I DON'T know about you, but it's always nice to get emails. Once upon a time you'd look with pleasure at a handful of letters which dropped through the letter box. Now all you get are those threatening looking envelopes with windows. Or if you're Tom Koutsantonis, those nasty missives which tell you about passing unknowingly through a speed camera.

But this is a generalisation. At the height of the Schapelle Corby affair I received 5000 emails in one day from fellow Australians pleading with me to save "our Schapelle" from the horrors of the Indonesian legal system. Or, to be a bit more honest, the few I looked at said that.

I'm sure my successor as foreign minister, Stephen Smith, had his in box bursting last week as people demanded he save the beer mat mum, Annice Smoel, from the ravages of the Thai police.

I felt for him especially when the media started demanding he "do something" to save her.

After about 10 minutes as foreign minister I was a little surprised to learn I was "responsible" for miscreant Australians who got into trouble in foreign countries.

No, no, no, don't get it wrong - drug traffickers, drunks, kleptomaniacs and fraudsters weren't responsible for their own stupidity - I was.

It's about time that great nanny in Canberra, the Federal Government, turned around and told people they are responsible for their own decisions.

I was in Lebanon the other day and went down to the southern cities of Sidon and Tyre. They're fascinating places - old Crusader castles, bustling souks, colourful little food stalls with generous owners offering you a taste of their wares.

But I couldn't help remembering the awful events in those same places three years ago when Israel went to war with Hezbollah.

There were said to be 20,000 Australians in Lebanon at that time and a hefty percentage of them were demanding the Australian Government save them and fast.

Lebanese support groups hit the airwaves screaming that the Government was too slow getting those Australians who wanted to be evacuated to safety. But hang on, Australia's about 15,000km from Lebanon and we don't dock ships in the eastern Mediterranean ready to ferry Australians to safety.

And there was something else. We'd issued a travel advisory months earlier warning Australians of the dangers of southern Lebanon and the risks of going there.

It didn't matter - apparently we had to get them out.

We were lucky. The Australian ambassador, a petite, charming professional called Lyndall Sachs, worked day and night chartering ferries and providing comfort to the evacuees, who hadn't cared about the travel advisories, and whisked them to safety.

It was one of the great achievements of an Australian diplomat. Almost single handedly, she managed to get around 5000 Australians to Cyprus and Turkey.

We then chartered planes to take them back to Australia. I hope they built shrines to her. Some did, at least metaphorically.

But some just whinged. They felt seasick on the ferry and that was our fault. Could they get frequent flyer points for the free flight back to Australia? And all this cost around $30 million dollars - your dollars.

I'll tell you this - I didn't get 5000 emails of thanks but I got plenty of abuse because we weren't fast enough, the ferries didn't go from their port of choice and we were slow because we were racist, and so on. I mean, we'd warned them and told them not to go to the south of Lebanon. They went all the same. And when the proverbial hit the fan it was, you guessed it, "our fault".

Then there was Hurricane Katrina, which flooded much of New Orleans. A mother of an Australian who arrived in New Orleans the day the hurricane hit came to see me in Stirling and demanded I get her son out. Americans couldn't get out but I had to get her son out. I asked if he'd heard the warnings from the U.S. Government that week to avoid New Orleans.

She started shouting. He doesn't follow the news, he doesn't watch TV or read the newspapers. I see, I said. It was my fault he was in New Orleans, was it? What were we to do? Fly helicopters from Australia to America and pick up Australians and leave the Americans behind?

I didn't have the guts to say this as foreign minister but don't you think you should take responsibility for yourself when you go overseas?

If you're too dumb or idle to read the travel advisories and too mean to take out travel insurance when you go overseas then you ought to take responsibility for your own behaviour.

Sure, if there's a catastrophe like the Bali bombings or you're trapped in a corruption scam the government should try to help. But not if you're too lazy and silly to help yourself.

Remember two things when you travel. First, there are no special laws for Australians overseas. Foreigners make the laws over there, not us. And secondly, foreigners do things differently and they're entitled to.

If you go to a Muslim country and get wildly drunk and women start dressing down (if you know what I mean) it can be bloody offensive to the locals. You'll soon be in trouble.

And learn to take responsibility for your own behaviour. Stealing is wrong, even stealing beer mats. I know, I know, the beer mat mum had a few drinks but, no, she wasn't drunk and she was charmingly polite to the local police.

But she was in a foreign country with a different culture and all of us ought to respect that.

DUBAI'S dream jobs have evaporated and hopes of making quick riches have been replaced by an air of fear and loathing following the arrest of several Australians this year.

Five months after taking on a job in a large Dubai property group, a Sydney property specialist has returned to Sydney as promises made during the interview disappeared the day he arrived in Dubai. "The project for which I was hired to develop was cancelled due to the credit crunch," said the executive, who declined to be named. "The base salary was $US500,000 ($640,000) a year plus generous bonuses.

Potentially, it was a $US1.4 million package - tax free." The icing on the cake
was to be six weeks of annual leave. But two months after taking on the job last October, he said: "The Australian executives in my company were arrested on allegations of corruption. There was a real sense of unease in that place."

Expatriates have been arrested along with local employees on charges of alleged corruption and espionage. "It is quite unbelievable. It is like stuff you see in a James Bond movie," said another Australian executive. Officially, the charges remain unclear. Those who spoke to The Australian said the bursting of Dubai's property bubble had sent companies and authorities searching for someone to blame.
The irony was that nothing happened in Dubai without the signature of the chairman of the company, said one Australian executive who resigned because the
company changed his job description on arrival. "An individual had his computer removed from his desk when he went on holidays.
On his return, the company's security guards escorted him out of the
building," the executive said. "He believed sensitive information in his computer regarding an offshore investment that has gone sour overseas could be the reason." Stories and circumstances of how expatriates have lost their jobs have painted a grim picture of Dubai. Some of those still employed talk of paranoia and fear of persecution.
The reason? The arrest of fellow Australians, mostly in the property sector, without charges.
A spokesman for the Department of Foreign Affairs and Trade said 17 Australians were currently detained in Dubai. He said five were in prison or detained. Of these five, three had been charged. They faced a variety of charges on a variety of matters.

The situation of the remaining 12 was unclear as no charges had been laid, but their passports had been seized to prevent them from leaving the country,
sources said. An official source said the number of Australians getting into trouble with the law in the UAE had risen from 23 cases in 2005-06 to 55 in 2007-08 and still rising. "There is no doubt the number of cases is growing, but then the number of Australians working and living in the UAE is also rising," said the source. He said charges could range from drunkenness, not paying a bar bill to more serious charges such as embezzlement.

The most high-profile arrests are those of two former employees of Dubai-based Nakheel, Australians Matt Joyce and Marcus Lee, detained without charges since January. They are alleged to be involved in bribery over the sale of the Waterfront site, now controlled by the Queensland-based Sunland. While these cases are pending, a small number in senior management is concerned about phone tapping and monitoring of their emails, according to industry sources. Several persons who lost their jobs recently spoke to The Australian on an anonymous basis, citing concerns of inadvertently implicating former colleagues still in Dubai.

One expatriate said that in at least one instance, the employer held a person "hostage" by refusing to return his passport. The passport was finally returned after the intervention of his embassy. "Holding on to passports is apparently a common tactic in disputes over severance payments," said one executive. "I was not paid out when I left, but I was not about to argue with them.
I just wanted my passport back to jump on the first plane out."
There are now about 20,000 Australians working in Dubai, lured by wonderful job descriptions and huge salary packages. As jobs dry up, the Gulf's largest investment bank EGF Hermes says Dubai's population will shrink by 17 per cent this year. During the boom years, Dubai's population grew by about 20 per cent a year, said Keith Parker, an expatriate living in Dubai.

The number of employees in the worst-affected sectors of construction, real estate and financial services will drop by 30 per cent this year, according to EGF
Hermes. Reports said 54,684 residency visas were cancelled in January alone. Most of those affected, however, are workers from South Asia.
Those who spoke to The Australian said when a person terminated his contract, he or she would be banned from taking a position with another company in
Dubai. These people also face financial hardships such as locked-in rental payments and relocation costs. A source said accommodation costs are much higher in Dubai than major capital cities such as London or Sydney.

THE Rudd Government has wasted $40 million by paying the $900 tax bonus to 16,000 dead people and 27,000 expats living overseas.

The revelations will rock the Government's efforts to sell its $42 billion stimulus package as a nation-building scheme.

And the Australian Tax Office said the level of payments to the dead is likely to go beyond the $14 million so far issued to deceased estates.

The $40 million in wasted payments was revealed by the tax office in confidential documents that confirmed prisoners received the $900 payment.




As well, more than $11 million was spent on "marketing" the cash splash - which has seen about $8 billion paid to 8.7 million people.

Despite racking up more than $300 billion in debt, the Government is sending about $25 million in bonus payments to people living overseas.

Even non-Australians who worked here for at least six months - but then disappeared off shore - have received the cash.

The British and New Zealand economies will benefit the most - with expats living in these countries accounting for 40 per cent of the payments.

Opposition Leader Malcolm Turnbull will seize on the embarrassing revelations to bolster his claim the Government's $42 billion stimulus package was badly targeted.

Mr Turnbull - estimated to have a personal fortune of $178 million yesterday - called on the Government to "come clean" on how it planned to repay $315 billion in debt.

Prime Minister Kevin Rudd and Treasurer Wayne Swan trumpeted the $900 cash bonus - paid during April and May - as a much-needed shot in the arm for the economy.

The tax office has revealed that 15,934 tax bonus payments have been made to deceased estates so far.

The numbers of dead people receiving the bonus could rise sharply, with 47,111 deceased estates lodging a tax return for the eligible period.

The tax office also admits it had no idea where the payment to dead people actually ends up.

"It is the role of the executor in administering the proceeds of a deceased estate to determine how the tax bonus payment will be distributed to beneficiaries," the ATO said.

The tax office was also unable to outline how many prisoners had received the cash bonus, but confirmed "some" inmates would receive the payment.

It had much better luck in determining how many expats would receive the bonus.

This will include 7305 people who will receive a cheque mailed to an overseas address, while 18,000 will receive the payment via their bank account.

Mobile phones have been found in the prison cells of notorious gang rapists Bilal and Mohammed Skaf, raising questions about security at Goulburn jail.

Acting on intelligence, guards at Goulburn Correctional Facility's maximum security division searched the pair's cell on Tuesday.

"During the search they found hidden in the bottom of a cabinet, underneath a steel plate which was riveted to the cabinet frame, two mobile phones," a Department of Corrective Services spokesman said.



The brothers were strip-searched then split up after the breach was discovered, with Bilal, 26, placed in isolation at Goulburn while Mohammed, 25, was tranferred to Lithgow jail.

Bilal Skaf was found guilty of leading multiple pack rapes in Sydney in the leadup to the 2000 Olympics, summoning his friends by mobile phone for the attacks.

His brother Mohammed was found guilty for his part in four rapes, luring young women into the attacks, one of which lasted over six hours.

A major investigation is reportedly underway into how the two phones found their way into the Skafs' cell, with video footage set to be scrutinized.

Officers rostered in the brothers' wing will also be interviewed, a senior officer at Goulburn said.

While the Skaf brothers have had recent visitors, the prisoners were searched before and after the visits.

It is not the first security infraction involving the brothers. In 2002 the Skaf's mother, Baria, was banned from visiting all NSW jails after being caught on video trying to smuggle letters from Bilal to his fiance containing sketches of his cell and exercise yard.

In September of the same year the Skaf's father, Mustapha, was accused of trying to bribe security guards to let him talk to his son on the phone.

In August 2002 Bilal was sentenced to 55 years in jail, with Crown Prosecutor, Margaret Cunneen, said Skaf's actions, described as ethnically motivate hate crimes, had left a stain on the psyche of the citizens of NSW.

Then Premier Bob Carr said he was happy to see the "sort of sentence the community expects."

In October of the same year Judge Michael Finane described Mohammed as "a vicious, cowardly bully" before sentencing him to 32 years.

Bilal is now due to be released in 2031, while Mohammed can't apply for parole until 2018 after the NSW Court of Criminal Appeal allowed minor reductions in their sentences.

THE gang rapist Skaf brothers prised apart a steel cabinet to hide two mobile phones in their maximum security jail cell.

The details of the pair's underhanded concealment methods emerged last night as prison authorities remained baffled as to how two of the country's most notorious criminals smuggled phones into Goulburn prison.

One option being considered is that the phones were thrown over the prison walls, which Corrective Services senior officer Don Rodgers admitted could occur.

The phones' discovery last night led Commissioner Ron Woodham to vow that Bilal, 27, and Mohammed, 26, will never see each other again while they are behind bars.

"No. Never. They'll be in different jails and they'll never be together again," he said.

Both were strip-searched after the phones were found and moved into segregation where they will stay for two to three months until the investigation is complete.

Mohammed was moved to Lithgow jail and Bilal will remain in Goulburn jail's segregation section. One of the phones had a SIM card, making it live. There was no reason to believe it had not been used.

Prison investigators will use the SIM card from the Skafs' phone to work out how many calls were made, to whom and, possible, how long it has been in the jail.

There was speculation in Corrective Services that the calls would be more of a personal nature than criminal.

Prison officers only became aware of the smuggled contraband after a tip-off led to a raid on several cells on Tuesday morning.

The brothers, who shared a cell, had managed to drill out the rivets on a cabinet which has a tubular steel frame and sheet metal covering it.

They had popped one of the sheets off the bottom of the cabinet, hidden the phones on the frame and then placed the sheet metal skin back over it.

"After that we've ramped up the searches in the jail and pulled apart every piece of furniture in all the cells," Mr Woodham said.

"We had a special team brought down from Sydney to get involved and we had about 80 to 90 officers from different areas sent in to do the search."

While Prisons Minister John Robertson yesterday said the discovery of the phones showed the "system actually works", the State Government was criticised that two notorious criminals, guilty of the worst pack rapes in NSW, were able to get phones in jail.

Opposition Leader Barry O'Farrell said that the Government had a lot of explaining to do.

"What we know is they've been found in one of the most secure prisons in this state and they are owned, apparently, by two of the state's most notorious rapists," he said.

"When courts send serial rapists like the Skaf brothers to jail . . . there is meant to be punishment. The public does not expect them to have access to mobile phones."

The Government hopes to reduce the problems with mobile phone smuggling by creating jamming systems at its jails.

Mr Robertson said he hoped to receive approval from the Federal Government to trial a system at Lithgow jail. He also said the system that allows siblings to stay in the same cells was also being reviewed.

Southwest region corrective services assistant commissioner John Dunthorne said the Skafs were together because: "It's very hard to place any Skaf in any jail and certainly not with any other inmate. Nobody wants a bar of them."

THE chk-chk BOOM phenomenon has made Clare Werbeloff a household name, courtesy of the internet.

Grabbing at the brass ring of instant celebrity a week ago, the 19-year-old Werbeloff volunteered a colourful commentary on a Kings Cross shooting when she saw a news cameraman on the scene.

With a gift for dialogue that should make her a candidate for NIDA, the Northern Beaches girl composed a thrilling tale of sex, betrayal and deceit, culminating in violence. As Werbeloff put it: “And then they pulled out a gun and went ‘Chk-chk BOOM.”

After enjoying recognition for nearly a full week, however, she recanted in the face of authority. Werbeloff told police she had not actually seen the shooting.

She is now famous for being a phoney. Werbeloff’s reputation? Chk-chk BOOM.



Media students will study this incident for years and argue whether Werbeloff exploited the media in her desire for fame, or whether the media exploited her in its desire to bring as many eyeballs as possible to a particular website.

The finer point of her telling a major untruth will be permitted to slip away because fame for fame’s sake fascinates.

That the chk-chk BOOM phenomenon has played out on the national political scene here and in America and is continuing to affect the political direction of both nations seems to have escaped most media commentators, possibly because they support the aims of these left-leaning leaders.

Yet Prime Minister Kevin Rudd and US President Barack Obama are as much creations of the connected world as Werbeloff - and their agendas are far more destructive than a teenager’s desire for fame.

Rudd and Obama used activists behind the political agencies GetUp and MoveOn to sign up supporters and publicise their propaganda before their elections. Having snowed their audiences, it is now chk-chk BOOM time.

Like Werbeloff a week ago, Rudd and Obama were busily saying anything and everything to get their heads on TV and their words into the blogosphere before their respective elections. That their claims were often as false as Werbeloff’s shooting account is only now becoming apparent to many. Chk-chk BOOM.

After the travesty of a Budget was delivered a fortnight ago even Rudd supporters like The Sydney Morning Herald’s Ross Gittins were joining more seasoned political reporters like The Australian’s veteran Paul Kelly in noting that the Rudd Government’s spin (a bowdlerised version of the barnyard expletive) was overdone. Chk-chk BOOM.

It would probably be possible to fill these pages with more examples of Rudd’s untruths, fairytales, spin, call it what you will, but as he has not delivered the transparency in Government he promised in Opposition, the above should be sufficient to demonstrate his embrace of Werbeloff’s chk-chk BOOM principle.

It’s worth remembering as he continues his hard-hat odyssey around the nation, reannouncing old schemes for the second or third time, as he tries to bluff his audience into believing that his Government is now spending more than the $1.2 billion it announced for new projects in the current Budget, as opposed to the more than $42 billion it tossed away in its ridiculous cash splash. Chk-chk BOOM.

If Werbeloff’s publicity campaign had not imploded so demonstratively, she would have provided an ideal candidate for one of Rudd’s “look at moi, look at moi” moments. This would have been a couple made in heaven.

While YouTubers have now driven more than 800,000 viewings of the Kings Cross fibber and variations of her narrative, they will unfortunately have to wait for the ultimate duet, Clare Werbeloff and Kevin Rudd rapping together.

A MAN purporting to be a Muslim cleric wrote to the father of slain Australian soldier Luke Worsley telling him he "can't be proud" of his son who "died for nothing" - then posted the letter online.

John Worsley, father of 26-year-old commando Private Luke Worsley who was killed by the Taliban in Afghanistan last month, received the letter from Sheikh Haron just days after news broke of his son's death.
"We were hurt (by the letter)," Mr Worsley told NEWS.com.au. "We're very proud of our boy."

The letter, topped with Mr Worsley's home address, has been posted on the internet by the mystery Sheikh.
"Dear Mr Worsley," the letter reads. "It is painful but we should be proud when we loose (sic) our dear kids for defending our country while we are unjustly attacked by another country.

"But it is more painful and we can't be proud when we loose (sic) our kids for nothing!
"We loose (sic) our dear kids for nothing if we unjustly attack to (sic) another country and our kids are killed while the other country is defending itself.

Pte Worsley was farewelled at a funeral in Sydney yesterday.
The letter said "it would be nice" if Mr Worsley asked the Department of Defence to organise a ceremony "for the respect of innocent civilians, whether they have been killed by Australians or not".

"It was nice of Chief of (the) Defence Force Air Chief Angus Houston that (sic) has extended his sympathies to your family but I don't know why he has not had any comment for the family of three innocents who were killed in that operation."

Pte Worsley was killed during a fire-fight against the Taliban on November 23. He was part of an operation against insurgent bomb-makers in the dangerous Oruzgan Province.
At his funeral yesterday, Pte Worsley was described as a hero who saved many lives and was an inspiration to his comrades.
"Luke was the first man of the team through the door and was met by enemy forces who opened fire at close range, resulting in Luke being killed almost instantly," Lieutenant Colonel Mark Smethurst said.

"Luke's actions upon entering the room, warning of the enemy threat, almost certainly saved the lives of other members of his team."
Pte Worsley was the third member of the Australian Defence Forces killed in Afghanistan in the past two months, following the deaths of SAS Trooper David Pearce and Sergeant Matthew Locke in October.

In 2003, SAS trooper Sergeant Andrew Russell died when his vehicle hit a landmine.

KEVIN Rudd has denied he threw a "wobbly" over a hair dryer while in Afghanistan.

Coalition frontbencher John Cobb claimed the Prime Minister became agitated when Diggers couldn't find a hair dryer for a photo opportunity.

A livid Mr Rudd last night rejected the allegations as "laughable, ridiculous and untrue".

He also accused Liberal leader Malcolm Turnbull of denigrating the "good name" of Australia's frontline troops.

But Mr Cobb stood by his claims, saying he was told of the incident by forces in Afghanistan.

The alleged incident occurred when Mr Rudd and a small entourage made a secret dash into Afghanistan just before Christmas last year.

There have been stories circulating about it in Defence circles ever since.

Mr Cobb, National MP for the NSW seat of Calare, said the troops he spoke to at Tarin Kowt were staggered at Mr Rudd's behaviour.

"He chucked a wobbly," he said. "I heard from a few people in the Defence forces - they were going on and on about it."But the PM strongly denied the incident.

"The claims by Coalition MP John Cobb on behalf of the Liberal Party dirt unit of an alleged incident in Afghanistan are laughable, ridiculous and untrue," a spokesman for Mr Rudd told the Herald Sun.

The Herald Sun revealed last month Mr Rudd had reduced an RAAF flight attendant to tears during a flight from Port Morseby to Canberra in late January.

The PM was forced to publicly apologise after he complained about the food service on the VIP flight.

People-smuggling baron Ali Cobra seized in action

ONE of the biggest fish in Indonesia's people-smuggling racket has been netted, after police raided a house in the eastern port city of Makassar.

The 30-year-old - known to asylum seekers the world over as Ali Cobra and described by Indonesian authorities as the "Noordin M.Top" of the trafficking racket, in reference to the regional terror tsar who has eluded capture for years - was seized on Monday night.

Ali Cobra, also operating under the name Labasa Ali, was in the process of organising a trip to Australia for 10 Afghan asylum seekers, some of whom had previously tried to make the perilous trip but had been detained by Indonesian police.

All 10 Afghan men, as well as the alleged people-smuggler, were captured in the swoop. News of the arrest comes as Australia finds itself confronting a new wave of boat arrivals.

On Tuesday, Border Protection Command intercepted a boat carrying 50 asylum seekers - the 11th such vessel to be detected this year. And late on Tuesday night, four asylum seekers found on a beach on Deliverance Island in the Torres Strait arrived at Christmas Island. The men - two Afghans, a Sri Lanklan and an Indian - were transported on a commercial flight from Perth.

Ali Cobra has established a dominant hold over the trade in recent years; according to one senior Indonesian immigration official who spoke on condition of not being identified, "in almost every case in recent times he is mentioned".

This includes an ill-fated attempt in January by a group of 18 Afghans, Pakistanis and Burmese to sail in a small fishing boat from Rote Island, west of Timor, to Ashmore Reef. Nine of those on board, including a nine-year-old boy, died when the boat sank.

One of the 10 Afghans arrested this week used a hidden mobile phone to tell The Australian from his immigration detention cell - having been returned there after Monday night's raid - that it was "absolutely" the Rudd Government's relaxed policy on boatpeople that was driving the surge in arrivals by sea.

"Absolutely. We, like everybody who tries to go, we know the detention regulations have been lifted since the fall of John Howard," said Kabul man Gulistan Ali, 32.

"We know the new Government has condemned the actions of the previous one, and has made the policies much easier for asylum seekers. We know this."

Mr Ali said he and two fellow Afghans escaped from the Indonesian detention centre about a week ago by scaling a 20m wall, leaping to the ground, hiding in dense jungle for two days and then walking 60km to Makassar, where they were contacted by phone and given an address to meet their handler.
Police swooped when the group assembled at the house.

Gulistan Ali and his two fugitive companions had previously tried to make the dangerous sea crossing on February 2, when they were arrested in the southeast Sulawesi port of Bau-Bau, preparing to board a small wooden boat.

All three had been in the detention centre, near Makassar city, since then. Gulistan Ali said the "difficult psychological situation" of being incarcerated in the "brutal conditions" there had triggered his second illegal attempt to reach Australia.

Gulistan Ali said he had paid "around $US9000" ($12,000) in total to people-smugglers since arriving in Indonesia early this year; another of the trio, Ahmad Ghahera, 25, said he paid about $US8000. Both men handed over most of that money on arrival in Jakarta, after flying from Kabul via Kuala Lumpur.

They had obtained visas from the Indonesian embassy in Kabul; there have been claims made of officials there providing the entry documents for up to $US1500. Indonesia's foreign ministry denies that allegation.

Gulistan Ali, who has a wife and two toddlers in Afghanistan, said he knew there was "less than a 50 per cent chance of succeeding, of not drowning" in the attempt to reach Ashmore Reef in Australia's northwestern waters, both in the one planned for this week and that of three months ago.

However, his life, he said, "is already ruined. Either I die - and I'm not concerned if that happens - or I secure a future for my children."

However, Gulistan Ali warned that even a figure as significant as Ali Cobra should not be seen as the end of the trail in the people-smuggling business operating out of Indonesia.

"It's a very organised mafia. But the organiser of it absolutely does not come before the people. They stay behind the curtain.

"I understand that people are very often cheated. They hand over their money and then the smugglers just report them to the authorities, to the police."

The majority of the $US9000 he had paid went, he claimed, to a smuggler "who has not been arrested". Also arrested this week in Jakarta was alleged people-smuggler Sajjad Hussein, thought to have been responsible for organising a boatload of asylum seekers intercepted in Australian waters on April 29.

THE leader of Sydney's radical Middle Eastern street gang - Asesinoz MC - yesterday accused Australians of racism.

The 29-year-old, who calls himself Sam "The Assassin", defended the Parramatta-based gang's violent image in its YouTube videos and MySpace site.

They promote anti-Australian sentiment and flag burning.

"There are a handful of good Australians but most are racist by assuming Lebanese people are responsible for all crimes," he told The Daily Telegraph, speaking publicly for the first time.

"When they see a Middle Eastern walking down the street they assume they are Lebanese.

"I am half Lebanese and half Iraqi but I want the public and the police to know this: Don't forget about the Persians, Iraqis, Afghanis, Turks etc . . . because they do crimes too. That is why we have posted these videos up."

The president of one of the city's newest street gangs, he said he was known as Sam Asesinoz, which means assassin in Spanish, although it was not his real name.

On the gang's MySpace site, he warns: "Now we can't be f. . . . . with, coz we will take your life, we are the true soldiers."




He revealed yesterday that the Asesinoz MC had 70 members.

Senior police are concerned about the growth of gangs among young Middle Eastern men and have identified them, including Asesinoz MC and the Muslim Brotherhood Movement, as recruiting grounds for bikie gangs.

Mr "Asesinoz" said police, who have linked the gang to violence and vandalism, should be worried.

"Our goal is to make a name for ourselves," he said. "The things we do (are) the reason why we are called a gang.

"And what we do keeps the Asesinoz reputation up and it lets everyone know that we are the last people that should be f. . . . . with."

SYDNEY'S Middle Eastern youth gangs have become recruitment grounds for outlaw bikies - with allegiances split along religious lines.

Senior police sources revealed they are extremely concerned about the emergence of what they call the Muslim "feeder" gangs.

Youths of Middle Eastern background have become easy pickings for bikie gangs seeking to boost numbers to gain supremacy over rival gangs.

Members of the Muslim Brotherhood Movement have even dropped the Koran from their colours, replacing it with a Harley-Davidson logo.

The 600-strong MBM, the emblem of which features two crossed swords, is made up of young, predominantly Shi'a Muslims from Sydney's southwest. It is feeding membership of the Comanchero bikie gang whose boss, Mahmoud "Mick" Hawi, is a Shi'ite.

Bail bid fails for Mick Hawi

Police intelligence identified Asesinoz MC - which changed its name recently from the Parra Boyz and whose members are mainly Sunni - as being aligned with Notorious.

Asesinoz MC boasts of its extremist Islamic views on YouTube videos and promotes anti-Australian sentiment including flag-burning and statements like: "F. . . the police" and "Asesinoz MC is now targeting Aussies".

Asesinoz MC is close to Notorious because the bikie gang grew out of a split in the local Parramatta chapter of the Nomads. The Bandidos have joined forces with the Brothers for Life street gang, based in Auburn where the Bandidos have a strong presence.

Racism was becoming a growing factor in the bikie feuds, according to sources. "There's Notorious and Commanchero against the Hells Angels, who they call the skips, the whiteys," a source said.

In other disturbing developments, police are aware that gang members in jail are being groomed to take over leadership roles when they are released because the gangs are concerned the Government's new anti-bikie laws might take out their present leaders.

"They are now engaged in a bit of forward planning," a source said.

One identity believed to be the brains behind Notorious, former nightclub doorman Michael Ibrahim, is said to be recruiting prisoners up for release from Parklea jail, where he is serving a 6½-year manslaughter sentence.

Nomads boss arrested for `abduction'

SYDNEY'S most notorious bikie, Hassan "Sam" Ibrahim, has been charged today over the alleged abduction of a 15-year-old boy.

The boy was allegedly confronted while walking home, punched in the face and bundled into Ibrahim's car at 7.40pm on April 1 at Merrylands, in a case of apparent mistaken identity.

Police say he suffered facial cuts and a broken tooth.



The alleged abduction followed an attempted break-in at the Greystanes home of Ibrahim's estranged wife, during which she obtained a loose description of a youth responsible.

Acting on that, Ibrahim, 43, allegedly singled out the 15-year-old victim.

It will be alleged he drove the boy to a park where he questioned him over the attempted break-in, before he and two other males took him to Ibrahim's wife's home.

She allegedly told them the abducted boy was not the person who tried to break in.

The Middle Eastern Organised Crime Squad arrested Ibrahim, 43, of Merrylands, around 10am this morning.

He is the former head of the Parramatta chapter of the Nomads and was released from prison late last year after being acquitted on charges relating to a bikie shootout.

More recently he escaped weapons charges.

Police have charged him with kidnapping and recklessly causing grievous bodily harm.

He was refused bail and is due to appear before Fairfield Local Court this afternoon.

Illegal immigrants who overstay visas will no longer be put in detention camps

ILLEGAL immigrants will no longer be locked up and deported when caught by authorities, in a major softening of immigration procedures.

Instead, people who overstay their visas will be invited into an immigration office and could even get temporary bridging visas.

Immigration officers have been instructed not to detain visa violators unless they are known to be violent criminals or have previously been instructed to leave.

Until last week, illegal foreigners were immediately detained at detention centres and put on planes home within weeks.

The new approach is in line with a general softening of immigration policy by the Rudd Government.

Under the policy, officers are required to issue illegal foreigners with bridging visas and work with them to get them home.

"We basically have to invite them into the office for a coffee," an insider within the department said.

"They can get a couple of weeks or six months, whatever it takes to get them home without detaining them."

Mandatory detention was axed last year, but until now only asylum seekers have been allowed to live in the community.

The new directive from Immigration Minister Chris Evans' office was issued to immigration officers verbally last week.

There are almost 50,000 visa overstayers living illegally in Australia.

More than one in 10 is from China.

Entrants from the US, Malaysia and Britain are also big overstayers.

Most come in on tourist visas, but about 3600 are foreign students who disappear into the community when their course is over.

The Government has also closed down offshore processing facilities on Nauru and Manus Island.

Senator Evans' directive has divided opinion within department ranks, with some fearing the softer approach could send a dangerous message.

"I guess it says people can pretty much do whatever they want now," the insider said.

"They've been caught, but they can stay and go home when they want."

The move could open the floodgates for unwelcome visitors.

"It certainly could be open for exploitation," the insider said. "Prisons are not nice places to be in. Many of these people are not criminals, but I guess it doesn't convey a strong message."

Senator Evans said detention would only be used as a last resort.

"The presumption will be that persons will remain in the community while their immigration status is resolved," he said.

"If a person is complying with immigration processes and is not a risk to the community, then detention in a detention centre cannot be justified.

"The department will have to justify a decision to detain - not presume detention."
