Muslim women are excluded from this permission, because contact with them might easily lead to disastrous results. That is why the Khalif \'Umar wrote to Abu \'Ubaidah Ibn al-Jarrah, the Governor of Syria, to prohibit the Muslim women from going to the baths with the women of the Ahl al-Kitab (the People of the Book). [At-Tabari, Ibn Jazir]. According to Ibn \'Abbas \"...a Muslim woman is not allowed to display herself before the women of the unbelievers and non-Muslim poll-tax payers (Ahl al-Dhimmah) any more than she can display herself before other men\" [At-Tabari].
This distinction between women on grounds of character and religion is intended to safeguard Muslim women against the influence of women whose moral and cultural background is either not known or is objectionable from the Islamic point of view.

Gyms

Although many women-only gyms have become popular, we have the same problem as with baths, that being in the presence of non-Muslim women. However, as long as loose clothing is worn along with proper head covering, this problem can be avoided.

Self-Defence

Particularly in Western countries, this is an important form of popular exercise. Sisters must be careful to train only with other women, to maintain loose clothing and head cover, and not to attack at the head, as the Prophet (s.a.w) has forbidden us to hit on the face while training.

Watching Sport

Many sisters find themselves in situations where they will be watching sports on TV, at school carnivals, or going to matches. Stadiums are not advisable places for Muslims in general, because of the language, drinking and scenery. Allah has commanded the believing women to lower their gaze, and sport comes as no exception, especially with guys in shorts.

Other Points

Sports and exercise should be judged according to the level of modesty involved. Games such as netball played in a public arena is not befitting to the honour of a Muslimah. No compromises can be made in terms of clothing or mixing. Public showers at female schools is totally forbidden. Many sisters will also apply deodorants after a work-out. What must be kept in mind is the Prophet\'s warning on a fragrant perfumes: \"The woman who perfumes herself and passes through a gathering is an adulteress.\" Some fragrant-free deodorants are available, otherwise apply enough so that the fragrance is not apparent.
A married woman must also have the permission of her husband beforehand, and must ensure that non of her duties as a wife are being sacrificed as a result of her activities.
To keep in line with today's excessive and unwarranted demands for women to have a \"supermodel\" physique, many sisters will exercise for this sole purpose, only adding more stress and anguish to themselves. Keep it as a fun activity, involve your husband with it and make it an intimate part of your marriage life. Keep in mind that over-exercising can result in unrepairable tissue damage, and will turn you off it. Bodily exhaustion is not called for, as Allah (s.w.t) tells us: \"Allah burdens not a person beyond his scope.\" [2: 286] .

Mass brawl closes Westfield shopping centre, Mt Druitt

SOCIAL networking sites like Facebook helped tip-off police about a planned brawl in Mount Druitt last night.

Police intercepted online chatter between two gangs and learned of their plans two days before the pre-organised fight, Acting Assistant Commissioner Wayne Cox said.

Mt Druitt police also received a number of tip-offs from elders in the Pacific Islander community and called in the Public Order and Riot Squad, Dog Unit, mounted police and commuter crime unit.

Up to 100 teenagers and young men armed with crude weapons made with glass descended on the Westfield Shopping Centre about 7pm.
There were general scuffles and fights between individual persons or one person on six people or vice versa,'' Mr Cox told reporters.
There was a whole range of different incidents occurring at the one time. Police were able to pull those incidents apart and grab the main offenders and then arrest and charge them.''

The fight began over ``general insults'' traded between the groups, one of which is linked to Mount Druitt and the other from the Granville area. He said both groups have Pacific Islander backgrounds.
There has been some banter between the two groups in relation to insults being traded and this is obviously turned in to a ridiculous outcome for them,'' he said.

Mr Cox said police were waiting and prepared for the fight when it broke out. Thirteen people were arrested at the scene and police believe they will make more arrests after looking at security vision from the shopping centre
When you have large groups like that, they have that mob mentality where they really don't care about other people and that's why we were there,'' he said. We read the situation correctly and certainly had the resources to deal with it affirmatively.''

Police seized two baseball bats and a number of home-made weapons from the scene.
Those arrested ranged in age from 16 to 22 and they have been charged with a combination of affray, assault police and resist arrest offences.
One of the juveniles, aged 16 will appear in Parramatta Children's Court today, while three of the men, aged 20 and 19, will appear at Mt Druitt Local Court later today.

Climate change campaigners spark fury with video featuring exploding children

A CLIMATE change campaign video made by Love Actually writer Richard Curtis sparked fury after it featured children being blown up, the (London) Daily Telegraph reported Saturday.

In the four-minute video a teacher is shown blowing up two schoolchildren with a detonator after they display little interest in a project to cut carbon emissions, the (London) Daily Telegraph reported.

Former soccer star David Ginola and The X-Files star Gillian Anderson were also given the same treatment.

The film, which is part of a 10:10 climate change campaign, was posted online but withdrawn within hours after a barrage of outrage, especially from climate change sceptics.

Curtis, who is famous for sugar-sweet films such as Love Actually, Four Weddings and a Funeral and Notting Hill, is a big supporter of the campaign which aims to cut carbon emissions by 10 per cent.

A spokesman for the campaign organisers said: "We have discussed our decision with Richard and he is happy for the film to be withdrawn. We wanted to find a way to bring this critical issue back into the headlines while making people laugh.

“Many people found the resulting film extremely funny, but unfortunately some didn't and we sincerely apologise to anybody we have offended. As a result we've taken if off our website."

WASHINGTON - Former Australian Prime Minister John Howard has attacked "multiculturalism" in English-speaking nations, while urging countries to hold on firmly to their cultural identities in the battle against

terrorism.

Mr Howard said on Tuesday on a visit to Washington that the "Anglosphere" needed to take greater pride in its values and achievements.

"I think one of the errors that some sections of the English-speaking world have made in the last few decades has been to confuse multiracialism and multiculturalism," Mr Howard said at the Heritage Foundation, a conservative think-tank.

He pointed in particular to Britain, whose Muslim community came under the spotlight after the 2005 bombings on the London transport system.

He declared that he was "a passionate believer in multiracialism", in which migrants from different cultures of the world adopt the culture of their new country.

 

 

"I believe that societies are enriched if they draw ... from all parts of the world on a non-discriminatory basis," he said.

"But when a nation draws people from other parts of the world, it draws them because of the magnetism of its own culture and its own way of life.

"People want to live in the United States not because of some futuristic ideal of multiculturalism but because of what they regard as the American way of life and American values," he said.

Mr Howard also warned that Islamic radicalism posed a real threat and warned against pandering to extremist philosophies in order to win their support.

"There is a tendency to see a response to terrorism in terms of placating alternative philosophies in the hope that they will accommodate you and abandon their aggressive designs on your society," he said.

The "Anglosphere" and other countries should not apologise for their cultur al identities but instead stand up for their beliefs, Mr Howard said. Agencies

"He should find relevance in the world without picking on minorities," he said. "I think it is really a guilty conscience."

Mr Trad said Mr Howard had a "phobia" about multiculturalism.

"There is no harm of having a different understanding of variety of cultures in a society," he said.

Rachel Bloul, a sociologist who specialises in Muslim migrants in the West at the Australian National University, said Mr Howard's comments were "inappropriate' and "not at all smart".

"Each time when the question of Muslim migrants is taken up by politicians it inflames debate even more than is necessary," Dr Bloul said.

"I'm sure it would create problems in Australia."

Powerless to stop an invasion of boat people

IN three swift years, the Rudd-Gillard Labor Government has destroyed Australia’s border security and reduced the asylum seeker issue to a deadly farce.

Former prime minister Kevin Rudd was responsible for putting people smugglers back in business when he oversaw a comprehensive relaxation of border controls in 2008.

The welcome sign for asylum seekers was well and truly written to order by current Prime Minister Julia Gillard.

Now, the secretary of the Department of Immigration and Citizenship (DIAC), Andrew Metcalfe, has been forced to write to his colleagues in other areas of the public service begging for assistance to help DIAC meet an “urgent and increasing demand for staff” to cope with the ever-increasing flow of new arrivals.

They are, Metcalfe writes, rapidly “approaching the point where we will not be able to meet the demand”.

While Rudd - in his new incarnation as Foreign Minister - jets off to grandstand in New York with the global United Nations panjandrums whose company he prefers, negotiations with East Timor over a possible asylum processing centre have been left to the Government’s newly-minted Immigration Minister Chris Bowen.

Only days into his new job, Bowen has essentially acknowledged that offshore processing is on the cards.

Though Labor would rather choke than pronounce the words “Pacific Solution”, the Papua New Guinea Government is already discussing the reopening of its Manus Island detention centre - oops, better call that an “asylum seeker processing centre” - and letters have been flying between Michael Sapan, Governor of Manus Province, and PNG Prime Minister Sir Michael Somare. Sapan has been arguing, quite reasonably, that the Lobrum asylum processing centre could be reopened and that it would be an economic boon to a severely financially stressed area of the country.

He evens dares to mention the Pacific Solution.

In the area of border protection, as in so many others, Labor has proven itself to be the party of gross mismanagement.

As shadow immigration minister Scott Morrison said yesterday, the level of seaborne arrivals currently in detention because of Labor’s discriminatory asylum freeze, and the extended taxpayer-funded appeals processes, have both contributed to a record detention population of more than 5000 people.

The numbers are staggering.

In September, Australia’s detention population included 4527 people who had arrived illegally by boat.

This compares to just four people in November, 2007. Under Labor, the number of those held in detention centres has increased by - wait for it - 113,075 per cent. So much for Rudd’s pre-election boast that he would turn them back.

My Daily Telegraph colleague Simon Benson revealed that of 6310 asylum seekers arriving in Australia in the past two years, only 75 have been rejected and returned to their country of origin.

The cost to the nation of Labor’s utterly shambolic approach to border security is now running into billions.

It’s also eating into other areas of critical importance to Australia. As Australia’s Chief of Defence Air Chief Marshal Angus Houston said earlier this week, key defence assets are so overstretched dealing with the incessant influx of boat people that day-to-day operations are being compromised.

The constant demand for air surveillance aircraft and patrol boats “means you sometimes can’t do other things”, Houston has admitted.

West Australia has become a dumping ground for asylum seekers. Labor has now admitted that it is expanding facilities at the remote Curtin air base to house boat people, and other possible sites at Laverton and Northam are being explored.

Local communities, such as the one at isolated Leonora, east of Perth, are finding that the boom which was promised as an accompaniment to its detention centre, has not eventuated.

Instead of local stores reaping the benefits, supplies are shipped from major operators in Perth. Resentment is growing as residents see detainees access benefits which the locals cannot afford, including fresh produce.

Liberal MP Don Randall, whose Canning electorate is home to a high percentage of immigrants, said there was a perception that the newly-arrived refugees were receiving better access to education and health facilities than long-established migrants.

“What do you tell a war widow who can’t get help with housing while recent arrivals are placed at the top of the list because of some obligation to a UN treaty?” he asked.

Meanwhile, at the modern District Court in the centre of Perth, four Indonesian crewmen who brought a boatload of Afghan asylum seekers to Ashmore Reef in June, 2009, are in the middle of trial which is set to run from two to three weeks.

Lorens Lapikana, Anto, Samsul Bahar, Anwah Abdullah, each with his own taxpayer-provided barrister and each with his own taxpayer-funded translator, have been appearing daily to listen as tapes and transcripts from their recorded interviews with DIAC officials on Christmas Island last July are played to a judge and jury. Two of the men had claimed to be aged under 15 but X-rays were taken of their wrists and a radiologist has testified that their probable ages were greater than 19, enabling them to be tried as adults. Though a number of Indonesians have been sent home without charge, probably to relieve overcrowding in the already stretched West Australian prison system, the jurors may decide to add these to the 48 currently serving sentences.

The cost of keeping them in jail serving sentences or among the 74 currently on remand, runs to millions each year.

Despite the claims that more illegal arrivals come to Australia by air, these crewmen are a reminder that boats have brought more people in than all the airlines in the past 11 months. According to Morrison, between July 1, 2009, and June 11, 2010, there were 5233 asylum seekers who arrived illegally by boat and just 541 asylum seekers who arrived illegally by plane (i.e. without visa documentation).

“This means almost 10 times as many illegal arrivals came by boat than by plane under Labor’s failed border protection policies,” he said.

“The vast majority of people who arrive by plane and subsequently make an asylum claim do so with a valid visa and full documentation, enabling their claims to be properly tested. The Government’s figures show that 5105 people who arrived by plane during this same period and subsequently sought asylum, arrived with valid documentation.”

Labor is in denial on its failure on border protection, despite the overwhelming evidence of policy collapse.

Its strategy was farcical and has proved to be, as forecast, unworkable. This is a crisis, a crisis of Labor’s own making. And it will not be solved while the Gillard Government continues to close its eyes to this fiasco.

Anyone who honestly believes that the Australian Labor Party’s facilitation of Islamic Colonization of Australia aka. Border Protection, is anything BUT a joint Criminal Enterprise with their Islamic / UN Partners in Crime, is more than a little too laidback.

Hundreds of thousands of Australian’s and Australian Families are sleeping outdoors,in Sydney’s all our other capital cities shop doorways, in cars, under bridges and in public parks or anywhere else they and their children can find shelter,the Rudd / Gillard Government elected in 2007 insists it has done all that is possible to remedy this appalling third world situation.

POLICE are appealing for a couple that helped a wheelchair-bound woman who was attacked by a group of males and allegedly sexually assaulted in Sydney’s north west last week, to come forward.
About 8.30pm on Thursday 12 August the wheelchair-bound woman was travelling south along Devlin Street, Ryde, after being at a nearby shopping centre.
The 39-year-old woman was on her way to a bus shelter to return home when she was approached by four males.
One of the males allegedly wheeled the woman up a ramp near the bus stop and into a car park in Church Street. The group then allegedly lifted the woman from her wheelchair and threw her to the ground before one of the males struck her to the head and sexually assaulted her.
At this time a man and a woman appeared in the car park before the group fled the scene.
The first male is described as Middle Eastern/Mediterranean in appearance, aged in his early 20s, 170cm tall, with a chubby build, clean shaven chubby face and short wavy black hair. He was wearing jeans, a T-shirt and a black hooded jacket.
The second male is described as Middle Eastern/Mediterranean in appearance, aged in his early 20s, 175-180cm tall, thin build with black hair and no facial hair. He was wearing a white or grey cap, joggers and a tracksuit.
The third male is described as Middle Eastern/Mediterranean in appearance, aged in his early 20s and average build.
The fourth male is described as Asian in appearance, aged in his early 20s, 170cm tall with a thin build.
The couple allegedly called police and later drove the woman home. Investigators are appealing for the man and woman, described as being Indian Sub-Continental in appearance, to contact police immediately.
Investigators are also appealing to anyone else with information about the incident or the group to contact Crime Stoppers on 1800 333 000.

AN Australian special forces soldier has died in Afghanistan, taking the number of Australian soldiers to have died in Afghanistan to 18.
Acting Defence Force chief Lieutenant General David Hurley named the soldier as Trooper Jason Brown, 29, a member of the Perth-based Special Air Service Regiment.
Lieutenant General Hurley on Saturday said Trooper Brown was shot overnight while assisting in a "disruption operation" in northern Kandahar.
Several insurgents engaged the coalition troops using small arms, and Trooper Brown suffered multiple gunshot wounds.
He received immediate first aid and was evacuated by helicopter to Kandahar, but died.
Lieutenant General Hurley expressed "deep regret" at the death.

THE Labor Party has been caught posting an incomplete transcript of a recent Julia Gillard interview on her official website.
It excised its references to her youthful involvement in the Socialist Forum.
The party also excluded from its official record criticism of the Prime Minister's proposal for a citizens' assembly to seek a consensus on climate change policy, along with questions over whether Labor had made deals with the Greens in return for electoral preferences.
The Australian has established that a transcript on Labor's website purporting to reflect an interview the Prime Minister gave on Sydney's 2GB on July 27 excludes several minutes of the interview, the equivalent of seven pages worth of transcript.

The excised sections of the interview with Alan Jones include an exchange about how Ms Gillard worked as a typist for the Socialist Forum in 1998 as well as Jones, an outspoken right-winger, savaging Ms Gillard's position on mining tax and climate change.
A Labor campaign spokesman said last night the omission -- the exclusion of a single chunk of about a third of the interview -- was the result of an oversight in the transcribing process. "It has now been fixed and replaced on the website," the spokesman said.
During the excised section of the interview, Jones asked about Ms Gillard's acknowledged involvement in the Socialist Forum, which he described as having been "formed from the old Communist Party". Jones said Ms Gillard had said in a radio interview three years ago she had been involved with the forum "more than 20 years ago" while the Parliamentary Register of Interests said she had been involved between 1998 and 2002. He also said a 1994 flyer for a Socialist Forum event described her as a member of its management committee.
It was at this point that Labor's transcript resumed. It correctly records Ms Gillard as saying she worked for the organisation at university and retained involvement when it merged with the Fabian Society.
Ms Gillard described Jones's questions as "a load of old cobblers" and strongly defended her record on national security, rejecting the relevance of her university activities to the current election campaign.
The transcript on the Labor website also excluded an exchange in which Jones referred to criticism of the proposed citizens' assembly.
It also excluded Jones's questioning Ms Gillard on whether Labor's preference deal with the Greens came with behind-the-scenes agreements on climate change policy. The Prime Minister insisted she had made no policy deals with the Greens.
Labor Party sources said last night the error was inadvertent; political operators knew that any attempt to doctor transcripts would inevitably be detected.
"If it had been doctored specific passages would have been excluded. But this was one chunk and it was just left out in error," one source said.

Four men get life in jail for murdering UK couple in bungled 'honour killings'

FOUR men who set fire to the wrong house in an attempted honour killing have been sentenced to life in prison after they were convicted of murdering a couple in northwestern England.

The men, who intended to torch the house of a man who was having an affair with the sister of one of the arsonists, targeted the wrong address in Blackburn and killed a married couple, Sky News reported.

Abdullah Mohammed, 41 and his wife Aysha, 39, were overcome by smoke in their home and died later in the hospital. They are survived by their three children aged nine, 14 and 19.

Preston Crown Court judge Justice Henriques said it was "nearly impossible to imagine a worse case of arson than this. You have wreaked devastation on a blameless, devout family."

Justice Henriques added: "It is a most cruel irony that two such devout members of the community, both deeply religious, should have lost their lives to such a perverted and wicked act."

Three of the men drove from their homes in east London. Habib Iqbal, 25, Sadek Miah, 23, and Mohammed Miah [no relation], 19, were recruited by Hisamuddin Ibrahim, 21.

Ibrahim was jailed for a minimum of 28 years. His accomplices were handed sentences between 19 and 25 years in prison.

Ibrahim was said to be enraged that his sister, Hafija Gorji, was divorcing her husband and had begun an affair.

It was said Ibrahim wanted to punish her lover on behalf of his family - but the arsonists poured petrol into the wrong house as the Mohammeds were asleep.

CCTV footage showed a car belonging to Sadek Miah’s mother in the area early in the morning. Three figures got out with a container. The attack was not filmed but the men returned to the car and drove off without headlights.

Witness wants to hide her face behind burqa during Islamic school fraud trial

A JUDGE is set to decide this week whether a Muslim woman can wear a full burqa while giving evidence before a jury in a fraud case.

West Australian District Court Judge Shauna Deane is due to hear submissions tomorrow from lawyers for the prosecution and defence regarding the witness, who wishes to wear the burqa.

The woman is a strict Muslim who does not want to show her face to men. Defence lawyers raised concerns about how the jury could read the woman's expressions if they cannot see her face.

The jury in the case was discharged yesterday after the estimated time for the fraud trial of a Muslim college director blew out from 10 days to five weeks.

After the jury was discharged, defence lawyer Mark Trowell said a jury would not be able to "make a proper assessment" of the witness if they could not see her face.

He said it was believed to be the first time in Australia that a witness had wanted to wear a full burqa.

Anwar Sayed has been charged with fraudulently obtaining $1.125 million from the state and federal governments by falsifying the number of students at the Muslim Ladies College of Australia in Perth's south.

To think the good judge has to take time out to consider this absurd request from this arse clown.

From black list to blacked out. Documents on plans to store web surfing data are heavily censored due to the possibility of 'premature and unnecessary debate'.
The federal government has censored approximately 90 per cent of a secret document outlining its controversial plans to snoop on Australians' web surfing, obtained under freedom of information (FoI) laws, out of fear the document could cause "premature unnecessary debate".
The government has been consulting with the internet industry over the proposal, which would require ISPs to store certain internet activities of all Australians - regardless of whether they have been suspected of wrongdoing - for law-enforcement agencies to access.
All parties to the consultations have been sworn to secrecy.

Industry sources have claimed that the controversial regime could go as far as collecting the individual web browsing history of every Australian internet user, a claim denied by the spokesman for Attorney-General Robert McClelland.
The exact details of the web browsing data the government wants ISPs to collect are contained in the document released to this website under FoI.
The document was handed out to the industry during a secret briefing it held with ISPs in March.
But from the censored document released, it is impossible to know how far the government is planning to take the policy.
The government is hiding the plans from the public and it appears to want to move quickly on industry consultation, asking for participants to respond within only one month after it had held the briefings.
The Attorney-General's Department legal officer, FoI and Privacy Section, Claudia Hernandez, wrote in her decision in releasing the highly censored document that the release of some sections of it "may lead to premature unnecessary debate and could potentially prejudice and impede government decision making".
Hernandez said that the material in question related to information the department was "currently weighing up and evaluating in relation to competing considerations that may have a bearing on a particular course of action or decision".
"More specifically, it is information concerning the development of government policy which has not been finalised, and there is a strong possibility that the policy will be amended prior to public consultation," she wrote.
Further, she said that although she had acknowledged the public's right to "participate in and influence the processes of government decision making and policy formulation ... the premature release of the proposal could, more than likely, create a confusing and misleading impression".
"In addition, as the matters are not settled and proposed recommendations may not necessarily be adopted, release of such documents would not make a valuable contribution to public debate."
Hernandez went further to say that she considered disclosure of the document uncensored "could be misleading to the public and cause confusion and premature and unnecessary debate".
"In my opinion, the public interest factors in favour of release are outweighed by those against," Hernandez said.
The "data retention regime" the government is proposing to implement is similar to that adopted by the European Union after terrorist attacks several years ago.
Greens Communications spokesman Scott Ludlam said the excuse not to release the proposal in full was "extraordinary". Since finding out about the scheme, he has launched a Senate inquiry into it and other issues.
"The idea that its release could cause 'premature' or 'unnecessary' debate is not going to go down well with the thousands of people who have been alarmed by the direction that government is taking," he said in a telephone interview.
"I would really like to know what the government is hiding in this proposal," he said, adding that he hoped that the Attorney-General's Department would be "more forthcoming" about the proposal in the senate inquiry into privacy he pushed for in June.
Deputy Leader of the Opposition in the Senate, George Brandis, said the government’s decision to censor the documented showed ‘‘how truly Orwellian this government has become".
"To refuse disclosure of material that had already been circulated among stakeholders, on an issue of intense current political debate on the ground that it might provide unnecessary discussion, shows that the Gillard government has become beyond satire," Brandis said.
Online users' lobby group Electronic Frontiers Australia spokesman Colin Jacobs said what was released was "a joke".
"We have to assume the worse," he said. "And that is that the government has been badgering the telcos with very aggressive demands that should worry everybody."
Jacobs said that the onus was now on government to "explain what data they need, what problem it solves and, just as importantly, why it can't be done in an open process".
"The more sensitive the process and the data they want, the more transparent the government needs to be about why it wants that data," he said. "Nobody could argue that public consultation ... would somehow help criminals," he added.
"We have to turn the age-old question back on the government: if you don’t have anything to hide, then you shouldn't be worried about people having insight into the consultation.
"This is a very sensitive and important issue. It raises huge questions about privacy, data security and the burden of increased costs to smaller internet service providers. What really needs to be debated is what particular information they want, because that's where the privacy issue rears its ugly head," he said.
According to one internet industry source, the release of the highly censored document was "illustrative of government's approach to things where they don't want people to know what they're thinking in advance of them getting it ready to package for public consumption".
"And that’s worrying."
The Attorney-General's spokesman declined to comment, referring comment to the department. The department said it had "nothing to add" to the FOI letter it provided.
