FORMER prime minister John Howard will receive the US Presidential Medal of Freedom at a White House ceremony next week.

The award is said to be the highest civilian honour bestowed by a United States president.

Mr Howard is being honoured for his role in fighting terrorism and for standing by the US as an ally during his 11 years as prime minister.


The award also recognises the extremely close relationship that developed between Mr Howard and President Bush who dubbed the former Australian PM as a man of steel.

"Yes, I am honoured by it, more because of the compliment it pays to our country Australia," Mr Howard told ABC Radio.

"It's an indication of the very close relationship between our two countries and I'm very pleased that during the time as prime minister I was able to contribute too."

It was testament to the "very obvious" personal warmth between himself and President George W Bush.

Former British prime minister Tony Blair and Columbia's president Alvaro Uribe will also receive medals in the ceremony.

Mr Bush has awarded 78 of the medals during his two terms as US president.

Bush is conferring the prestigious award on his friends in an East Room ceremony on January 13 - exactly one week before he leaves office, White House press secretary Dana Perino said on Monday.

"The president is honouring these leaders for their work to improve the lives of their citizens and for their efforts to promote democracy, human rights and peace abroad," she said. "All three leaders have been staunch allies of the United States, particularly in combating terrorism."

The Medal of Freedom was established by President Harry Truman in 1945 to recognise civilians for their efforts during World War II.

The award was reinstated by President John F Kennedy in 1963 to honour distinguished service. It is given to those deemed to have made remarkable contributions to the security or national interests of the United States, world peace, culture, or other private or public endeavours.

Prior to these three leaders, Bush has awarded 78 medals during his tenure in office.

Among the most controversial came in December 2004, when Bush gave the Presidential Medal of Freedom to former CIA Director George Tenet, former Iraq administrator L Paul Bremer and retired General Tommy Franks, three people central to his early policy in
Iraq.

DRESSED smartly, this 12-year-old strode from the courthouse yesterday having pleaded not guilty to the sexual assault of a girl aged just 15 years.

After first covering his head with a piece of paper, the boy confidently revealed his face - and smirked for the camera. The youth, who can not be identified, faces one charge of aggravated sexual assault after an incident during a school excursion last month.

Police allege the youth used his hand to assault the 15-year-old high school student from the Illawarra area in a swimming pool at Jamberoo Action Park. A second youth, aged 15, has also been charged with aggravated sexual assault after allegedly attacking the same girl.

The older youth also faces one aggravated indecent assault charge against a second girl whose backside he allegedly "groped . . . under her costume". Yesterday, both boys pleaded not guilty to the charges at Port Kembla Children's Court.

They sat silently in the court, dressed in business shirts and pants and supported by their fathers. The 12-year-old boy's lawyer, Mohammed Masri, told the court his client would need to have his bail conditions changed before returning to school. "My client will be recommencing the school year in February, so I'm instructed to ask to have his reporting conditions changed," he said.
Children's Magistrate Graham Blewitt ordered the youths to report to police every Monday.

Manager of the NSW Rape Crisis Centre, Karen Willis, said yesterday that juvenile victims of sexual assault suffered similar trauma to adult victims. "Trauma is trauma - it really doesn't matter what the age is," she told The Daily Telegraph.

Ms Willis said most sex offenders began their crimes between the ages of 15 and 17 years. She added that victims of sexual assault could recover from trauma with the right support from family and solid counselling. "It's not a death sentence - recovery can, and does, happen," she said. "But we should never underestimate the impact of sexual assault." Mr Blewitt adjourned the matter to the same court on February 16.

THE Rudd Government would still be open to overtures from the incoming Obama administration to reconsider its refusal to take inmates from Guantanamo Bay.

After formally rebuffing for the second time the Bush administration on taking former terror suspects being held at Guantanamo, Acting Prime Minister Julia Gillard said Australia would consider subsequent requests from the US as it tries to close the notorious island prison.

But Ms Gillard played down the prospect of accepting any former prisoners.

"We will consider any future requests on a case by case basis against these stringent criteria for both national security and immigration," she said.

Despite the latest rejection, there were no hard feelings from Washington - at least for now.

A State Department spokesman said "no derogatory shadow is being cast" on the announcement from Ms Gillard to deny the request made in December to take a small group of inmates.

"We realise that a lot of the people coming aren't the kind of people you might want, so there are no negative signs being hung on this," the spokesman told The Australian.

The Bush administration has been looking at ways to close Guantanamo for the past 12 months, including asking more than 100 countries if they might consider taking some of the 60 or so detainees already cleared for release but facing possible persecution if they were returned to their homeland.

In all, there are about 250 detainees in Guantanamo, including many never likely to be released, such as Khalid Shaikh Mohammed, the mastermind of the 9/11 attacks.

After revelations in The Australian, Ms Gillard said the federal Government advised the US on Saturday that Australia would refuse the latest request.

A spokeswoman for Ms Gillard yesterday said the Government had not received any more requests to resettle inmates. "The Government has received two requests to resettle persons from Guantanamo. Both these requests were considered, and rejected," the spokeswoman said.

"The Government has not received any other request. Any future request would be considered on the same basis, which led to the rejection of all earlier requests."

Referring earlier to the two requests to help house detainees from the war on terror, Ms Gillard said: "Those resettlement requests were considered on a case-by-case basis against Australia's stringent national security and immigration criteria.

"Assessing those requests on a case-by-case basis, (they) have not met those stringent national security and immigration criteria and have been rejected."

Opposition legal affairs spokesman George Brandis said the request should never have been considered by Australia.

"We are speaking about people, terrorism suspects captured on the field of battle, detained in Guantanamo Bay who are among the most dangerous people among the world," Senator Brandis said.

President-elect Barack Obama has said closing Guantanamo is a priority; already there have been several overtures from European countries, including Britain, Portugal and Germany, indicating they could resettle detainees.

While the Bush administration requests have fallen on deaf ears, analysts believe soundings from Europe indicate a willingness to turn over a new leaf with the incoming administration and build bridges with Washington.

However, the public has been to ask why the US cannot sort out a mess of its own making and resettle all the detainees in the US, either releasing them or continuing the incarceration.

The State Department spokesman said it was perfectly understandable that many felt the US should be responsible for any resettlement, and noted "many regions in the US are not looking at this favourably either".

"But we may end up having to take them all," he said.

The father of former Guantanamo inmate David Hicks said he thought Australia should consider taking prisoners from the military prison. Australia had been "hand in hand with the American Government on Guantanamo and "should look at it", Adelaide-based Terry Hicks said yesterday.

He said he thought any security concerns about inmates coming to Australia could be addressed by the existing screening process for refugees. "We take people from all over the world, we don't know what their thoughts are," he said.

"I can't see any difference from Guantanamo people and people we bring from overseas through the settlement process."

Complaints beaver away at tampon ad

A list released by the Advertising Standards Bureau found the hotly debated Kotex U tampon ad showing a woman going about daily activities with a beaver in tow was the most complained about ad in 2008.

The ad, which received more than 185 complaints, tells its audience, "You only have one of them, so look after it'' and featured the animal which viewers understood to be a reference to female genitalia.

A Domino's pizza ad in which a character named Many Toppins uses the made-up term "Supercalafreakinawesome'' was the second most complained-about ad for the year.

"While `freakin' is not particularly terrible, on the ad, it sounds more like `friggin' and was repeated as such by my four-year old,'' one of the 145 people who complained said.

The controversial Advanced Medical Institute billboard ad also prompted more than 110 offended people to complain to the ASB, making it the third most objected to.

The billboard ad was one of three on the list which were discontinued after being found in breach of the Australian Association of National Advertisers' code of ethics.

Despite orders to replace the `want-longer-lasting-sex?' billboards by September, many were simply covered with "censored'' stickers.

Women's Forum Australia spokeswoman Melinda Tankard Reist said families were very upset by the company's outdoor campaign.

"In one case we heard that a six-year-old child asked his mother, `How long is it supposed to last?''' she said.

"They're forcing parents to have conversations with their children when they might have preferred to have waited until they were more mentally developed and it was the appropriate time.''

Also in the list was an Inghams television ad which suggested there was "something seriously wrong'' with people who didn't like chicken, and a pamphlet for the Tell the Truth Coalition which featured images of aborted foetuses.

ASB chief executive Fiona Jolly said the number of complaints was higher than in 2007, with some 2350 received about more than 540 ads.

"This year we launched a public education campaign to highlight to people that there is somewhere they can raise their concerns about any advertising,'' she said.

"Since the launch, the number of complaints to the ASB has continued to climb.''

Ms Tankard Reist said advertisers and brands needed to take complaints more seriously as consumers, particularly women, would just stop buying their products.

"If advertisers want to show some corporate social responsibility they need to listen to these concerns'' she said.

"Companies need to recognise that women make the bulk of household decisions.''

KEVIN Rudd has left open the possibility of Australia taking former inmates from the prison camp at Guantanamo Bay, but warned that any US request for an inmate to come would be subject to legal criteria and assessed on a case-by-case basis.

As the Greens warned the Prime Minister he faced a political backlash if he accepted detainees held in the US military jail at Guantanamo Bay in Cuba, a spokesman for Mr Rudd confirmed that US authorities had approached Australia and other countries about resettling the detainees.

"Australia, along with a number of other countries, has been approached to consider resettling detainees from Guantanamo Bay," the Prime Minister's spokesman said.

"Any determination for an individual to come to Australia would be made on a case-by-case basis. All persons accepted to come to Australia would have to meet Australia's strict legal requirements and go through the normal and extremely rigorous assessment processes."

The Australian reported yesterday that the US State Department had over the past 12 months cabled more than 100 countries seeking help to clear out Guantanamo Bay.

The incoming administration of Barack Obama, which plans to shut the facility within two years, is expecting help in resettling more than 250 detainees still held at Guantanamo Bay.

About 60 detainees have been cleared for release by US authorities but are unable to return to their homelands because they fear retribution.

Greens senator Rachel Siewert told The Weekend Australian Guantanamo Bay was a creation of the US Government and was therefore Washington's problem. She said the Prime Minister should refuse to take any detainees.

"It's something they should be dealing with on home soil," she said. "We understand some can't go back to their homelands, but in those instances the US Government should be helping them within America."

Guantanamo Bay was opened in 2002 as a way of holding detainees caught in the war on terror beyond the reach of the US courts, where civilian rules for detention would apply.

Some European countries, keen to improve relations with the US, are understood to have said they are willing to help with resettling the detainees.

Germany and Portugal have acknowledged they were considering taking detainees, but The Netherlands has ruled out taking any, arguing it is the responsibility of the country that imprisoned them.

While some inmates are al-Qa'ida linchpins such 9/11 plotter Khalid Sheikh Mohammed, others have been held for years without charge or trial and without presenting any threat to the US or the West.

Australian David Hicks was held there for five years before being convicted last year of providing material support for terrorism. He was returned to Australia to serve nine months' jail before being released and placed under a control order, which expired last weekend.

Another Australian, Mamdouh Habib, was released from Guantanamo Bay without charge in 2005.

Mr Obama & Mr Rudd, Sydney already has, in the south west, entire suburbs occupied (Sydney's "occupied territories") by Islamic terrorists their sympathysers and facilitators, Islamic gang rapists,Islamic murderers and bash artists,Islamic drug distribution and car rebirthing networks.

Great White stalks Sydney kayakers

THEY'RE the ones who got away: a group of Sydney fishermen and kayakers survived a frightening encounter with a great white shark off Long Reef yesterday.

Luckiest of all was 29-year-old Steve Kulcsar, who was knocked off his kayak by the 5m giant, which circled him for a minute as he trod water.

The close shave happened on the same day Perth man Brian Guest was taken by a white pointer of similar size while snorkelling on the other side of the country - and comes after a string of other alarming shark incidents.

The Sydney incident was caught on videotape by Glenn Morgan, who was fishing with mates in a tinny nearby.

Mr Morgan's chilling footage shows the man-eater coming within touching distance of the group again and again.

The fishermen were the first to spot its huge fin heading towards Mr Kulcsar.

"A fisherman yelled out, 'There's a 5m shark coming your way.' We all thought he was just trying to stir us up for a laugh, but a few moments later, a big fin appeared," Mr Kulcsar said.

The next thing he knew, the white pointer bumped into his kayak, hurling him into the water.

Against all instincts, Mr Kulcsar managed to remain calm despite the shark lurking just metres away.

"I wasn't really worried about the shark, actually," he said.

"I knew it was there, but my first thought was to just get back in the kayak as quick as possible."

Mr Kulcsar said that after struggling in the water for a minute, he was able to climb back in his kayak. The fishermen then pulled him into their boat.

The self-employed painter said he believed a quick change in steering direction had prompted the shark to focus on him.

"When it cruised past me, I thought I was safe, so I went as quickly as I could in the opposite direction," he said.

"I think that was my mistake, because then it turned around and chased me.

"If I had stayed still, I think I would have been OK."

The other kayakers sought refuge by "rafting" their kayaks next to the boats as the shark menaced them.

After a harrowing 10 minutes, it lost interest and swam away.

Mr Morgan, who was road-testing his new video camera, said he thought it was a whale until it came closer. "You don't realise how big they are until they're beside you," he said.

Mr Morgan said he would return to Long Reef today in the hope of capturing more footage of the shark.

"They usually stay there for a few days once they've come in, because there's a lot of food around," he said.

Mr Kulcsar, from Penrith, celebrated his escape by having a few beers on the beach with his rescuers.

"I'm not really shaken up at all. At the time I was, but now I'm just having a few beers," he said with a laugh.

"I was so lucky. It had a chance to get me, but it didn't want to."

The incident occurred a few hours before Sydney-to-Hobart race favourite Wild Oats XI collided with a 2m shark off Tasmania's east coast.

Mr Kulcsar's experience recalls an incident last year when a white pointer shark knocked a woman from her surf ski near Byron Bay.

Shark packs spark panic along coast

MARAUDING three-metre sharks in waist-deep water have sparked panic and closed beaches on a southeast Queensland holiday island.

More than 30 broad-nosed sharks, thought to be aggressive bull sharks, sent swimmers scurrying from the water on North Stradbroke Island, off the coast of Brisbane.

A Surf Life Saving Queensland spokesman said the Westpac rescue helicopter reported multiple packs of sharks at numerous beaches and sounded alarms to evacuate swimmers, before chasing the sharks out to sea.

"Bull sharks hunt in packs and they were in packs," the spokesman said.

"They (the helicopter crew) said there were a lot of sharks, many more than they'd seen before with no bait fish around."

About 20 people were evacuated from the water, with 10 swimmers evacuated from Amity Point, where Sarah Kate Hiley, 21, was fatally mauled by a shark in January 2006.

The sharks were also spotted off Point Lookout and Main Beach.

Lifesavers have been on high alert since Western Australian man Brian Guest, 51, was believed to have been taken by a shark yesterday morning while snorkelling for crabs with his son, south of Perth.

The lifesaving service spokesman said there were also reports of shark sightings along the popular Gold Coast beaches, but none were confirmed by the helicopter.

He said sightings always increased when there were reports of shark attacks in the news.

"There were a few sightings earlier (today) which is usual when you hear the media talking sharks," he said.

"Days like today, when it's overcast, and the water is dark, it looks sharky (sic)."

There was no explanation for so many sharks to be hunting so close to the shore on Stradbroke Island, he said.

The peak period for sharks is during February and March when bait fish proliferate.

The irony is that I want to use this company's services, they are by far NOT the cheapest providers of on line file storage providers,however I found them to be reliable and when the company was called Move Digital it worked!!!

A 15-year-old girl was raped by a gang of five high school boys on a school excursion, police said yesterday. Officers arrested the students — the youngest aged 12 — on their school bus as they returned to their western Sydney high school from Jamberoo Recreation Park on Thursday afternoon.

The girl, an Illawarra high school student also on an end-of-year excursion, and a friend reported their terrifying ordeal to staff. The girl claimed she was surrounded by the pack before the youngest boy used his hand to assault her. She claims she was also sexually assaulted by a 15-year-old boy. A friend she was swimming with said she was also surrounded and allegedly indecently assaulted by the older boy.

Police sources said both alleged offenders were of Middle Eastern descent and attended a high school in Sydney's Western Suburbs. Another three students arrested on the school bus as it climbed Mt Ousley near Wollongong were taken to Port Kembla police station. They were later released pending further inquiries.

Superintendent Mick Plotecki said the alleged assaults were appalling: "I'm shocked by the ages of the youths involved and any right-minded person would be. It's appalling to think that boys of this age could be involved in something like this."

Jamberoo Action Park general manager Dax Eddy said the alleged assaults occurred in the park's Rapid River pool. He said three girls from an Illawarra secondary school complained to park staff about 2pm. He said the complaint "fitted the description of indecent assault".

The girls were all from the same school and were among about 30 school groups visiting the popular South Coast tourist park on Thursday, Mr Eddy said. The boys are believed to be Year 7, 8 and 9 students from an all-male secondary school in Sydney's west.

Mr Eddy said a park supervisor was on duty at the pool at the time of the alleged assaults. "It appeared that the boys and girls were part of a group of 15 or so that were swimming and involved in a bit of general horseplay," he said. "We're quite disturbed about this."The charged teenagers were granted conditional bail by police and are due to appear in Port Kembla Childrens Court on January 5.

THE attention spans of Western citizens are limited nowadays. And much as we truly, honestly, meant to keep the people of Mumbai in our minds, the images of the jihadist assault there faded away to ghosts within a matter of days. After all, India is a mysterious faraway place, terrorist outrages have become wearisomely familiar and, for once, it seemed these terrorists at least didn't want to kill us. Instead it seemed they were caught up in some atavistic sub-continental dispute over a dusty, disputed territory called Kashmir, a half-world away.

Only one image stayed behind with us, a little like the Cheshire Cat's enigmatic smile in that Lewis Carroll tale. When Indian sources reported that one of the Mumbai terrorists had been captured alive and was co-operating with police, our interest was piqued for a time. What was he like, this apparently calm, neatly dressed, baby-faced young man we'd seen on that closed-circuit television footage from Mumbai's CST train terminal? What makes him tick? And then that question, which has animated us since the events of 9/11: Would he be able to explain why he hates us so?

Ever since the siren song of romanticism gripped the fluttering hearts of the Western intelligentsia in the first half of the 19th century, we've been captivated by the idea of getting inside the heads of the mad, the bad and the dangerous to know. Serial murderers, petty mafiosi, posturing gun-toters of all kinds are grist to our mill.

Like so much else that is purely vicarious and lifestyle generated, we're often pleased to give this preoccupation the name of politics. But really it's just the urge to believe that extremists, people who flirt with the fringes of political madness, must be at bottom more interesting people than we are. And of course more alive, too. Which is to say, in a roundabout way, that we want to know more about what's wrong with us. It's cultural onanism masquerading as empathy.

And so, as might be expected, Western coverage of the incident was vague and rather confused. The captured terrorist was severally identified as Muhammad Kasab, or Ajmal Kasab, or Azar Kasav, or any of a number of variations on these themes. (Indeed, his photo was still being labelled Kasab in this newspaper's weekend edition.) He was talked of as a "high-quality militant" from a middle-class background. Perhaps he was freely telling all; or perhaps he was being tortured with exotic Indian injections. On some accounts he was a kind of Islamist Houdini, who'd faked death in extraordinary ways; on others he was an expert militant, programmed to blow up the Taj Mahal hotel, that monstrous pleasure-dome of decadent pagan Mumbai, with a righteous cache of high-explosive.

Meanwhile the less romantic reality was available to readers of India's fine English-language newspaper The Hindu, through the agency of its outstanding terrorism correspondent, Praveen Swami. As Swami painstakingly detailed almost a week ago, the young terrorist's name is in reality Mohammad Ajmal Amir Iman. (The word Kasai - misheard by his Hindi-speaking interrogators - is actually the name of his family's caste in the lowly butchers' community of Pakistani Punjab.) And he's neither a hardened militant, nor a glamorous Ocean's Eleven-style saboteur, nor evidently a high-quality anything.

Born to a snackfood cart driver and a downtrodden housewife in a dirt-poor rural community in southern Punjab, young Iman was booted out of the family home at an early age, and took to a life of petty crime. While shopping for a handgun in a Rawalpindi bazaar, he was handed a pamphlet advertising the political wing of the Pakistani-based jihadist group Lashkar-e-Toiba, and, lured by the prospect of professional weapons-training, he decided to join.

A year or so afterwards young Iman found himself aboard a heaving inflatable boat bound for Mumbai. A few hours later again, on a roaring Kalashnikov high, he'd discharged several AK-47 magazines into the crowds at Mumbai's historic railway station, randomly killing as many as 55 people. Among his victims were six hapless members of a Mumbai Muslim family, the Ansaris, on their way to a village holiday ceremony. (Their five-year-old boy, Firoze, still asks for his parents.)

In short, Iman is that most familiar of figures from the supposedly fervent, intense, highly strung world of jihadist extremism. He's the gullible patsy, the man who does the dirty work.

In the Lashkar training camps in rural Pakistan they feed the raw recruits on a diet of weapons training and pseudo-Koranic sermonising: the same stuff David Hicks faithfully regurgitated to his mum about the need to kill all the Jews before Judgment Day, when even the rocks will cry out "There's a Jew hiding behind me!". For light entertainment the recruits are treated to grainy video footage of purported Indian atrocities in Kashmir (which may well be the same footage presented to recruits elsewhere as Israeli atrocities in Palestine).

Contrary to our romantic fantasies, these bewildered, otherwise purposeless young men aren't fired by some Byronic desire to recover the national homeland of Kashmir and thus reunite their divided souls. Rather, they're taught that unbelievers across the entire world are engaged in a concerted campaign to exterminate Islam and that the final battle has begun. They're like a marginal young Westerner with mental health issues who decides to self-medicate on premium-grade ganga. The whole scene is about as romantic as a back-street bus shelter littered with used syringes.

In point of fact it's not so difficult to fire up a few dozen disordered young males with the urge to kill others en masse, if that's your desire. All you need, when it comes down to it, is an incendiary ideology that serves to divide the world imaginatively into great camps of exploited and exploiters, righteous and unrighteous, clean and unclean, saved and damned, and which hands its acolytes the authority of the avenging deity. That, and unlimited stocks of ammunition.

We Westerners should surely know this better than anyone. After all, it was we who looked the other way while Stalin rid his country of traitors and saboteurs, Hitler purged the German volk of its unclean elements, the Northern Irish militias took God's work upon themselves, and the Baader-Meinhof brats separated their country into good Germans and bad Germans, and proceeded to murder the latter.

No wonder Indians are worried by our palpable lack of attention in their time of mourning. As absent-minded romantics we have serious form.

Islamic terrorism is and has only been allowed to inflict it's atrocities on the west because of the willingness of the left to accept Islam and it's demented followers as an ally in it's fight against their common enemy Judeo / Christian Western Democracy, the Islamists and the Socialists have conqured Europe the USA is all that remains,the remaining democracies are all but chicken shit without the military backing of the USA against the International Socialists and their mad attack dogs,Islam.

A JORDANIAN man slowly strangled his 16-year-old married sister, using wire and the girl's scarf, after she visited a female friend because he had to "cleanse family honour".

After jailing the unidentified 20-year-old man for seven years, Judge Hassan Amayreh said: "It took him 30 minutes to strangle his sister to death with a metal wire and her own scarf." The girl, who had been married for six months, died in January in the Gaze refugee camp in the town of Jerash, north of the capital.


"I handed down the defendant a 15-year sentence on Sunday, but his family gave up their legal rights and the sentence was reduced," Hassan Amayreh said.

In such cases in Jordan, if family members drop charges against those who carry out the crime, a court usually commutes or reduces sentences. Amayreh said the brother "has confessed, and claimed that he killed his sister to cleanse his family's honour after her husband complained that she regularly disappeared from home without a reason". Girls under 18 can legally get married in Jordan. "She was killed six months after her marriage, and investigations proved that she was visiting her female friend, and not somebody else," the judge said.

In Jordan, between 15 and 20 women are murdered annually in the name of "honour." Last year around 17 such killings were recorded. Perpetrators get reduced sentences as parliament has refused to reform the penal code to ensure harsher sentences, despite campaigns by local and international human rights activists.

So-called "honour killings" are a massively controversial issue within the Muslim world and beyond. Although a tradition in some teachings of Islam, they are increasingly criticsed by moderate Muslims around the world and by Westerners.
