A senior Iranian cleric has claimed that dolled-up women incite extramarital sex, causing more earthquakes in Iran, a country that straddles several fault lines, newspapers reported on Saturday.

"Many women who dress inappropriately ... cause youths to go astray, taint their chastity and incite extramarital sex in society, which increases earthquakes," Ayatollah Kazem Sedighi told worshippers at Friday prayers in Tehran.

"Calamities are the result of people's deeds," he was quoted as saying by reformist Aftab-e Yazd newspaper. "We have no way but conform to Islam to ward off dangers."

The Islamic dress code is mandatory in Iran, which has been under clerical rule for more than three decades.

Every post-pubescent woman regardless of her religion or nationality must cover her hair and bodily contours in public. Offenders face punishment and fine.

But this has not stopped urban women from appearing in the streets wearing tight coats and flimsy headscarves and layers of skilfully applied makeup.

Iran is prone to frequent quakes, many of which have been devastating.
The worst in recent times hit the southern city of Bam in December 2003, killing 31,000 people - about a quarter of the population - and destroying its ancient mud-built citadel.

THE Australian-born family will become a minority group within 15 years - outnumbered by a surging wave of migrants from Europe and Asia.

Figures from demographic consultants Macroplan Australia show record overseas migration and an ageing population mean migrant families will overtake the number of locally born residents by 2025 - far sooner than previously imagined.

 

The news will infuriate some Australian citizens, who claim the population is already too big and infrastucture is buckling under the strain.

According to 2006 census data, 40 per cent of the nation's population was either born overseas or had at least one parent who was born abroad.

But at present immigration levels, that proportion will jump to more than 50 per cent by 2025.

The news comes a few days after the appointment of Tony Burke as Australia's first population minister

He faces the task of managing the influx of migrants, which is expected to swell the population from 22 million today to 36 million by 2050.

As Mr Burke was sworn in, a survey of 3000 people revealed 70 per cent of Australians do not want a bigger population. Fewer than a quarter favoured immigration as the main contributor.

But experts say a migrant majority will be healthy for Australian culture and attitudes.

"It all adds to the cosmopolitan nature of modern Australia," KPMG demographer Bernard Salt said. "It means our views become less blinkered, and we become more tolerant, confident, engaged, opportunistic and optimistic because we are open to new ideas, not obsessed with keeping things the same."

Macroplan chief executive Brian Haratsis said Australians tended to "stare at our shoes and say we're the best in the world".

"While immigration needs to be managed with better infrastructure, we also need high immigration for sound economic reasons - if we don't, we'll all end up paying higher taxes."

Dr Bob Birrell, co-director of the Centre for Population and Urban Research and reader in sociology at Monash University, said the ratio of foreign-born residents was already higher in Sydney and Melbourne because they were the two most popular destinations for new arrivals.

"We're getting lots more Indian and Chinese immigrants coming to study, but many of those will end up settling here," Dr Birrell said.

The Federal Government estimates that cutting immigration from 280,000 to its target of 180,000 will result in a population of 36 million by 2050.

But it also means the number of working taxpayers will halve in relation to the number of people aged over 65.

Most migrants come from Britain (14.2 per cent), followed by New Zealand (11.4 per cent), India (11.2), China (10.5) South Africa (5.3) and the Philippines (4.1).

Mr Salt said there would be more Iraqi and Afghan migrants.

KEVIN Rudd has junked a pledge to remove the word socialism from the Labor Party's constitution just a day after denouncing it as an "arcane, 19th-century" doctrine.
Three years ago he declared himself "an old-fashioned Christian socialist", but yesterday he was busily denouncing socialism and also backflipping on a 2001 push to remove it from the ALP's constitution.
Mr Rudd has previously declared the ALP's socialist dogma of controlling "production, distribution and exchange" had nostalgia value only and was "entirely unmemorable".
When asked yesterday whether he would now take action, the Labor leader changed tack and said he had no plans to pursue the reforms at next year's ALP national conference.
"I have no plans of doing so," he said in Adelaide yesterday.
"I've already indicated where I stand philosophically in terms of the questions of my own beliefs, my own values and the priorities and objectives which I believe for a modern, progressive, democratic party.
"These are core social democratic values and I'm proud to be a committed social democrat as I have been all my life."
Mr Rudd's emphatic rejection of socialism was frontpage news in Melbourne's The Age yesterday. The newspaper's website also included video images of the Labor leader denouncing socialism but admitting he did not want workers being left to the "dung heap of the market".
"I am not a socialist. I have never been a socialist and I never will be a socialist," Mr Rudd said.
However, his bold statement of values was immediately undermined by the emergence of another declaration in 2003, when he was quoted in another Fairfax newspaper as saying: "I am an old-fashioned Christian socialist."
Mr Rudd also cites Keir Hardie, founder of the 19th century British Christian socialist movement, as one of his heroes.
In a homage to another of his political heroes, British Prime Minister Tony Blair, who fought to expunge socialism from the British Labour Party's constitution in 1994, Mr Rudd has repeatedly said the ALP should follow suit. "The socialist objective ... should be abolished," he said in 2002. "While we may not have taken the socialist objective seriously ... there are others outside the party who have - and have been fundamentally alienated by it."
Socialism has clearly been on the Labor leader's mind for a while. In his maiden speech to parliament, Mr Rudd said: "Nambour, for those of you who are unfamiliar with it, was not a major centre of revolutionary socialism in the 1970s - the cane growers hall even less so."
Former Labor Party president Barry Jones said yesterday the ALP's constitution had already been updated during a special national conference in 1981.
"(But) if there's going to be a broad debate about what we stand for that's terrific because, in a way, for some decades we just haven't talked about it," he said.
Mr Jones pointed to a discussion in his autobiography, A Thinking Reed, which refers to comments by Polish philosopher Leszek Kilakowski, who said: "The trouble with the social democratic idea is that it does not stock and does not sell any of the existing ideological commodities which various totalitarian movements offer dream-hungry youth."

PM turns his failure into a $1 billion disaster

KEVIN Rudd spent his first two years in power smashing stuff.

Now, in this election year, he's spending up to $1 billion of your money to fix the damage.

That's right: Rudd is spending at least $1 billion to fix the havoc he's unleashed by handing out free insulation, splurging on overpriced school buildings, relaxing boat people laws, letting in an unsustainable 300,000 people a year - and more.

Oh, I know. You think I'm far too hard on a PM with the air of a particularly methodical Christian dentist. But one disillusioned day you will hear from many who now work with him that how Rudd seems is bizarrely different to how he is.

I don't just mean that this prissy churchgoer is privately a foul-mouthed, arrogant and paranoid control freak, but that many of his brightest ideas swiftly flop.

The truth is his skill at spinning has so far saved Rudd's reputation as a manager.

But check the substance rather than the image and you find he already qualifies as possibly the most incompetent prime minister since World War II.

And, no, I haven't forgotten Whitlam.

Take Monday's announcement that his Government will spend another $14 million on a taskforce to tackle the massive rorting of its $16.2 billion school stimulus scheme.

This so-called "Building the Education Revolution" spendathon was always destined to be a colossal waste.

But even I couldn't predict the rorting.

In NSW builders have charged $800,000 a time for more than 40 covered outdoor learning areas which state government costings say should have cost $250,000 each.

In Victoria, even a dying school with just two children was given $150,000, and from everywhere came complaints that BER developers were charging "management fees" of up to 21 per cent.

That's all your money, folks. Blown in what some now call the Builders' Early Retirement fund. Now the Government is spending even more of your money - $14 million - on a taskforce to stop the looting of what's left of our $16.2 billion.

Or to seem to.

Why did Deputy Prime Minister Julia Gillard only now announce this "safeguard" when it's been clear for months that your taxes were being wasted like never before in our history?

Three reasons, all squalid.

First, Sunday Night on Channel Seven last weekend ran a devastating report on this scandal. Second, it's election year, and a taskforce makes you seem you're dealing with the problem.

And third, although Gillard refuses to admit it, she has an advance report on this BER racket from the Auditor-General that is likely to be devastating, and it's a fair bet she set up her taskforce to short-circuit the criticism she'll get when it's released.

This BER rorting is the biggest Rudd waste so far. But the more graphic symbol is his free insulation scheme.

Rudd barged ahead even after his own department was warned in writing a year ago that rushing out these freebies could attract shysters, burn houses and kill people.

It all happened, as Rudd was warned, with four installers dead, 120 homes set on fire and more than 300,000 homes fitted with potentially lethal or near-useless junk.

To fix the disaster and compensate the losers, the Government may now have to spend anything up to $1 billion. It also means taxpayers must pay millions to take out insulation that Rudd made them pay millions to put in. It couldn't get crazier.

Correction. It already has. See, Rudd meant this giveaway to "stimulate" the economy and put people in jobs. But the day before Easter (a good time to bury bad news) his government announced, in effect, that his insulation scheme had killed off the very industry he'd meant it to help.

The Government said it would now give insulation manufacturers $15 million to help them stockpile all the batts and foil they can no longer sell, now that Rudd's scheme has stuck the stuff in a million more ceilings.

Those stockpiles of unsellable batts are a clear sign that these once healthy businesses have been poleaxed. Indeed, an industry which once predicted Rudd's free insulation plan would create 4000 jobs now says its collapse has cost the jobs of 6000.

That's why Rudd has spent another $41 million of your money to help retrain the people sacked from an industry he spent billions to "stimulate".

And still this lunatic incompetence doesn't end. To fix this mess before the election, Rudd has switched his entire emissions trading team on to it.

Remember them? They're the 154 public servants Rudd originally hired to work on what until this year he called "the greatest moral, economic and social challenge of our time" - the man-made global warming he told us his great new green tax on everything would help stop.

But that tax is now blocked in the Senate, and public support for it is falling like a batt out of hell, so Rudd has put "the greatest moral, economic and social challenge of our time" on the backburner and set his $57 million-a-year team of planet-savers to work on insulation instead.

And still this comedy is not done. Rudd last weekend froze the processing of refugee applications from Sri Lanka and Afghanistan to stop the tide of boats he unleashed by weakening our boat people laws two years ago. Boat people were a problem John Howard had fixed, cutting arrivals to just 18 boats over six years. Rudd unfixed that problem by going soft, so he's now luring in more than 10 boats a month.

The Christmas Island detention centre is full and fixing this will cost hundreds of millions more of your dollars, with the 2000 people who've arrived just this year costing some $80,000 each to process.

Then there's the whole new "Department of Population" Rudd abruptly created to hose down the alarm he'd raised by not only letting in a record 300,000 immigrants last year, but by then endorsing predictions that our population will explode to 36 million by 2050.

And we still don't know how much in total we must pay for all Rudd's other failures – Fuel Watch, Grocery Watch, the scrapped tender of his first broadband scheme, the lobbying for his pan-Asian body, the botched Green Loans plan, the rorted solar hot-water scheme, the "Ideas Summit" fiasco and the new nuclear disarmament body.

More amazing is that Rudd retains the air of a man who knows just what he's doing, and is across every detail. Watch him now sell his latest multi-billion-dollar plan - a health shake-up that Ken Baxter, former head of the premier's departments in the Victoria and NSW, warns will create a bureaucratic monster that will eat money.

But look at Rudd. See how assured and competent he seems, even as his last schemes still fall around his ears?

Amazing gift, that, and you're paying billions for it.

At the same time as Anwar al-Awlaki was advising the extremist later charged with killing 13 people at Fort Hood in Texas, he was in talks with a group, Sydney Muslim Youth, about delivering a sermon to young Australians. He was already well known to security agencies as the spiritual guide to three of the hijackers on September 11, 2001.

''Anwar al-Awlaki is like a virus produced by the body wanting to fight a microbe,'' said Taj el-Din al-Hilaly, condemning the sermon, which was delivered at his mosque by phone link from Yemen.

According to US authorities, about the time of the sermon Mr Awlaki was transforming himself from radical cleric to trainer and recruiter for al-Qaeda.

Last week, Mr Awlaki became the first US citizen added to the CIA kill list. He is considered a military enemy of the US and faces assassination by special forces.

"The danger Awlaki poses to this country is no longer confined to words," a US official told The New York Times. "He's gotten involved in plots."

The chairwoman of the US house subcommittee on homeland security, Jane Harman, called Mr Awlaki "terrorist No. 1 in terms of threat against us".

The bomber who tried to blow up a Detroit-bound plane on Christmas Day last year reportedly described Mr Awlaki as his trainer and recruiter.

The Herald attended the sermon at the Lakemba mosque in February last year but was ejected by organisers. Yesterday, no one involved with the mosque would take responsibility for securing Mr Awlaki as a speaker.

According to a director of the mosque, Ziad Ghamraoui, Shady Alsuleiman was in charge of organising evening youth events at the time of the sermon. Sheikh Shady refused to comment. He would not say whether Mr Awlaki was paid and would not comment on the subject of his speech.

Since Mr Awlaki's lecture, all speakers must now be approved by the mosque. Mr Ghamraoui said: ''We need to make sure that it's only moderate scholars that are coming.''

The senior imam at the mosque, Sheikh Hilaly, condemned provocative clerics who radicalised young people. ''They are like fast food who give no substance and no spiritual nutrition,'' he said.

''Our young people these days like loud voices. They seem to like Rambo and Schwarzenegger and the imam who raises his voice and appears tough.'' IslamicMedia.com.au, an initiative of the Shady-affiliated United Muslims of Australia, streamed but did not record the speech and has 15 other audio sermons from the imam.

On other websites, not hosted in Australia, Mr Awlaki supports jihad with phrases such as: ''The messenger of Allah said … whoever kills a non-believer can meet him''.

The NSW counter-terrorism squad, which has previously described Mr Awlaki as ''of great concern to us'', was unavailable for comment.

That’s 100 failures by Julia’s logic

‘ANOTHER boat on the way, another policy failure,” is how deputy prime minister Julia Gillard characterised the flow of people smugglers’ vessels when she was in Opposition on April 23, 2003.

Seven years later, Labor has been in office for two-and-a-half years, and the spate of unlawful boat arrivals has mounted to more than 105 vessels since the Rudd Government introduced its watered down tough-but-humane approach.

So, Julia, is this more than 100 policy failures? Or would you like me to add all of the other policy disasters: the failed Fuel Watch, Grocery Watch, Murray-Darling program, the lethal home-insulation disaster, the wasteful and disgraceful education revolution building program, and the rest?

Reviewing the Rudd Government’s record, Julia, it’s hard to find any policy that has done any more than make a handful of self-stroking true believers feel warm and comfortable while the nation has been plunged into billions of dollars of debt and even the supposedly secure capital reserves of the Future Funds have been looted to pay for Labor’s reckless spending.

The backflip on refugees is merely the latest of the Rudd Government’s policy failures, but it epitomises so much of this administration’s lack of policy and management skills.

Clearly, the plan to halt the processing of applications for refugee status of arrivals from Sri Lanka for 3 1/2 and Afghanistan for six months is designed to take the heat off Labor in the run-up to this year’s election and bury the issue as plausibly as spin doctors are able to.

It is in line with last weekend’s appointment of Agriculture Minister Tony Burke as the nation’s first Population Minister - with instructions not to report until well after the election.

It is apiece with the Hawker Britton strategy of announcing reviews of divisive issues to prevent further damaging debate.

In the case of the suspension of refugee applications, however, the Rudd Government has only its inexperience and lack of understanding to blame, combined with its innate venality in Opposition, for the enormity of the policy backdown.

Former Prime Minister John Howard was pilloried by Labor and by its supporters in the community for his principled stand on people smugglers and those who paid for their services.

Gillard promised Labor would run “a fast, fair and transparent processing regime on Christmas Island and on mainland Australia that determines 90 per cent of refugee claims in 90 days. Genuine refugees will be quickly identified and released while failed claimants will be quickly returned” (Hansard, 13/5/2003).

Former Opposition leader Simon Crean made the same claims. Gillard went further, promising “under Labor’s system, there won’t ever be a time where people are kept without review year after year, languishing in detention centres, which is what happens under this current government”, except now, when new arrivals will be detailed but will not be processed, let alone reviewed, for a three- or six-month minimum.

In determining how they will vote, the public listens to what their representatives have to say on issues.

Here is what Burke said four years ago on detaining asylum-seekers on Christmas Island: “The Labor Party understands that while health, security and identity checks are being carried out it can be necessary for people to be placed in detention.

But there is no reason to take these people to Christmas Island while we have spare capacity on the mainland. Health, identity, security - they’re the reasons for detention to take place.

Once those checks are complete, there will be no reason for people to not be allowed back within the Australian community while it’s being determined whether or not they are genuine refugees.”

Oh, Minister, why is Christmas Island full to the point of overflowing today?

Proving again there are none so blind as those who do not wish to see, the outspoken Fairfax commentator David Marr just a fortnight ago told an ABC audience that he had problems with an “unsourced” warning from the United Nations High Commissioner for Refugees that the Rudd Government’s decision to allow dozens of Sri Lankan boat people in Indonesia to jump the immigration queue would encourage others to try similar tactics.

Perhaps he will believe his own newspaper’s report last week which said that people smuggling is “totally out of control”, even though the source was the UNHCR’s senor representative in Indonesia?

Manuel Jordao would not comment on whether the “push” factors, which the Rudd Government has claimed are to blame for the flood were responsible, or the “pull” factors of the Rudd Government’s weakened refugee policy, but the article did note that “in just over three months this year, 1808 irregular immigrants and 96 crew have made it to Australia by boat.

“If that rate continues, 2010 will be the biggest year yet for unauthorised arrivals by boat, easily exceeding the 5000 or so who arrived in 2001.

“In 2009 - the first full year under the Rudd Government’s new immigration policies - 2706 asylum-seekers and 115 crew made it to Australia. This was a sharp increase on the 127 asylum-seekers and 15 crew who arrived by boat in 2008,” the report said.

The demand has now reached such a volume that it has pushed the price down to $US4000 from $US10,000.

The new Rudd policy of suspending visa applications is worse than anything any previous government has put into place in a bid to stop the flow of asylum-seekers.

It places humans - men, women and children - in limbo. It shreds any claim to compassion the Labor Party may have foisted on the public in the lead-up to the 2007 election, and it probably fails the Australian Government’s own laws on discrimination grounds.

Furthermore, it will not stop the boats from coming. Empty, dangerous and ineffectual - it sums up the Rudd Government nicely.

Unions grab $80m slice of school building funds

UNIONS have exploited a loophole to have almost all schools stimulus upgrades in Victoria declared "major projects" in order to pocket site allowances estimated to total at least $80 million.

The Master Builders Association of Victoria said the allowances - supposed to account for harsh conditions on large buildings - were an "abomination" and should never have applied to most education revolution projects. "We have a regime where the unions exploited the building education revolution to maximise wages for construction workers," executive director Brian Welch said. "It's just another add-on, and because the employers don't have the capacity to take it away from the unions, it stays and it grows."

The main building union, the Construction Forestry Mining and Energy Union, won the right to site allowances of between $2.40 and $4.60 per worker per hour through a series of cases at the Victorian Building Industry Disputes Panel.

The CFMEU confirmed it had since spread the allowances across almost all school jobs and said workers would use the extra cash for dinner or a film.

In Victoria, a "major project" is defined as anything above $2.4m. Once that threshold is reached, the sliding scale of allowances applies. Many schools stimulus projects fell short of the $2.4m mark, so the CFMEU sought to "bundle" together all projects undertaken by individual builders to get over the threshold.

The Weekend Australian has obtained two judgments from panel chairman Bob Merriman in which he green-lights the union's bid. "In considering all aspects of this matter, I am convinced the union's claim in this matter is justifiable and meets the requirements of the principles outlined above," Mr Merriman ruled.

Mr Welch said the MBAV supported the $16.2 billion Building the Education Revolution stimulus, but the exploitation of the site allowance had hurt profits.

"The costs escalated and not only applied to the workers for the construction company but all the subcontractors who walked on to the site," he said.

"It didn't aid employment, it just put more money in the pockets of building workers."

CFMEU state secretary Bill Oliver made no apologies for securing the allowance, saying unions were used to builders artificially breaking up projects to minimise site allowance.

"A site allowance is extra money in the pocket of workers, which will be spent on taking their families out to dinner, or to see a movie, or to buy a new pair of socks - all of which helps the economy and serves the ultimate purpose of the stimulus funding," Mr Oliver said.

The MBAV wants the panel to be abolished or an appeals mechanism created. "There is a flaw in the system, which we pointed out to the (state) government; they didn't do a great deal about it so the industry is now paying $2.40 for every school no matter what," he said.

"Why haven't they done anything about it? Because I think they are as intimidated by the unions as much as anyone else."

Labour costs usually make up about 50 per cent of a construction project's cost. The site allowances add 6 per cent to the wages bill, and 3 per cent to overall cost. Applied across Victoria's $2.64bn share of the last two rounds of the stimulus, it amounts to $80m.

Mr Welch said employers would be powerless to strip the allowances out of future agreements. "The unions are going to be out of the cage," he said.

"The Australian Building and Construction Commission is waning, the ability to control and temper their conduct is diminishing and the feral elements want to exert their influence."

The state and federal governments declined to comment.

TWO alleged ringleaders of the Bob Jane T-Marts riot at Oakleigh have been granted bail today, despite fears of a repeat of the mayhem over the Easter weekend.

Magistrate Fiona Stewart released Aziz Elbayeh, 19, of Springvale, and Omar Amr, 19, of Springvale South but set strict reporting restrictions and a curfew for the pair.

Ms Stewart said Mr Elbayeh and Mr Amr had shown cause why they should be granted bail but warned them they should steer clear of any "car culture'' gatherings or social networks.

Prosecutor Catherine Sedgwick, who had opposed bail, revealed today that a warrant was issued for Amr's arrest last week when he failed to appear in court on other matters.

For this reason, she said the prosecution believed he was a flight risk.

At an earlier hearing, Constable Greer Goldsmith told the court police had evidence of further riots being planned this weekend on Facebook and car enthusiast websites.

Both men face charges of riot, incitement to riot, affray, burglary, theft and criminal damage arising out of the riot over the cancellation of an Easternats car race.

Mr Elbayeh is accused of smashing a chair through the window of the T-Mart store while Mr Amr allegedly threw a lit flare at a policeman.

During the the riot, 100 police faced off against 2000 protesters.

Ms Stewart ordered that the teenagers cannot leave the house between 9pm and 6am without being accompanied by a parent and that they not use the internet or mobile phones in relation to the so-called "car culture'' network in Melbourne.

Additional conditions that Amr should surrender his passport and not attend an international point of departure were also imposed.

"If you are found guilty you have significantly let your decent families down,'' she told the pair.

Police raided the homes of Mr Elbayeh and Mr Amr on Tuesday night, seizing mobile phones and laptops.

They were allegedly identified on CCTV at the scene of mayhem.

AN 87-year-old war veteran had to use his own mobile phone to call triple-0 from his hospital bed because he couldn't get help from nursing staff.

Asbestosis sufferer Kevin Park was left languishing in Lismore Base Hospital earlier this month after waking in, in the middle of the night, soaked in sweat.

Patients on the ward were forced to use archaic brass bells to get attention after the paging system failed. A nurse initially tended to Mr Park but no one bothered to help him change out of his soaked hospital gown, so he tried ringing his bell again to get someone back.

Scared, confused and alone, Mr Park was at his wit's end after 45 minutes of ringing when he finally decided to call triple-0 on his mobile.

"I didn't know what was going on. It hadn't happened to me before and I wasn't even sure whether it was blood or sweat," he said from his hospital bed yesterday.

"Desperate people do desperate things. In the end I rang the emergency telephone number to ask them to get me out of here and somewhere where I would get some attention."

Only after his telephone call of desperation went through to an operator did a nurse finally appear, but Mr Park's ordeal did not end there.

The nurse took his phone, returning it later that night with its SIM card and battery removed.

"Taking my phone was, to me, the biggest offence," Mr Park said.

"To me it's thieving. You can't ring out on the phones they have here so that mobile phone was my only access to the outside world."

A North Coast Area Health Service spokeswoman said staff took Mr Park's phone to prevent other patients being disturbed in the middle of the night. "NCAHS has apologised for any distress that may have been caused to Mr Park and his family," she said.

"The nurse call system on Ward C8 was identified as faulty (but) the emergency part of the system is still operative."

The spokeswoman said a replacement system would be installed later this month.

Mr Park, who served with the RAAF in World War II, was admitted to hospital last month suffering a lung condition.

People smugglers, who use the internet to keep up with Australian immigration changes, are duping refugees by claiming they can beat visa changes if boats leave now.

An undercover people smuggler confirmed to The Daily Telegraph that hundreds of refugees were rushing to organise boats for the journey to Australia.

Yesterday two more boats arrived, carrying a combined 55 passengers and six crew, the third and carrying a combined 55 passengers and six crew, the third and fourth boats intercepted since the suspension of visas came into force last week.

The arrivals come as The Daily Telegraph can reveal a bidding war between people smugglers has seen the price of passage to Australia drop 50 per cent to about $US4000 a head for passengers.

Authorities have identified at least 15 people-smuggling gangs in Malaysia and Indonesia, who have mobilised hundreds of refugees, predominantly from Afghanistan, Iran, Iraq and Sri Lanka.

Other refugees have been hiding out in the Cipanas mountains outside Jakarta as well as among high immigrant populations in Puncak in Jakarta's south and Sarina in the north.

But they were now rushing to organise boats off islands about Sumatra, following internet reports of the visa freeze. About 80 per cent of asylum seekers heading to Australia by boat are either from Afghanistan or Sri Lanka.

There are genuine fears the rush will lead to overcrowding on unseaworthy boats which may not make the already perilous journey to Christmas Island off Australia's mainland.

Yesterday an Iraqi-born former people-smuggler turned Australia police informant said the visa freeze was too little too late and the dash had already begun.

The man, who calls himself Shadi, told The Daily Telegraph people-smugglers were internet-savvy and were using the visa changes to direct the people-smuggling market.

"That is why so many people [are] coming now," he said.

Shadi, who worked undercover for police in Indonesia until the end of 2002, when people-smugglers wanted to kill him and he was brought to Australia as a protected witness, continues to provide critical intelligence to authorities on the movement.

He identified five Iraqi or Pakistani-born smugglers operating in Indonesia and Malaysia and said they were preparing boats. "Your laws are not strong enough to stop them," he said.

An Iraqi Kurd is being hunted by the AFP and local police in Indonesia as the king-pin of the human trafficking misery. The number of so-called illegal entry vessels stopped in Australian waters this year now stands at 42.

Opposition Leader Tony Abbott doubted the processing freeze would stop the boats.

"Certainly, the people smugglers, I think, will remain in business because they suspect, as I do, that this is an election fix. It's not a solution," Mr Abbott said.

Prime Minister Kevin Rudd said he stood by the visa changes: "Our obligations are to deal with genuine asylum seekers, and those who are not genuine asylum seekers, to send them back to their countries of origin."

PRIME Minister Kevin Rudd says there is more room on Christmas Island for the increasing flow of asylum seekers.

Another boat of 79 asylum seekers is reportedly being taken to Christmas Island today and it is understood the air shuttle service between Christmas Island and mainland Australia was ferrying another 63 asylum seekers to Brisbane last night.

The 63 were understood to have been granted asylum and were to be placed in a Brisbane motel last night for a medical check-up and to undergo some more processing formalities before being released.

Speaking at The Lodge yesterday Mr Rudd left open the option of altering the policy on asylum seekers as international and regional security circumstances changed. "It's important that we place this in its context," he said.

However he continued to deny detention facilities on Christmas Island had exceeded capacity despite some reports more than 2000 people were in the facility which has a maximum capacity of 1200.

"The advice I have this morning is that capacity remains on Christmas Island," Mr Rudd said.

Opposition immigration spokesman Scott Morrison said it was clear asylum seekers were being drawn to Australia, not pushed by international and regional conflicts.

ALONG Jalan Jaksa, the men move suspiciously from cafe to cafe, boarding house to hotel.

"You want to go live in Australia, we have a big boat and it's ready to go now," says one Iraqi-born man to some of the illegal immigrants hiding out on the busy Jakarta street.

There is no need to wait or prepare, to plot or plan for the hundreds of desperate illegal immigrants in Indonesia of Afghan, Iranian, Sri Lankan and Iraqi origin.

"It really is that easy," says former people smuggler "Shadi".

He clicks his fingers.

"I could go now, today, and get 50 passengers for Australia just like that for you and you can get half a million dollars US, not Aussie, just like that."

Shadi should know. He tried to make it to Christmas Island but when things didn't work out he became a people smuggler himself and for three years helped send more people to Australia than he can remember. The number is in the thousands.

But in the third phase of his three years walking about Jalan Jaksa he became one of the Australian Federal Police's most significant covert agents and later one of the first to be given a protected new life in Australia - a thanks from a grateful nation.

He not only exposed the men behind the smuggling but single-handedly stopped dozens of boats from coming to Australia, testified against some of the biggest people-smugglers in South East Asia and, more importantly, laid out a detailed map of the routes for thousands plotting to come to Australia.

Today he is again helping authorities hunt the smugglers and track the boats preparing to make the voyage.

Shadi yesterday agreed to speak with The Daily Telegraph to reveal the true extent of the problem and how and why it is about to get a lot worse.

His story is common. He went to Jordan in 1997 with a plan to be smuggled to Sweden.

After a three-year wait for Swedish passage Shadi decided instead to go to Australia and immediately flew to Jakarta to prepare. He made one failed voyage with 300 others and just remembered the huge waves and the dread he would die at sea. It put him off but he felt sorry for his fellow passengers, abandoned by the head smuggler after two failed attempts to cross the straits, and decided to help them leave. He also spoke English - a bonus in Jakarta - so he became an accidental people smuggler.

He was the moneyman and recruiter. He was the quartermaster buying the supplies for the voyages, including life vests and essentials such as bags of sugar, tea, bread and water. He even had a collection of rubber stamps to put fake entry and exit visa marks in passports.

The would-be Aussie asylum seekers generally flew into Kuala Lumpur in Malaysia first from Iraq or Jordan. They would stay at a specific hotel off Jalan Tun Sambanthan before being flown to Jakarta. At Jakarta International, a corrupt airport official would be paid $1000 in US cash to open a side door to the airport and the mostly Arab men would slip out to a waiting bus without having to pass through the border gates. Their passports would be stamped on the bus or later at a hotel with a fake Customs stamp and entry/exit visas, used should they be stopped by local police at a later time. They would then be bussed to Sarina in North Jakarta where they would congregate at the local McDonald's waiting for orders. Others would be taken to Cipanos in the mountains or Puncak, another staging post, before setting sail from Lombok or Sumatra or even Cambodia. Intelligence points to these haunts being used today.

There are no special pitches, no facts, no planning or training. People are ready to just go. For the smugglers it was easy money. A boat cost on average $US20,000, the local Indonesian fisherman crew and corrupt airport officials would cost another $US20,000 but each passenger would pay between $2000 to $10,000, according to market demands.

"I know how to sell it, I know the places to talk to people, where they are. I know how to get a passenger to get his hand in his pocket and give it to me. It's very easy," Shadi says.

"You don't need to sell this, or say things like government will pay you money if you go, no one says that. It's just that everybody knows Australia is much better than their own country. That is it. We know by TV, newspaper, internet, you know what the life is like here, Western life. We give you promise to get there and we will try again and again and again until we get you there. We give you promise to leave in two weeks and if it's longer than two weeks we will pay for your hotel, accommodation, whatever."

Some people smugglers left when they had 60 passengers. Others waited for a minimum 200.

It costs about $US50,000 to organise a boat but with just 100 people $500,000 can be made.

It's a trade and the best boat, price and reputation gets the lion's share. One chief smuggler would go on the asylum seekers' boat as far as international waters, to assure them all was well, before a second shadowing smaller boat would take him off and he would leave them to their fate.

Meanwhile, the flood of asylum seekers now rushing Australia was a direct result of the Labor Government's policies, according to the men who are dispatching the boats.

For weeks, Prime Minister Kevin Rudd has denied that the sharp rise in the number of refugee boats entering Australian waters had anything to do with his softening of his Liberal predecessor's hardline Pacific Solution doctrine.

Mr Rudd said the 29 per cent rise in arrivals was a worldwide phenomenon with other Western nations experiencing similar rises.

But according to a former smuggler now living in Australia, those coming know the change in policy now meant quick entry to the country and a strong likelihood refugee status would be granted within three monthinstead of years.

"The immigration rules in Australia were changed and everyone knows it and that's why so many are now coming," the smuggler, who can be identified only as Shadi, said yesterday.

"Before, the reasons it stopped was John Howard absolutely, he deterred some boats by force and Nauru Island where they [boat people] knew they could get stuck for one or two or three years. We and the passengers would check the internet daily to see what Canberra was doing and we all knew these things.

"This is very hard for everyone to imagine being in a camp like a jail. The idea is to get in quick, get a visa then return home to see family and then bring them all to Australia. No one wants to be without family for years under old laws. Now [with] new laws it's easy and quick, maybe weeks or a few months. You can call people on the mobile, you stay two or three weeks at Christmas Island then they call others."

Shadi said when the rules changed, the snake heads - leaders of the human smuggling operations - cut the price for a seat on their boat from $US10,000 to about $US4000.
